Abstract

So far, the guideline of the government of Sidoarjo Regency in managing coastal area regulated in the Land use Planning (RTRW) of Sidoarjo Regency has not been effective yet. This research aims at studying the cause factors of the ineffective implemention of the Land use Planning of the year 2002-2011. The institutional analysis was used in this research by applying some approaches, beside agency theory, transaction cost theory and organizational form choices theory were applied in this research.From the discussion, it can be concluded that the implementation of the Land use Planning of the year 2002-2011 will potentially increase the District Original Revenue (PAD) till RP.2,327329977. This value has not been sufficient yet to give compensation for the farmers who suffer the lost because of the shift of land use pattern as a result of the implementation of the Land use Planning. The enhancement of District Original Revenue makes more difficult to cover transaction cost for organizational governance to enforce the Local Regulation (Perda) on Land use Planning of the year 2002-2011. As the consequence, to implement Local Regulation (Perda) on Land use Planning of the year 2002-2011 is difficult.

Abstract

This research aims to analyse behaviour of fund accumulation from community ini Indonesia using dynamic model. The result shows that, in long term case, domestic real interest rates significantly affects community fund accumulation by Indonesian banking, while in short term the influence is not significant. International interest rate has no significant influence on the accumulation of community fund by Indonesian banking either in long term or in short term. Indonesian income per capita has significant influence on community fund accumulation by Indonesian banking either in short or in long term.

Abstract

This research analyzes potential trade-off between economic growth and regional equity in the design of fiscal decentralization. A theoritical model of fiscal decentralization is being used, where overall national economic growth and regional equity in the regional distribution of fiscal resources are two objective pursued by a benevolent policy maker. Solutions that emphasize regional equity tend to have larger central government expenditures and higher contribution to the central budget by richer juridictions. The reserve is true for solutions emphasizing growth. The model is tested using Generalized Least Square (GLS). Fiscal decentralization in Indonesia led to significant increases in regional equity.

Abstract

This study assesses the feasibility of local or municipal policy in terms of regulation from economics rationale point of view. To do so, this study makes use the methodology of soft or mini RIA (Regulatory Impact Assessment) as well as the linear ralationship between competition and performance approach. Focus of assessment of this study is the regulations that regulate tobacco's industry in Madura.There are two local or municipal regulations in Madura as the basic for regulating tobacco's industry, they are, first, Sumenep's regional law No. 6/2002 about Regulation and Permits' fee of tobacco business. Second is Pamekasan's regional law No. 2/2008 about tobacco's business regulation.The assessment concludes that these regulations have strong economics rationale behind them, is justified by public interest, relatively low cost for business and government, have no negative effects on the basic freedom of civil society. From economics point of view, It can be said that the regulations are low cost and low risk.

Abstract

This article describes the result of public service center assessment and recommendation for public service providing in Bangkalan District. Skalogram method is used to rank sub-districts in Kabupaten Bangkalan based on kinds and a number of public service facilities. The identification showed that center of public services is located in 4 of 6 sub districts, which is determined as Sub Satuan Wilayah Pembangunan (Sub Region of Development Unit) or kecamatan pusat ordo IV (ordo IV of sub municipal's center) in Rencana Tata Ruang Wilayah Kabupaten Bangkalan (Bangkalan's masterplan of regional development) 1999-2009. More over, the location of public facilities center is not the same as location of population center. Therefore, it's recommended to accelerate the providing of public service facilities in sub districts which are determined as Sub Satuan Wilayah Pembangunan (Sub Region of Development Unit) or kecamatan pusat ordo IV (ordo IV of sub municipal's center) in Rencana Tata Ruang Wilayah Kabupaten Bangkalan (Bangkalan's masterplan of regional development) 2009-2029, especially in Klampis and Tanah Merah, and which are predicted as location of population centers, i.e. Arosbaya, Socah, Tanah Merah, Kwanyar and Klampis.The results of the study are : (1) Four of the six sub municipal (kecamatan) center of ordo IV have become a higher public center service compare to others sub municipal (kecamatan); (2) Ideal condition, in which public service center should be located around the center of population (highest population density) area, is not met. Hence it is suggested to prioritize the process of providing the needed quality and quantity of infrastructure for public service at kecamatan (sub municipal) of Klampis and Tanah Merah as well as kecamatan (sub municipal) that is predicted to have a high population density in the future but still have a relatively low hierarchy of public service center today i.e.: Arosbaya, Socah, Tanah Merah, Kwanyar dan Klampis.

Abstract

As part of the financial system, sharia banking, is also related to macroeconomic stability together with real sector and infrastructure performance. When macroeconomic performance is worsen, financial stability will get the push impact through the increase of NPL (Non Performing Loan). For better understanding of the dinamic pattern of sharia banking's NPL if there is any sock, an impuls response function and varance decomposition is conducted in this study. Macroeconomic shock, in general, will be positively responsed by NPL, and will be stable at around 0% of its response after 3 years. Macroeconomic factor contributes 17.31% for the variability of NPL. While the rest, 82.69%, is the NPL itself. The dominance of internal factor shows that the effort to lower the NPL is more focused on the internal factor. The implication of this study is that sharia banking must continously increase their funding expantion, not only for the small and medium enterprises but also for the other medium industries. In addition, selective, prudent and profitability principles have to be continously applied, as well as more effort to market and advertise the funding of sharia banking in order to increase the sharia banking funding and decrease its NPL.
