Abstract

Abstrak. Integrasi infrastruktur transportasi dan perkembangan kota harus ditingkatkan kepentingannya. Di banyak kota di belahan bumi bagian selatan, investasi pada Bus Rapid Transit (BRT) memberikan kesempatan untuk peningkatan tersebut. Akan tetapi, sampai saat ini, sistem BRT telah gagal dalam menciptakan pembangunan yang kompak dan multi-guna bukan saja karena kurangnya perencanaan strategis kawasan stasiun tetapi juga dampak dari penempatan jalur-jalur dan stasiun pada wilayah perkotaan yang stagnan dan pada median jalan yang sibuk. Sistem BRT selama ini dipertimbangkan dan dirancang sebagai suatu investasi pergerakan dan bukan pembentuk kota. Disebabkan mayoritas pertumbuhan kota di masa depan di seluruh dunia akan berada pada kota-kota menengah yang cocok untuk investasi BRT, kesempatan untuk membuat sistem BRT sebagai investasi pembentuk kota tidak boleh disia-siakan. Pembangunan yang berorientasi transit adalah salah satu dari sejumlah model yang paling menjanjikan untuk mendorong pola pergerakan dan urbanisasi yang lebih berkelanjutan di kota-kota di belahan bumi selatan.Kata kunci. The integration of transport infrastructure and urban development must be elevated in importance. In many cities of the Global South, recent Bus Rapid Transit (BRT) investments provide an unprecedented opportunity to do just that. To date, however, BRT systems have failed to leverage compact, mixed-use development due not only to little strategic station-area planning but also factors like siting lines and stations in stagnant urban districts and busy roadway medians. BRT systems are being conceived and designed as mobility investments rather than city-shaping ones. Given that the majority of future urban growth worldwide will be in intermediate-size cities well-suited for BRT investments, the opportunities for making these not only mobility investments but city-shaping investments as well should not be squandered. Transit-oriented development is but one of a number of built forms that hold considerable promise toward placing cities of the Global South on more sustainable mobility and urbanization pathways.Keywords. Abstract

Abstrak. Di Indonesia, pengembangan kota baru, termasuk kota baru "mandiri" seringkali menghadapi persoalan berupa ketergantungan terhadap kota induknya.Hal ini ditandai dengan masih tingginya frekuensi pergerakan penghuni dari kota baru menuju kota induk untuk memenuhi sebagian besar kebutuhan hidupnya. Tulisan ini merupakan hasil penelitian induktif-kualitatifyangmenemukenali faktor-faktor penyebab ketergantungan Kota Harapan Indah (KHI),yang mengklaim dirinya sebagai kota baru mandiri, terhadap kota induk Jakarta dan wilayah sekitarnya. Dari hasil penelitian, ditemukan dua faktor yang menyebabkan penghuni KHI mengalami ketergantungan, yakni: 1) faktor sejarah individu dan 2) faktor kebutuhan untuk meningkatkan kualitas hidupnya. Faktor sejarah individu merupakan faktor ketergantungan yang berkaitan dengan perjalanan historis atau pengalaman seorang individu mengenai aktivitas yang sedang mereka lakukan. Sedangkan faktor kebutuhan untuk meningkatkan kualitas hidup, muncul dari hasrat seseorang terhadap sesuatu, dimana kota induk dianggap sebagai tempat yang paling bisa mewujudkannya. Kedua faktor ini membuat pengembangan kota baru KHI hanya berhasil menciptakan kemandirian dari aspek fisik saja namun sulit pada aspek ekonomi dan sosial.Kata kunci. Kota baru, ketergantungan, kota induk, JakartaAbstract. In Indonesia, new town development, including "self-contained" new town, often experiences problems such as dependency on its core city. This is is characterized by high frequency of new town resident's movement into the core city to meet most of their needs. This article is a result of an inductive-qualitative research which found factors influencing the dependency of Kota Harapan Indah (KHI), which claimed itself as a self-contained new town, on the core city of Jakarta and its surrounding areas. This study found that there are two factors that caused the dependency of KHI residents, which are 1) individual life history and 2) needs to improve their quality of life. Individual history is a factor related to historical journey or individual experience about activities they are performing. Whereas the needs to improve the quality of life factor emerges from a person's desire for something, in which the core city is perceived as capable of fulfiling the most. These two factors make KHI development can only succeed in realising self-sufficiency in the physical aspect, and not in economic and social aspects.Keywords. New town, dependency, core city, Jakarta

Abstract

Abstrak. Pertumbuhan dan perkembangan kota berbanding lurus dengan perkembangan kehidupan sosial-budaya, ekonomi dan politik yang melatar belakanginya. Perkembangan kota juga disertai pertambahan jumlah penduduk, baik oleh pertumbuhan alamiah maupun pertumbuhan non alamiah yang mengarah pada bentukan pola morfologi kota. Tujuanpenelitian ini adalah untuk mengidentifikasi pola morfologi kota di sebagian Kecamatan Klojen di Kota Malang. Dalam penelitian ini, morfologi kota didasarkan pada aspek struktural, aspek fungsional dan aspek visual. Untuk menganalisis suatu pola morfologi kota dapat dilakukan dengan tiga analisis perancangan kota yaitu, figure ground, linkage, dan place.Kata kunci. Perancangan kota, pertumbuhan kota, morfologi kotaAbstract. Growth and development of a city is directly proportional to the socio-cultural, economic and political development. The development is also accompanied by population growth, either by natural or non-natural growth which leads to the formation of the morphological pattern of the city. The purpose of this study is to identify the morphological pattern in most part of the district Klojen in Malang City. In this study, the city morphology is based on the structural, functional and visual aspects. The morphological pattern is analyzed using three urban design criteria, which are figure ground, linkage, and place.Keywords. Urban design, urban growth, urban morphology

Abstract

Abstrak: Di Kota Semarang jumlah PKL setiap tahunnya semakin meningkat dan mulai memberikan dampak negatif karena menempati ruang publik. Artikelini bertujuan untuk menilai tingkat keberhasilan implementasi penertiban PKL menurut pandangan pedagang dan pemerintah serta faktor penyebabnya. Kebijakan penertiban PKL yang menjadi fokus penelitian adalah program relokasi PKL Citarum dan Kartini ke Pasar Waru serta program penataan sarana aktivitas PKL Simpang Lima. Pelaksanaan relokasi PKL dinilai sulit dilaksanakan karena terjadi penolakan dan menganggap Pasar Waru tidak representatif untuk berdagang. Sedangkan pelaksanaan penataan PKL Simpang Lima tergolong cukup lancar. Namun setelah adanya penataan, pendapatan pedagang justru semakin menurun. Berdasarkan analisis diketahui bahwa menurut pedagang dan pemerintah relokasi telah berhasil pada aspek fisik namun tidak berhasil pada aspek ekonomi.Kata kunci: Relokasi, pedagang kaki lima, SemarangAbstract: The number of street vendors in the city of Semarang is increasing every year and starting to give a negative impact because they occupy public space. This study aims to assess whether the implementation is successful from the point of view of the government as well as its contributing factor. The focus of this research are the relocation of Citarum and Kartini street vendors to Waru Market and the facility planning for Simpang Lima street vendors. The street vendor relocation is considered difficult to implement due to the vendors' rejection; whereas, the planning of street vendor facilities in Simpang Lima is considered as succesful. However, after the relocation, the revenue of the merchants decreased. The analysis shows that the relocation is successful in physical aspect only but unsuccessful in economic aspect.Keywords:Relocation, street vendors, Semarang.

Abstract

Abstrak.Penelitian ini bertujuan untuk mengkaji keberhasilan pengembangan Kawasan Agropolitan di Kabupaten Kulonprogo. Metode analisis yang digunakan adalah berupa pengukuran tingkat kesejahteraan petani, skala likert dan regresi linear berganda. Hasil analisis menunjukkan bahwa pembangunan kawasan agropolitan ini belum memberikan dampak yang signifikan terhadap pembangunan perdesaan di Kabupaten Kulonprogo. Hal ini terlihat bahwa tingkat kesejahteraan petani padi, melon dan ketela pohon di kawasan ini masih dibawah rata-rata Kabupaten Kulonprogo. Faktor yang mempengaruhi adalah kurangnya ketersediaan sarana dan prasarana agribisnis hulu-hilir seperti bahan baku, alat mesin pertanian, irigasi, pemasaran dan kondisi jalan, sehingga menjadi hambatan utama bagi petani dalam peningkatan produktivitas serta daya beli petani.Kata kunci: Pengembangan wilayah, pembangunan perdesaan, agropolitan, KulonprogoAbstract. This study aims to assess the success story of an agropolitan development in Kulonprogo District. The methods used in this research include likert scale and multiple linear regression. The result of the analysis shows that the agropolitan approach has not significantlyaffected the rural development in Kulonprogo District. Farmers' welfare in the region is still below the average of thatof the district. Factors influencing this situation are the availability of upstream-downstrem facilities for agribusiness such as raw materials, agricultural machinery, irrigation, marketing and road network, which became the main hindrance for the farmers in improving their productivity and purchasing power.Keywords.
