Abstract

This paper aims at exploring the connection between rationality and power, also the role needed to be taken by planners in the era of democratization of planning. This study will use phonetic planning research approach. This will cover epicentrism analysis, technique and will involve judgment and decision made by political actors involved. The analysis conducted will include rationality of relation and power, political moves by the actors that led to the interpretation of planner's roles in the era of democratization of planning. A planner, not only a skill in field study but also multi-functional skill in any profession in must do the role as technician, bureaucrate, advocate and politician. Dimension for each role certainly have different definition according to the concept of the job.Keywords: participation, democratization planning, phonetic approach

Abstract

Positivistic methodology has a very determining role in the development of modern science. To begin with, science is applied only to the physical universe. Science began to focus on this physical world and quickly flourished into a philosophical position that was quickly embraced as the reigning worldview for the modern age. This view further advocated an empirical skepticism in which nothing about the universe "“ seen as objects "“ should be believed unless it was shown by quantitative experiment to exist without question. Other human experiences of qualitative nature are outside the legitimate domain of scientific enquiry. Science became consumed with a purely secular and material focus. However, modern science has created crisis of unintended results. At the end of the twentieth century, we can see the grand results of this narrow focus on material progress, such as over exploitation of natural env ironment to the level of destruction and human alienation of technological progress. Subsequently an important turning point has emerged in the formation of the modern worldview. An alternative participative methodology has emerged to encounter this crisis. Participative methodology is defined as participative, educative and less controlled  research methodology that lead to a more holistic scientific knowledge.Keywords: science, research, participative methodology

Abstract

The Government of Indonesia has pursued the strategy of dispersed development to address the issue of environmental degradation, to reduce the concentration of development in one major center, in order to achieve a sustainable urban form. The effectiveness of this strategy is being questioned, since the "deconcentration" of development fails to achieve its objective due to the absence of sound implementation tools and the market forces. The expansion of urban areas not only has characterized the development of Java in the last couple decades, bitt at the same time the decrease of rural areas and rural lives are also taking place, that spurs the physical integration process of major urban centers, especially on the northern coast of Java. The consequence of this process to the larger area, that is the rural hinterland, highlights the mega urban region hypothesis. Meanwhile, the issue of poverty also highlights the condition of rural Java, where spatially it has corresponding patterns with the formation of extended metropolitan regions. Recognizing the dual ism of development trajectory and the uneven spatial distribution of development in Java, this paper would argue that the focus of local government policies ought to be directed towards the promotion of rural regional development in order to achieve a balanced development towards its lagging regions. A new strategy needs to be invented along with its implementation framework, with a goal to achieve sustainability in both urban and rural areas. The new form of decentralized local governments could be the basis for promoting the regional network strategy as the framework for sustainable regional development.Keywords:  decentralization policy, urban development, rural poverty
