Abstract

BPJS health targets provide benefits to all those involved in BPJS, meetingmedical needs of participants, the precautionary principle of sustainabletransparency in financial management BPJS. Many of the problems in itsimplementation, namely the health care system, payment systems, and thequality of health care systems. Purpose of this study is to describe, analyzeand Interpret the implementation of Program Policy BPJS using a modelapproach to the implementation of policies of George Edward III and vanMatter van Horn. Analyze and interpret the limiting factor and drivingforce in the implementation of the Program Policy BPJS Develop modelimplementation of effective policies BPJS Program - efficient fit thepurpose of providing health services to the community. This research wasconducted using qualitative method. Implementation of the marked lack ofcoordination/communication, lack of socialization. The existence of awaiting period the user card BPJS can only be activated one week afterregistration is received and may only select one health facility to obtain areferral and can not go to faskes other and service flow tiered very difficultfor the patient (member BPJS), as well as payment of medical expenses arenot borne entirely by BPJS. Abstract

Transformational leadership in principle to motivate subordinates to do better thanwhat it used to do, in other words, can boost self-confidence or belief thatsubordinates will affect the performance improvement. Leadership is the ability toinfluence others to achieve goals with enthusiasm. Therefore, researchers wanted toconduct research with the title Analysis of Transformational Leadership AgainstEmployee Performance Sedati District of Sidoarjo with sampling technique used bythe author in this study is a non-probability sampling and data take starting from 26May to 4 June by spreading questionnaire , Questionnaires were distributed in thisstudy were 23 questionnaires with the subject of the research is the District OfficerSedati Sidoarjo. The results obtained from the t test showed that t count equal to4.1251 while t table of 2.080 means that t is in the region of acceptance and rejectionHO H1. Abstract

The study aims to answer the question of how: (1) political configuration that putsIndonesia in 1971-1997 Golkar as a single force (2) political configuration in 1998 thatcaused the New Order government fell, and (3) the political configuration in 1999-2009resulting Golkar political disorientation. The results: (1) the political configuration ofIndonesia in 1971-1997 accidentally put Golkar as a single force on the grounds that thegovernment can carry out the construction with smooth and stable. Sekber-military formwith the government, Golkar then follow the 1971 general election and won an absoluteacquire 62.82% of the vote. Thanks to that victory, Golkar and the military dominatedparliament. Various attempts were made by the government in order to Golkar remains asingular force that harm the PPP and PDI, the result, until the 1997 election Golkar alwayswins absolute; (2) As a result of the New Order regime always manipulate the orderabsolute win Golkar, the public is not satisfied, the scent of corruption in the preparation ofDevelopment Cabinet VII concurrent multi-dimensional crisis of 1997 to encourage peopledemanded a change in many lives. The insistence of the President submit his cause to B.J.Habibie to date May 21, 1998. Since then New Order, (3) After the fall of the New Order,Golkar as also fell. With the remnants of the existing resources can Golkar following the1999 elections, the results dropped dramatically compared to the 1997 election due to: (1)Chairman of the Board of Trustees of the New Order era Golkar political structure intactbequeath to future generations, (2) the Golkar elite divisions; (3) the loss of support of themilitary and civil servants, (4) a more competitive electoral policies, (5) the division ofvoters into 47 political parties, (6) the emergence of a new reformist parties. The successof the Golkar Party in the 2004 elections resulting from the internal side: (1) the GolkarParty fought a modern and independent party, (2) political machine that has formedrevived; (3) more democratic, (4) the persistence of traditional voters, and (5 ) personalfactors Akbar. Of external factors as: (1) some people miss the New Order government andreselect the Golkar Party, (2) Some supporters of the PDIP in the 1999 elections Golkar.Keywords: state, Golkar, political configuration.

Abstract

School Operational Aid (BOS) is a government policy through the Ministry of Educationand Culture, which is fully authorized its management to the schools by referring to theconditions set by the government. Schools with School Committee work together inutilizing the BOS funds to improve access and quality of education. With theimplementation of BOS policy on school, then it have need of evaluating the BOS policywhich this study discuss the empowerment of schools and the School Committee in themanagement of BOS. The problems of this research are about how: (1). The level of policyperformance of the BOS program; (2). The level of policy effectiveness of BOS program;(3). The level of policy outcome of the BOS program; (4). The policy impact of the BOSprogram. These four issues are analyzed in relation to empowerment of school and schoolcommittee. This research applied descriptive qualitative method, with the data in the formof descriptions of the activities, work systems or behaviors exist in Pacitan EducationDepartment, Schools and the School Committee recipient of BOS funds as the subject ofthe research. Data obtained by interview, observation and documentation studies. From thedata analysis and discussion, it is concluded as follows: First: The level of performance ofthe BOS policy have achieved the objectives which the BOS has been targeted to help thepoor students and ease the burden of other students; Second: The level of efficiencyindicates that with the lack of BOS funds schools can still carry out activities to reach thestandard results; Third: The level of outcomes have succeeded in increasing APK, controlfor APS, graduates proceed to a higher level, the BOS fund management transparent andaccountable, the increase of parents participation in helping schools, results of NilaiEbtanas Murni (NEM) increases, an increasing number of schools are accredited B;Fourth: The impact of policy on the BOS program, among others, the increase in theHuman Development Index (HDI), the increase in students passing the national exam andan increase in per capita income. Empowerment Schools and School Committee berealized where the school and the school committee has been undergoing development,strengthening the potential / power and independence.keywords : Empowerment, School and School Committee, Policy on the BOS program.

Abstract

The structuring of policy and creation of internshipis so important to make the SurabayaCity to be clean, neat and comfortable. Formulating of government policy should be favormore than public interest, the conceptually providing of society is the eforts to increasingthe value and dignity of condition society is unable to escape from the poorness trap andunderdevelopment in other word empower is unable and to be an autonomous society. Thepurpose of the observation evaluation Perda Surabaya no. 9 Tahun about Provision up forinternship in Shopping and Office Center in Surabaya (Case Study In Terminal RegionBratang Gubeng ). The methods of observation is using descriptive methods with thequalitative approach and as a sample is information about the observation with dataaccumulation techniques are interviews, observation and documentation. The result ofobservation to showing if the Surabaya government in regulation of internship in Bratangterminal area in this case the entrance area Bratajaya Gubeng based on perda no 9 tahun2014 surabaya implemented in the form setup program, demolition and creation ofinternship in bratang terminal area is not match with the instruction. This casecan be seenfrom some of the factors that influence the success of the relocation policy evaluation asfollows : Relocation, this activity is to working when haven’t of land on location and theinternship is so many ; selter knock down, internship will be established selter like a tentand cart but just to activity in the evening. The cart is mobile everywhere ; Controlling , asa last resort if theinternship still stubbornly unwilling to follow the setup program Pemkot.This is a few opinion for Surabaya government to make a policy about structuring andempowerment of internship is expected better understand the issue of internship is fair .The other operating the internship and the Surabaya government can communicationbetween them through the agency internship community as a whole . Abstract

The existence of street vendors in the districts Sukolilo considered as a cause of trafficcongestion and disrupt the beauty of the city. In line with the government policy to managevendors. Originally selling at Sukolilo districts. The government relocated hawkers in placealready in sediakn by the government. The aim of this study is to describe and analyze policymanagement vendors, implementation of management policies street vendors, as well asfactors in the face in the implementation of policies to manage vendors, the districtssukolilo.penelitian kualittif this approach. Collection techniques used among others to use themethod of observation, interviews. Abstract

Creating Good Governance is the role of the Government to improve the welfare of thecommunity. For the essence of government is public service. The Fire Department is anagency of local government office which is engaged in the social community services,particularly services in the handling of the fire hazard. The purpose of this study was todetermine the quality of service in the fire department of Surabaya in accordance withservice quality dimensions of Agus Dwiyanto namely: the attitude of the officer, theprocedures, time, facilities and services. Informants were taken are the people who neverget the services and Surabaya City Firefighters. In the method of data collection, theresearchers used primary data by using a questionnaire to the informant. The results showedthat the quality of service at the Fire Department in Surabaya based on five dimensions ofservice quality in general has not been fulfilled optimally. Particularly on indicators ofresponsiveness officer, indicators ease of the procedure, according to SOP service indicatorand service satisfaction indicators get low grades. Therefore, the Government Office offires are expected soon as possible to fix the procedures and services as well as the attitudeof officers to serve the community with optimal namely by providing training andeducation to the intense fire officials that the ability and insight to grow.Keywords: quality, service

Abstract

The phenomenon that made into the object of research is the implementation ofthe procurement of goods/services of government in Karimun. The researchobjective was to discuss the implementation of the procurement of goods/services; discusses the factors that determine the effectiveness, efficiency andaccountability in the implementation of the procurement of goods/services; andobtaining the right policy implementation model for conducting procurement ofgovernment goods/services. The study used a qualitative approach. Determinationinformant as much as 7 informant research study using purposive samplingtechnique. Secondary data collection using literature study and study documents.Primary data collection using interviews and observation techniques. The dataanalysis using descriptive analysis with triangulation approach. Results of thestudy are the following, Implementation of the procurement of goods/services inKarimun Regency Government is implementing Karimun Regent RegulationNumber 31 Year 2012 on the Establishment of Procurement Services UnitGoods/Services Regional Governments Karimun. Implementation of procurementpolicy in question is an activity to obtain goods/services by SKPD that the processstarts from planning until completion of all activities need to obtaingoods/services. The procurement of goods/services are guided by the PresidentialDecree Number 54 Year 2010 concerning Procurement of GovernmentGoods/Services as well as regulation changes, the last Presidential DecreeNumber 172 Year 2014 on the Amendment to the three Presidential DecreeNumber 54 of 2010. The implementation of the procurement of goods/services ofgovernment in Karimun not optimal because there are still weaknesses incommunication management procurement of goods/services. The factors thatdetermine the effectiveness, efficiency and accountability in the procurement ofgovernment goods/services in Karimun is communication, resources, dispositionapparatus attitudes and bureaucratic structure. Abstract

Takalar district, South Sulawesi has a policy of maternal and child healthby adopting indigenous shaman a major role in the birthing process in theform of Regulation No. 2 of 2010 on the Partnership midwife and healer.Based on the subject matter, the question of the proposed research is howthe implementation of policies on Maternal and Child Health in Takalardistrict, South Sulawesi? How to model Policy Implementation Maternaland Child Health Care according to local conditions in the district of SouthSulawesi Takalar? The method used is descriptive qualitative. The resultsshowed that the results are good policy performance. The success of thepolicy program at the district MCH-KBD Takalar this policy to be a "pilotproject"for other regions. The contents of the policy is a creative solutionbased on local wisdom for facts on the ground people still believe their role.Program planning, implementation and evaluation are participatorystakeholders. Policy context, the views of the Situational factors, KBD is aform of cooperation with the shaman's midwife with the principle of mutualbenefit sipakatau sipakainge upheld by society Takalar. This principle isimplemented by creating the principle of openness, equality, and trust in anattempt to save the mother and baby. This partnership puts birth attendantsand midwives as their role from birth attendant became a partner in caringfor mothers and babies. In terms of structural factors, contextually seen thatthe decentralization policy in the health sector in the district Takalar hasbeen used for the benefit of policy implementation KIA. Abstract

Vocational High School Mini is SMK formal at boarding school who get the programcenters preparing a skilled workforce and develop the function of vocational boardingschool as a center for vocational training integrated in an effort to push the unemploymentrate is high, improving the quality of the educational process is minimal skills, andincrease the entrepreneurial spirit in self-learners. Based on this, the main problem of thisstudy are: (a) How is the implementation of policy administration SMK Mini? and (b)How does the organization of vocational Mini models in East Java?. This study used aqualitative approach and case study design. Collecting data using the technique ofparticipant observation, interview and documentation. The data were analyzed usingqualitative descriptive technique, using an interactive model of Miles and Hubermanincludes: data collection, data reduction, data presentation and verification. This studyfound: (1) the implementation of policy administration in East Java SMK Mini appliedproperly in accordance with the proportions. The process of policy implementation refersto the implementation model Edwards III. While the level of effectiveness of policyimplementation organization of vocational Mini in East Java in general demonstrateeffective, in terms of appropriate targeting and program objectives. (2) the implementationof vocational Model Mini in East Java is more taken to function as BLK (Training Center)in entrepreneurial-based boarding school; in function SMK Mini as BLK fosteringentrepreneurship skills and training of skilled labor. Entrepreneurship skills developed inthe organization of vocational Mini comprises: (a) skills of design effort in the field ofservices and production; (b) the skills to find a market; (c) skills to manage businessfinances; and (d) public relations skills. While the training of skilled labor carried out inseveral stages of a cycle of: (a) planning of the training program by identifying trainingneeds and training materials emphasize entrepreneurial skills according to market needsand based on the needs of the industrial world; (b) development of training programsthrough cooperation and training of manpower training in vocational Mini implementedwithin six months.Keywords: Policy Implementation, Vocational High School Mini
