Abstract

ABSTRACT Modern marketing procedures need to develop a good product, with the offer price, interesting and easily obtained by making the target customer. Companies need to make communication with our customers who have current and potential customers the parties have interests in the company and the general public. Each company can not pull out of his role as promoter and communicator. For most companies, the question is not whether to make the communication or not, but more on what will be communicated, to how much the frequency of communication. Mixture marketing communications of advertising, sales promotion, public relation and publicity, sales in private, and whose direct marketing mail, telephone, facsimile, e-mail communicator, and other non-personal. Abstract

Abstrak Sosialisasi Listrik Pra Bayar yang dilaksanakan oleh Humas PT PLN (Persero) APJ Surakarta yang didukung oleh PLN UPJ Surakarta Kota dan PLN UPJ Grogol, yang dilakukan di media cetak, dan secara interaktif pada media radio dan media televisi, serta pada forum- forum pertemuan yang diselenggarakan dengan menghadirkan para tokoh masyarakat, juga organisasi- organisasi kemasyarakatan, dan juga dilakukan pada acara- acara dan tempat-tempat yang strategis di kota Surakarta ini sehingga terbukti mampu meningkatkan pengetahuan masyarakat. Melalui sosialisasi, masyarakat meningkat pengetahuannya dan kemudian mengikuti program dari PLN tersebut, masyarakat pelanggan paska bayar kemudian bermigrasi ke pelanggan prabayar. Indikasi yang muncul selain harga LPB setara dengan listrik paska bayar, juga dikarenakan Proses Bisnis LPB lebih singkat dan sederhana bila dibandingkan dengan proses Bisnis Listrik Paska bayar. Hasil yang diperoleh dengan adanya peraihan masyarakat pelanggan Listrik Pra Bayar yang semakin meningkat yaitu di wilayah PLN APJ Surakarta sampai pertengahan tahun ini sebesar 36.776 pelanggan, suatu jumlah yang melampaui jumlah yang telah ditargetkan, yaitu sebesar 20.000 pelanggan di tahun 2011 ini. Dengan demikian sosialisasi listrik prabayar ini berhasil dengan sangat baik dan memuaskan. Kata Kunci: Sosialisasi, Perbaikan, dan Pengetahuan Masyarakat.

Abstract

The arrangement and management of Street Sellers (thereafter called PKL) in Surakarta City referring to Surakarta City Local Government’s Regulation Number 3 of 2008 about the Arrangement and Management of Street Sellers in Surakarta City is conducted, among others, by arranging and managing Street Sellers in Sunday Market Manahan Surakarta conducting activity every Sunday morning. Surakarta City government has devised to close street sellers of Sunday Market Manahan Surakarta in 2016. Solo Mayor, F.X. Hadi Rudyatmo devised to sterilize Manahan Stadion area from Sunday Market sellers’ activity. Pasar Tumpah (spilled market) generated in Sunday Market Manahan location will be relocated to other location. The policy is still processed currently by Surakarta City Government. City government wants to recover the original function of Manahan Stadium for sport activity purpose. So far, the existence of sellers utilizing road or sidewalk in Manahan Stadium area disrupts the people’s to do exercise. In addition, the pile of rubbish resulting from Sunday Market activity is so high. The cleaning service officers of Cleanliness and Gardening Service (DKP) working are often overloaded when cleaning the rubbish pile resulting from Sunday Market. This one-day trading activity takes three days to clean its rubbish. Through Youth and Sport Service (Dispora), in this case Surakarta City’s Local Technical Service Unit of Sport Infrastructure, Solo City Government released Joint Decree approved by Dispora, Trade Service of Surakarta City and Street Seller Association of Sunday Market Area. In the presence of Community Service activity, several benefits can be achieved: Successfully giving understanding to the street sellers of Sunday Market about Environment Orderliness in trading location, in Manahan Stadium area of Surakarta; successfully encouraging the street sellers to encourage the City Government’s program to recover the original function of Manahan Stadium for sport activity purpose for Solo City people, so that they no longer use road and sidewalk in Manahan Stadium area; successfully giving an understanding on the importance of maintaining the cleanliness of Sunday Market area, by obliging the sellers to clean rubbish after their activity has been completed; and successfully giving understanding on the importance of maintaining plant as the park (garden) in Sunday Market area. Abstract

Pendidikan dan pelatihan kecakapan hidup yang dikembangkan melalui komunikasi teman sebaya mempunyai efek yang positif dalam meningkatkan kesehatan jiwa remaja seiring dengan meningkatnya citra diri remaja. Umumnya remaja akan lebih nyaman untuk menjalin komunikasi atau relasi dengan sesamanya terlebih lagi yang memiliki kesamaan latar belakang. Ini artinya bahwa komunikasi diantara teman sebaya yang berisikan pesan upaya untuk meningkatkan kualitas dan kecakapan hidup merupakan salah satu solusi yang efektif untuk diterapkan di Balai Kartini sebagai pusat rehabilitasi sosial anak jalanan Jawa Tengah.

The data existing in Trade Service shows out of 5,817 street sellers registered, some of them have not been arranged completely by Surakarta City Government. New Klewer Market opened officially on April 21, 2017 by Trade Service can arrange the placement of sellers better in New Klewer Market. Process of validating Klewer Market’s seller data completed by City Government indicates that 2,211 sellers will be arranged and placed, passing through a procedure including registering, problem mapping, scheduling, and requirement communicated to all sellers. Similarly, the Street Sellers affiliated with Klewer Market Yard Sellers Association (Paguyuban Pedagang Pelataran Pasar Klewer, thereafter called P4K) have been arranged on the fourth floor of new Klewer Market building, consisting of more than 900 sellers. All yard sellers should know environment orderliness organized by management and should comply with it. The problems faced by the sellers not permitted to transfer their shanties to others have been apparently understood by sellers. City Government attempted to establish more intensive and better communication, in socializing the rules to the sellers. Cooperation between City Government and organizers and sellers to maintain the environmental orderliness in Klewer Market is expected to implement the arrangement of Yard Sellers in Klewer Market of Surakarta corresponding to the arrangement program. The yard seller arrangement policy in Klewer Market of Surakarta referring to the good application of cooperation can realize better the performance of Surakarta City Government, in this case Trade Service of Surakarta City.Keywords: management and arrangement, environmental orderliness understanding, Klewer Market’s Street Sellers

Abstract

A study related to the policy of organization of Informal Traders in Surakarta which isbased on local wisdom, related to the condition in the field where Surakarta localgovernment in communicating the policy as the implementation of the minimumorganization of Informal Traders. Through observation and interview toward implementer,policy targets, and stake holders, such as Surakarta local legislative council, NGO, andInformal Traders observers. Based on the developmental phase of implantation model byGeorge Edward III, the communication process of policy communication in theorganization of Informal Traders in Surakarta consists of four factors: (1) Communication;(2) Resource; (3) Disposition and; (4) Bureaucracy. Implementation model by Grindle(1980) related to two aspects; policy contents and policy contexts, is considered havingminimal impact on its application. Based on the result of the analysis, this research provesthat policy communication helps people finding new norms and harmonization in thepolicy implementation. Policy communication also helps the implementer and the target ofpolicy to cooperate in achieving the purpose of policy. Local wisdom as the basis oforganizing and ordering Informal Traders based on socio-cultural approach, centered onthe nguwongke-uwong characteristic; where human are appreciated, respect each other,help each other to create togetherness and balance. Local wisdom always invests andrealizes communality, deliberation, dialog, and two way communication; therefore in theorganization of Informal Traders in Surakarta, harmony was realized through cultured Informal Traders organization.Keywords: Communication Public Policy, Organization of Informal Traders, LocalWisdom

Abstract

The latest condition of Street Seller arrangement in Surakarta City shows that it has not been arranged significantly. The data of Trading Service shows that out of 5,817 registered street sellers, some of them have not been arranged completely by Surakarta City government. Indeed, the arrangement cannot be done simultaneously, but it should be done gradually corresponding to the condition of budget existing in Surakarta City government. In addition, the arrangement should take the zone occupied by the Street Sellers into account. The ever growing number of Street Sellers will instead be a problem later, when it is not managed together. Surakarta City government has arranged street sellers seriously. In early 2017, Surakarta City government has completed the reconstruction of Klewer Market burnt in late 2014. Surakarta Trading Service arranges and manages street sellers in Klewer Market using participation and transparency principles. Participation principle, according to Verhagen (Mardikanto and Soebianto, 2015:81), is a special form of interaction and communication related to the sharing of authority, responsibility and benefit. Participation and transparency principles support the creation of Good Governance in which this concept application is often dependent on the organized cooperation between government and community such as Paguyuban (association) (Riswanda Imawan, 2002: 32). The growth of interaction and communication is reflected in the arrangement (organization) is adjusted with the condition of sellers before the fire. The process of validating data of Klewer Market sellers has been completed by City Government, indicating that there are 2,211 street sellers. The sellers to be arranged and to occupy the market starts to be registered, problem mapping is conducted, schedule is developed, requirements are communicated to all sellers, through both Paguyuban Pedagang Pelataran Pasar Klewer (P4K = Klewer Market Yard Seller Association), Himpunan Pedagang Pasar Klewer (HPPK = Klewer Market Seller Association), Komunitas Pedagang Pasar Klewer (KPPK = Klewer Market Seller Community), retailer, and street sellers around the market. The requirements specified to get kiosk in the permanent market are: showing Surat Hak Penempatan (SHP = Occupation Right Document), having Nomor Pokok Wajib Pajak (NPWP = Taxpayer Identity Number), and willing to pay retribution electronically (e-retribution). Surakarta City Government arranges sellers (traders) and Street Sellers in Klewer Market of Surakarta along with other stakeholders, corresponding to the objectives and programs as included into seller arrangement policy in Surakarta City. Referring to Participation and Transparency principle application, Good Governance is achieved in Surakarta City government, thereby expectedly can be more successful and professional in the next management.Keywords: Street Seller arrangement, Participation, Transparency, Good Governance
