Abstract

Climate change has become one of the global issues which affect various aspects of life, such as a rise in sea levels that results in flood and tidal flood. Adaptation measures need to be done in order to overcome the susceptibilities. It will be more efficient and effective if the adaptation measures are conducted communally through community development. However, the limited access and resources make people difficult to adapt. Therefore, the intervention of other stakeholders is needed in order to create access and to mobilize society in the community development. Unlike developed countries, society participation in developing countries still needs to be mobilized through the intervention of some stakeholders. Every stakeholder has different task, function, and responsibility so that they can complete each other. The stakeholders which are involved in community development come from three sectors, that are government, non-governmental institutions, and society in the community itself. In doing their role, the stakeholders may not work properly. The role dysfunction will have negative effects on the sustainability of the formed community. One of the examples is the establishment of housing saving group in Panjang Baru district, Pekalongan. In its process, the role dysfunction occurs. It results in the stagnant community development which weakens socio-economic resilience of the society built through the development of that housing saving group.

Abstract

In Rural Areas, accessibility is one factor can stimulate the growth of markets and economic center. Like Bumijawa Subdistrict, as one of the rural areas in Tegal Regency is located in the mountainous area at the foot of Mount Slamet. Along with the development of transportation and road network, accessibility in some areas more easily. Community Activities also more develop, not only in agriculture, but also in other sector non-agriculture. Whereas in low accessibility areas, social economic community condition is still lagging behind due to difficult access to the area.  Accordingly, this study aims to determine how much accessibility effect to socioeconomic characteristics of rural community in Bumijawa Subdistrict, Tegal regency. The research approach used is a quantitative research approach. The method of analysis used in this study is descriptive Quantitative Analysis, crosstab analysis and spatial analysis. Based on the analysis result, found that the general conclusions are likely to affect the accessibility of community socio-economic conditions. Based on the result of socioeconomic zona, both in areas with high-level accessibility and area in around activities growth center are likely to have socio-economic conditions are more developed and conversely. When viewed from amount of influence on crosstab analysis, although it has a fairly strong correlation is between 0.309 to 0.702, but the magnitude of the influence of the level of accessibility to social conditions are still quite weak which only ranged from 0.049 to 0.254. This is because there are many other factors that also affect the socio-economic conditions of rural communities. In addition, one of them due to the low level of movement of rural communities compared with urban communities.

Abstract

Environmental capacity in Gresik Regency is imbalance condition in accommodating every increase of activity due to population growth and intensive land use change. It is marked by the disproportion between environmental capacity and nature resource consumption where the land use change in Gresik Regency gave impact to ecological damage such as land productivity degradation, water scarcity, flood, and environmental pollution. This research aims to determine the carrying capacity components in the optimization of land use in Gresik Regency. The method used is through ecological footprint approach that can be used to measure nature resource consumption rate and land capability in providing that needs in global hectare land (gha) unit. The result of this research showed that Gresik biocapacity reached 319.179,6 gha that is widely spread in the peri-urban area. The highest biocapacity percentage is on agricultural land with 53,92%. However, that biocapacity is not comparable to the ecological footprint consumption that reached 1,63 million gha especially in urban area due to the high population and activity intensity. This worsen the imbalance of carrying capacity in Gresik Regency that has been already experienced ecological deficit for 1,04 gha/capita. Every land types is experiencing deficit condition and only ranch farm land that has surplus of 0,05 gha/capita. The mapping result showed that land use optimization is needed by implementing compact city development so that it can be easier to control and create energy use efficiency. Besides of that, agropolitan system implementation is needed to increase land productivity in peri-urban area as major resources in Gresik Regency.

Abstract

All this time, solid waste management is only conducted in landfill disposal site without realizing that waste management is needed from waste production to reduce the cumulation at the site. Solid waste management in urban neighborhood can be found in Boyolali. This city has been awarded Adipura trophy five times consecutively. One of Adipura assessment is waste management in neighborhood scale. Thus the objective of this study is to analyze the role of government in urban neighborhood. Then, the identification can be done to discover government’s role as regulator and service provider. The data has been conducted through document review and questionnaire, and the analysis has been done using descriptive statistical analysis technique. Based on the findings, it was found that the percentage of government’s role as regulator and service provider in neighborhood waste management is 80% and 61,67%. That number of amount is obtained from scoring of regulation for government’s role as regulator and people assessment towards government’s performance in waste management service. Government’s role as regulator in waste management can be seen from the policies, strategies, programs, and local regulations. Meanwhile, their role as service provider in waste management is in forms of government’s help and assistance in service activities in waste management from the production until it’s vanished.

Abstract

The level of urbanization in Central Java province is increased by looking at the changes occurred in the vast agricultural land use that has declined, especially in a small town. In the past 10 years, built-up land use in Central Java has increased by 70.1%. In addition, also in the past 10 years the road network has increased by 0.43%. This happened because the capacity of urbanization and activities movement in a large city is increasing and can not accommodate at one point, so that other areas are required for equalization purpose. This raises several questions, such as what the determining factors of urban space are and how the spatial development of small towns in Central Java is. The purpose of this study was to determine the typology of small towns in Central Java based on aspects of the space structure, land use and infrastructure. Small towns are concentric structured with slow land development because there is only a single activity center. The potential of the area is a rural urban area with its center activity only from the agricultural sector. Multiple nuclei structured small towns are quite developed between moderate to high level. This is due to the existence of several centers within the small towns that resulted in high development of built-up land. Based on spatial typology pattern of small towns, it can be explained that the small towns located on the outskirts of major cities such as Surakarta, Yogyakarta, Semarang, Tegal, Magelang, Salatiga, and Pekalongan, have a dependency to those main city. Thus, city development is not only influenced by urbanization, but also other factors such nature comparative advantages (topography, natural resource, historical) and human-made physic (infrastructure network, social facilities).
