Abstract

Abstrak: Sementara pemerintah berusaha untuk memenuhi kebutuhan dasar penduduknya, masyarakat dengan akses yang minim terhadap mekanisme formal pelayanan dan infrastruktur telah mengembangkan cara mereka sendiri untuk memanfaatkan sumber daya, modal sosial dan jaringan kekerabatan mereka. Literatur perencanaan yang ada sering memberi label terhadap proses, hasil dan konsekuensinya seperti alokasi lahan dan pembangunan perumahan sebagai seuatu yang ilegal karena tidak diproduksi dalam suatu sistem perencanaan dan pembangunan yang formal. Artikel ini akan mengeksplorasi munculnya tipe tata kelola perkotaan informal dalam rangka penyediaan infrastruktur perkotaan dan kebutuhan lainnya di Melanesia dengan membandingkan situasi di kota-kota menengah seperti Port Moresby dan Jayapura. Tulisan ini adalah analisis awal tentang penyediaan infrastruktur perkotaan dan kebutuhan dasar lainnya yang terorganisasi sendiri yang telah berkembang di kedua kota tersebut, ditambah dengan implikasi pergerakan ke arah pengelolaan yang lebih efektif dalam bidang tata kelola dan manajemen perkotaan.Kata Kunci: Tata kelola, permukiman informal, Jayapura, Port MoresbyAbstract: As the government tries to meet basic public needs, people with least access to formal mechanisms for services and infrastructure have developed their own means to meet their needs by utilising their resources, social capital and kin network. Mainstream planning literature has often labeled such process, outcomes and consequences such as land allocation and housing development as illegal since they are not produced in the formal planning and development system. This paper will explore the emergence of informal types of urban governance in the provision of urban infrastructure and other needs in Melanesia by comparing the situation in the mid-sized cities of Port Moresby and Jayapura. The paper is a preliminary analysis of the nature of self-organised provision of urban infrastructure and other basic needs which has been flourishing in both cities, plus the implications for moving towards more effective arrangements in urban governance and management.Keywords: Governance, informal settlements, Jayapura, Port Moresby

Abstract

Abstrak: Penataan ruang di kota-kota Indonesia telah menjadi suatu proses politis sejak diberlakukannya otonomi tahun 2001. Hal ini telah membangkitkan ekspektasi masyarakat untuk menuntut pemerintah agar perencanaan dan implementasinya lebih memperhatikan kepentingan mereka. Proses perencanaan dari bawah tidaklah cukup untuk menghadapi tantangan-tantangan suatu proses yang terpolitisasi, terlebih apabila perencanaan tersebut lebih difokuskan pada proyek-proyek raksasa yang berdampak kecil pada kehidupan sehari-hari. Sebagaimana ditunjukkan oleh sektor pengelolaan air di Jakarta, suatu proses perencanaan tindak yang menyatukan intervensi jangka pendek dan jangka panjang kemungkinan besar akan mendapat dukungan politis bila dapat membuat proses di pemerintah lebih tahan terhadap permasalahan yang terus ada, dan apabila mengambil langkah nyata untuk mewujudkan lingkungan yang lebih berkelanjutan.Kata Kunci: Perencanaan spasial, pembangunan berkelanjutan, JakartaAbstract: Spatial planning in Indonesian cities has become an increasingly political process since the implementation of decentralization after 2001. This has elevated the expectation of public groups to demand the government-led planning and implementation to specifically address their concerns. The bottom-up plan making process is in itself insufficient to address the challenges of a politicized process, especially when the focus of the planning is largely on mega-projects that have little impact on everyday life. As demonstrated in the area of water management in Jakarta, an action planning process that melds short term and long term interventions is more likely to gain political backing, especially if its enables the government processes to become more resilient in the face of continuous problems, and if it takes concrete steps to realize a more sustainable environment.Keywords: Spatial planning, sustainable development, Jakarta

Abstract

Abstrak: Sanimas adalah program yang diselenggarakan oleh Departemen Pekerjaan Umum sebagai respon terhadap masalah sanitasi di permukiman padat perkotaan. Dengan menggunakan pendekatan partisipatif, warga menjadi inisiator utama dalam penyusunan rencana tindak, pembangunan fisik, pengelolaan dan pengembangan sistem sanitasi yang lebih ramah lingkungan. Namun, konsep partisipasi komunitas sering dipahami hanya sebagai kehadiran dalam pertemuan atau sosialisasi, atau hanya kehadiran perwakilan masyarakat dalam proses pelaksanaan program. Padahal, partisipasi komunal harus dipandang sebagai keputusan komunal, baik dari asal-usul inisiatif, sumber daya atau kontrol dalam proses dan pemanfaatan. Artikel ini mencoba mengenali tingkat partisipasi dalam pelaksanaan Sanimas di Kadipiro, Surakarta sebagai partisipasi komunal, tidak semata-mata partisipasi individu dalam sebuah komunitas. Partisipasi komunal menjamin keberlanjutan yang lebih baik dalam pengembangan infrastruktur permukiman karena perubahan perspektif telah diinternalisasi sebagai bagian dari nilai serta norma dalam komunitas.Kata Kunci: Sanimas, partisipasi komunal, pengambilan keputusanAbstract: Sanimas is a program organized by the Department of Public Works as a response to the problem of sanitation in dense urban settlements. Using a participatory approach, people become a major initiator in the preparation of action plans, physical development, management and development of sanitation systems are more environmentally friendly. However, the concept of community participation is often understood as attendance at a meeting or socialization, or just the presence of community representatives in the process of implementing the program. In fact , communal participation should be viewed as a communal decision, both from the origin of the initiative, resources, or control in the process and utilization. This article attempts to identify the level of participation in the implementation of Sanimas in Kadipiro, Surakarta as a communal participation, not merely the individual's participation in a community. Communal participation ensures better sustainability in the infrastructure development of the settlement, in which perspective changes have been internalized as part of the values and norms in the community.Keywords: Sanimas, communal participation, decision making

Abstract

Abstrak: Program Pembangunan Infrastruktur Perdesaan (PPIP) merupakan program bantuan pembangunan infrastruktur perdesaan yang diarahkan untuk mendorong peningkatan perekonomian perdesaan. PPIP dilaksanakan secara partisipatif dimana masyarakat dapat memilih infrastruktur yang diinginkan. Dengan pendekatan partisipatif, prioritas infrastruktur bergantung pada kemampuan masyarakat dalam memilih. Penelitian ini bertujuan untuk melihat keterkaitan dan dampak PPIP yang telah dipilih masyarakat terhadap pertumbuhan ekonomi kawasan perdesaan dengan menggunakan pendekatan triangulasi atau mix-method dan teknik sampling multi-stage sampling, dengan mengambil studi kasus di Desa Wonokerto Kecamatan Turi. Berdasarkan penelitian ini didapatkan hasil bahwa infrastruktur yang dibangun melalui PPIP secara umum hanya dirasakan oleh sebagian kecil masyarakat, dan bersifat sementara atau tidak berkelanjutan.Kata Kunci: Pembangunan infrastruktur, pertumbuhan ekonomi, pembangunan perdesaan, SlemanAbstract: Rural Infrastructure Development Program (RIDP/PPIP) is an assistance program to develop infrastructure in rural area to increase the economies of the rural area. PPIP is a participatory program where people can choose the desired infrastructures. With a participatory approach, priority infrastructure relies on the ability of communities to choose. This study aims to assess the relationship and impact ofRIDP on the rural economic growth in Wonokerto Village, Turi District, using mix-method approach and multistage sampling method. This research shows that the economic growth is only experienced by a small portion ofthe population and tends to be temporary or unsustainable.Keywords: Infrastructure development, economic growth, rural development, Sleman

Abstract

Abstrak: Penelitian ini bertujuan untuk mengkaji potensi pengembangan fasilitas park and ride khususnya pada pelayanan angkutan kereta api perkotaan Bandung lintas Padalarang "“ Bandung "“ Cicalengka. Penelitian ini menggunakan metode statistik deskriptif dan regresi logistik untuk merumuskan peluang pemanfaatan fasilitas park and ride bagi potensi pengguna. Hasil penelitian ini menunjukkan bahwa potensi pengembangan fasilitas park and ride untuk pelayanan kereta api perkotaan Bandung sangat besar, terutama pada tipologi fasilitas park and ride yang disediakan oleh masyarakat sekitar stasiun. Peluang beralihnya responden potensi pengguna menjadi pengguna fasilitas park and ride mencapai 81,5%, khususnya potensi pengguna yang memiliki karakteristik yang sama dengan karakteristik pengguna parkir saat ini. Faktor yang mempengaruhi beralihnya potensi pengguna menjadi pengguna park and ride secara umum adalah ketersediaan parkir di pusat kota, jumlah kepemilikan kendaraan pribadi dan kondisi pelayanan angkutan kereta api perkotaan Bandung.Kata Kunci: Kereta api perkotaan, park and ride, binary logistic modelAbstract. This study aims to assess the potential of the development of park and ride facilities, especially in urban rail transport services across Padalarang "“ Bandung "“ Cicalengka. This research uses descriptive statistical methods and logistical regression to assess the use of park and ride facilities for potential users. The results of this study indicate that the potential for the development of park and ride facilities for urban rail services Bandung is high, especially on the typology of park and ride facilities provided by the community around the station. The chances for the respondents to shift from potential users to users of park and ride facilities reached 81.5%, in particular the potential users who have the same characteristics with the characteristics of the current park users. Factors affecting the shift of potential users to users of park and ride in general are the availability of parking in the city center, the number of private vehicle ownership and service conditions of urban rail transport Bandung.Keywords: Urban rail, park and ride, binary logistic model
