Abstract

Regional Development Planning through Musrenbang a means to foster initiativeand active role in community development planning (Bottom Up Planning) aremechanically and functionally with activities planned development based on theprinciple of consensus, mobilize and improve the initiatives and participation ofthe community to carry out development in an integrated and foster the dynamicconditions of the community. This research method using a qualitative approach.Research carried out by focusing on two districts and three villages and thevillages and informants deliberately determined among the actors involved in theimplementation of planning forums. Of the several theories of implementation, thecombination approach better able to explain than the top-down, bottom-upapproach and the critical-creative approach. While the implementation modelMerilee Griddle (1980) combined with Elmore models more appropriate toanalyze the implementation of Musrenbang compared with models otherimplementations.Keywords: Implementation, Musrenbang, Public Participation

Abstract

This study entitled "The Effect Of E-Government Applications Vehicle TaxPayments On The Performance Of Cash Administration". Revolutionarytechnology telecommunications, media and information technology (ICT)affects the increasing demands and expectations of the public on fast publicservice, accurate, and inexpensive but excellent. Democratization, impacting theincreasing demands people's participation in public policy, demandtransparency, accountability and quality of public performance. Descriptiveresearch is a study of the problems in the form of the current facts of apopulation which aims to test hypotheses or answer questions relating to thecurrent state of the subject under study. Correlational research is to study thecharacteristics of the problem in the form of a correlational relationship betweentwo or more variables which aims to determine whether there is an associationbetween two or more variables, as well as how far the correlation that existsbetween the variables studied. The research method of data with secondary dataresearch types are the type of research data obtained institutional data from theUnit Pelaksana Teknis Dinas Pendapatan Provinsi Jawa Timur throughobservation, also use this type of research primary data obtained through fieldsurveys. The research sample used all employees serve as responden. Thecollecting data through observation and questionnaire. Answer the problemformulation used descriptive statistical analysis tool with the help of a frequencytable and regression models using SPSS release 16. Hypothesis testing produces,indicating that the hypothesis 1 is accepted, it means the variable partialapplication of e-Banking System has a positive and significant impact on theperformance of Cash Adminstration. The results of hypothesis testing indicatesthat the hypothesis 2 in this study received, meaning that in partial RevenueApplication Implementation (SAP) has a positive and significant impact on theperformance of Cash Adminstration Variation of performance can be explainedby the Adminstration Cash independent variables of e-Banking SystemImplementation and Application of Revenue Application (SAP) and while the explained by other factors. The Performance of Cash Administration will riseproperly Implementation of e-Banking System and Application SystemApplication Revenues(SAP) is well managed.

Abstract

A study related to the policy of organization of Informal Traders in Surakarta which isbased on local wisdom, related to the condition in the field where Surakarta localgovernment in communicating the policy as the implementation of the minimumorganization of Informal Traders. Through observation and interview toward implementer,policy targets, and stake holders, such as Surakarta local legislative council, NGO, andInformal Traders observers. Based on the developmental phase of implantation model byGeorge Edward III, the communication process of policy communication in theorganization of Informal Traders in Surakarta consists of four factors: (1) Communication;(2) Resource; (3) Disposition and; (4) Bureaucracy. Implementation model by Grindle(1980) related to two aspects; policy contents and policy contexts, is considered havingminimal impact on its application. Based on the result of the analysis, this research provesthat policy communication helps people finding new norms and harmonization in thepolicy implementation. Policy communication also helps the implementer and the target ofpolicy to cooperate in achieving the purpose of policy. Local wisdom as the basis oforganizing and ordering Informal Traders based on socio-cultural approach, centered onthe nguwongke-uwong characteristic; where human are appreciated, respect each other,help each other to create togetherness and balance. Local wisdom always invests andrealizes communality, deliberation, dialog, and two way communication; therefore in theorganization of Informal Traders in Surakarta, harmony was realized through cultured Informal Traders organization.Keywords: Communication Public Policy, Organization of Informal Traders, LocalWisdom

Abstract

Maternal and child health is one of the Millennium Development Goals MDG's 2015global agreement targeting the maternal mortality rate in Indonesia can be reduced to 102per 100,000 live births in 2015. Efforts to suppress AKI continue to be pursued, includingthe provision of health services for pregnant women. In 2014, the government beganimplementing a National Health Insurance (JKN) nationally. Implementation of the JKNprogram causes Delivery Guarantee (Jampersal) for pregnant women deleted. The deletionencourage local governments to be creative pressing AKI with JKN program and theRegional Health Insurance (Jamkesda). Policy of Implementation Security SystemMaternal Health in Banjarmasin, which inhibits MCH program because the program JKNknows no territorial, pregnant women can choose the health care she likes, while the MCHprogram is monitoring the health of pregnant women by the cantonal ie PWS-KIA forevaluation and program planning region. The cause of the mortality rate among pregnantwomen in the city of Banjarmasin is due late in delivery to the referral occurs as a result offactors helper (service providers at a basic level), delayed detection of high risk so that thecondition of pregnant women who were referred is severe enough, and too late to reachhealth care at the level of referral services. Lack of adequate resources, facilities andinfrastructure that do not support and quality of service at referral level is a factor causingdelay in rescue efforts maternal health. JKN program bureaucratic system does not supportMCH programs, thus largely independent midwives are reluctant to deal with pregnantwomen / mothers give birth this was due to a convoluted bureaucracy and services /approved rates are too low in accordance with Law of the Ministry of health No 59, 2014. Abstract

Health insurance system is one of the important components in ensuring theneeds of basic human rights, namely health. Government as theimplementing regulations in the fulfillment of basic rights such as healthhave been doing the development, guidance, and acceleration in organizinghealth care. So that the government is very strategic role in theimplementation of the National Health Insurance program (JKN). But thereis one problem JKN program implementation, namely the weakmanagement of the participants. It affects both services and financing JKNprogram. There have been several studies that analyze these problems,among others, the study of health care seeking behavior of participants ofpublic health insurance, the readiness of stakeholders in the implementationof JKN, and the program participant data JKN invalid and not targeted. Sothat in this research conducted a study which aims to analyze themanagement of participants through the method of interpretation, describe,analyze, and the build a model of the implementation of managementpolicies of insured people, and the synchronization of the health insuranceprogram regional level into the health insurance system nationwidemanaged by BPJS Health in the Province of East Java. The results showedthat participants in the program management JKN is not optimal, andcurrently poor people who can not be accommodated in the management ofContribution Recipient (PBI) has been well managed by the regionalgovernment, through the Regional Health Insurance program. Further theparticipant management implementation model is not effective as a modelof policy implementation of Van Metter and Van Horn due to weakoversight of the bureaucratic system and the human resources involved inthe implementation of the management of the participants. Abstract

Public service is one of the important tasks that can not be ignored by the localgovernment. As an institution, the public service Kenjeran District of Surabaya ensure thesustainability of the State administration involving policy development and resourcemanagement services that come from and to the public interest or the public. The purposein this study to determine the effect of service quality to satisfaction of the people in theDistrict Office Kenjeran Surabaya. The data used in this study are primary data (from thequestionnaire) with samples taken 100 people. While the analytical techniques used is byusing multiple linear regression. The test results showed the influence of variablessimultaneously consists of physical evidence, reliability, responsiveness, assurance andempathy affect the satisfaction of the people in the District Office Kenjeran Surabaya.These results are supported by the acquisition of the correlation coefficient of 71.5% wasobtained, indicating that the correlation or relationship between these variables to thesatisfaction of the people have a close relationship. Partial test results show the variablequality of service consisting of variable physical evidence, reliability, responsiveness,assurance and empathy positive and significant impact on the satisfaction of the people inthe District Office Kenjeran Surabaya. Sedagnkan variables that have a dominant influenceon people's satisfaction at the District Office Kenjeran Surabaya is responsiveness byhaving the partial determination coefficient than other variables.Keywords: Physical Evidence, Reliability, Responsiveness, Assurance, Empathy andCommunity Satisfaction

Abstract

The principles co-administration is effort of the central government as funder with contribute task to the local government for improve effective and efficient doimplementation government, development management and public service. Thestudy aims to understand and analyze about process and influence effectaccountability principles co-administration in the local government Senduro Subdistrict Lumajang Regency. This study is a descriptive research with qualitativeresearch method. The method collecting data in this study was used interviewsand documentation. The result of this research showing that: 1) the processimplementation of accountability principles co-administration in the SenduroVillage Senduro Sub district Lumajang Regency was doing a good. Abstract

According to Rosene (2005) the challenge ahead for naval organization will need a futuristicleader that are inspiring, initiative, innovative, have commitment and trust to deal with thephenomenon of asymmetric warfare in the 21st century. Complexity of these challengesrequires the expertise of naval soldiers who are capable of leading change, leading people andstewarding resources. In response to the problem, Indonesian Naval Academy is supposed toreform itself to reevaluate with its function as a naval educational institution. One of thecharacteristics of military educational institutions is its culture that is directed to the buildingof military character as the major component in defense duty and also become the factor thatdistinguishes it to the other components. Therefore, AAL as the military educationalinstitution which educate prospective Indonesian navy officers, has to make organizationalculture itself as one of the aspect of the education development. The purpose of awardingacademic degrees to AAL graduates is as a hope for a better life. Hoping better especially inacademic field is something logical and rational for educational institution like AAL.Therefore, in order to achieve academic goals as stated in the vision and mission of AAL,academic culture should be transformed and developed in AAL education. The aims of thisresearch are to describe and analyze the organizational culture of the Indonesian NavalAcademy(AAL), and examine of how the transformation of academic culture in theIndonesian Naval Academy education. The research is focused on organizational culturewhich underlying the behavior of cadets relates to academic culture that develops in AALeducational institutions. The technique of data analysis in this research uses qualitativeresearch approach. Based on these research result, it is found that the organizational culture inAAL is still likely to retain the old culture. The old culture that is filled with a strong militaryculture still dominates the life system in AAL, so that it becomes one of the factors that leadto academic culture to thrive. It needs a cultural leader to be able to make a cultural change tobe better in Indonesian Naval Academy.Keywords : Organizational Culture, Academic Culture Transformation
