Globalization in economy has resulted in economic interdependency on a global scale. Economic activities have experienced tertiary proc ess, or activities characterized by the domination  of  service sector activities. Eventhough this phenomenon is more intensive in  developed  countries,  its  implications,  nonetheless,  will  affect  the  developing countries.  At  a  certain  level  developing  countries  will  play  and  experience  this  new pattern.  Developing  countries  should  seize  this  momentum  rightly  .  Human  resources preparation  through education  is  very  essential  in  utilizing  this  momentum.  Planning education is one important area in responding to  the changing world. Abstract

This  paper  questions the direction of planning education which is: 1) too oriented toward the practical interest of planning profession; 2) bas ed on the planning perception which is too deterministic and too emphasis on spatial aspect; 3) not fully perceive a more broader role   and  position  of  planning  in  general  public;  and  4)  ignoring  the  role  of  planning education as a place for developing planning science. Starting out from the conception that planning  is also a "moral discourse", this paper suggests a "holistic" planning education based  on  the  reality  that  the  thought  and  activity  of  planning  is  not  merely  a  technical rational  process,  but  fu ll  of  economic,  social,  and  political  complexities.  Begin  by evaluating and clarifying streams in planning theory, this paper then discusses the context and some ideas for the development of planning in developing countries as a whole and in Indonesia, in particular.

Abstract

At  the  end  of  the  Second  Long -Term  Development  Plan  (2020),  the  percentage  of  urban population  in  Indonesia  will  be  greater  than  rural  population.  This  phenomenon  will  put tremendous  pressure  on  the  provision  of  physical  infrastructure  to  the population. Physical infrastructure is strongly related to Civil Engineering. Entering the 21st century and beyond, the  development  of  civil  engineering  will  be  greatly  influence  by  Material  Science  and Computer Science. The increase of infrastrucure development in the next 25 years will also increase the need for Civil Engineering Human Resources. The quality and quantity of Civil Engineers in Indonesia are  still  relatively  low.  To  anticipate  the  need  of  infrastructure  development  in  The  Second Long-Term Development Plan, the quality and the output of Civil Engineering graduates need to be increased.

Abstract

The world is undergoing a very rapid change in almost all aspects of life. So does Indonesia. Being a sub system in this  changing  world,  Indonesia  must  adjust  itself  to  fit  to  the  future  world  condition.  According  to  the  General Agreement on Trade and Tariffs, the General Agreement on Trade in Services, a new World Trade Organization will  be  developed.  Competition  in  this  new  world  trade  will  be  international  in  nature  even  in  the  domestic environment, and is perceived to become more and more competitive. It might develop into a cut throat competition. The Indonesian nation that is still a traditional agrarian society with feudal characteristics is changing towards an Industrial and information society in a short time. This requires a socio -cultural change partly already experienced by the urban population. The slowly changing traditional part of the plural society must be given greater speed, and this paper proposes a corporate approach. At the same time a slower process, but more basic in nature, should be handled by the educational institutions.New values and norms and new ways of doing things must be developed in the new Indonesian individual, such as appreciation  of  value  of  time  ,  to  like  change,  be  more  dynamic,  more  creative  and  innovative;  be  more entrepreneurial,  more  professional,  achievement  oriented,  and  competitive; always strive for better -  qualitatively and quantitatively, for improvement, and for progress. This article considers also the changes that are needed in engineering education. The design of the curricula should incorporate contents that develop the new characteristics in the engineer for the future. They shou ld be world class engineers. Since such change should start as early as possible in the formation of the engineer, the curricula of the primary  and  secondary  education  should  also be redesigned. It becomes a gigantic change process that must be carried out. All parties of the domestic system should take part in it.Since  competition  does  not  occur  in  the  business  world  only,  but  will  happen  also  in  the  professions,  the competitiveness  of  the  individuals  must  also  be  strengthened.  Thus  the  whole  national  system  must  change, including the government, the business, and the individual. The change should be completed as early as in the year 2003, when the Asean Free Trade Area comes into effect, and become stronger by the year 2010 when the gates of the  advanced  countries  are  opened,  and  become  very  strong  by  the year 2020 when the gates of the developing countries should be opened.

Abstract

Entering  the  21st  century,  the  world  is  undergoing  a  rapid  change  in  many  aspects  of  life.  The emergence of a knowledge-based global economy has undermin ed old realities throughout the world, creating opportunities as well as problems. Without more effective urban planning, world cities will not  be  able  to  fully  benefit  from  these  opportunities.  More effective urban planning, as an integral component of urban management, is essential to avoid the breakdown of world cities. This  article  is  trying  to  present  the  fallacies  and  limitations  of  current  urban  planning  practice against  current  and  future  conditions,  and   to  provide  a  recipe  for  reinventing  effec tive  urban planning.
