Abstract

Bagi pemerintah Indonesia, terkait dengan permasalahan ketenagakerjaan, terdapat dua permasalahan yang seakan tiada akhir yakni tingginya angka pengangguran dan rendahnya upah pekerja. Kondisi ini semakin parah sejak badai krisis ekonomi melanda Indonesia sejak tahun 1997 yang mengakibatkan menurunnya kemampuan sebagian besar anggota masyarakat untuk membiayai hidupnya. Hal ini disebabkan oleh menurunnya pendapatan riil dan meningkatnya harga berbagai kebutuhan sehari-hari. Dalam lingkup regional, kondisi krisis ekonomi yang dialami Indonesia semakin mendorong negara ini berada pada tingkat terendah perkembangan ekonomi dibandingkan dengan negara-negara di kawasan tersebut. Lambatnya proses economic recovery menyebabkan semakin langkanya kesempatan kerja di dalam negeri dan akhirnya mendorong peningkatan arus migrasi internasional tenaga kerja Indonesia ke negaranegara di kawasan Asia dan Asia Tenggara utamanya Malaysia, Singapura dan Taiwan. Dengan demikian, bagi para migran, melakukan migrasi merupakan suatu bagian dari strategi untuk kelangsungan hidup ketika pilihan-pilihan yang lain sangat terbatas.

Abstract

Konsep creative city merupakan salah satu cara untuk memenangkan kompetisi antar kota pada era globalisasi ini. Adalah penting bagi kota untuk mengubah imagenya menjadi sesuatu yang baru atau lebih baik, karena proses tersebut akan mendorong terjadinya peningkatan investasi bagi sebuah daerah atau kota itu sendiri. Perencanaan perkotaan membutuhkan strategi yang tepat untuk melakukan proses regenerasi kawasan perkotaan tersebut, salah satunya cultural quarter yang mengubah suatu kawasan yang tidak memiliki nilai ekonomis menjadi suatu daerah baru yang kaya akan potensi kultural dan ekonomis melalui proses komodifikasi. Beberapa hal yang harus diperhatikan di dalam pengembangan kawasan cultural quarter ini diantaranya adalah faktor faktor pendukung termasuk area yang membutuhkan proses regenerasi (seperti daerah peninggalan historis atau peninggalan industri), cultural infrastructure, proses perencanaan yang tepat, networking, katalisator, dan morfologi. The art of townscape is the conscious arrangement of physical things for man’s convenience, safety and pleasure (Charles Elio).

Abstract

The issue of public service provision has become more serious in Indonesia in line with increasing public awareness of the need for customer-oriented public service delivery. The institutional capacity preparations and good quality human resources within the bureaucracy confines should back up endeavors in the direction of instituting a new public service delivery paradigm, which among other things, should uphold the sovereignty of the user. Bureaucracy, as a public service institution, must be equipped with the ability to adopt the concept of an adaptive organization, which is a public service delivery institution always sensitive to any changes in the needs and environment of service users the people.

Abstract

Institutions that perform health care have become untouchable, especially for the poor. Therefore, the capability of achieving an optimal degree of community health is still far from hope. There are many factors that contribute to this condition. This essai describe the main ideas and strategic issues which need to be understood in order to enhance the performance of these institutions. The description in this essai will cover structural relationships between the doctor and patient, capital monopoly, the degrading professional ethic of physicians, and the quality service of hospitals as a service industry.

Abstract

Every society collectively develops a certain system or institution which can be used to solve various problems in their life. The rural Javanese society has developed an activity to assist one another, either in the form of service, goods or money. This kind of activity is a social security system that is very important to them. This activity holds two meanings. First, it is a tool to reduce the burden of others, and the second is it creates and enhances the social solidarity of the group. In this context, helping one another has changed the feeling of insecurity to security among group of people. During a social, economic, and cultural transformation process in the Javanese rural areas, it turns out that this model of assisting one another is not always successful. On the contrary, it has created the feeling of insecurity among groups in society, especially the poor.
