Arsadi, 2015. “Analysis on the quality improvement of the teachers of One-Stop State Junior High School (SMP Negeri Satu Atap) of Langkomu ofMawasangka Tengah Sub District of Buton Regency.Corresponding to the reality in One-Stop State Junior High School (SMPNegeri Satu Atap) Langkomu of Mawasangka Tengah Sub District of ButonRegency, the background of problem in this research is an inadequateempowerment of teacher competency, in which every teacher teaches morethan one subject, poor learning administration, poor knowledge andinfrastructure supporting learning in which the society culture builds onlearning concept at school. The objective of research was to find out the roleof headmaster in improving the teacher quality in SMP Negeri Satu AtapLangkomu of Mawasangka Tengah Sub District of Buton Regency. Theresearch method employed in this study was qualitative researh. The researchwas taken place in SMP Negeri Satu Atap Langkomu of Mawasangka TengahSub District of Buton Regency. The research was conducted within threemonths, from April to June, 2014. The research procedure started fromresearch preparation, proposal seminar, instrument development, instrumenttrial, data collection of the quality improvement and of the teacher attitudetoward their own works and upon their professional competency, dataanalysis, and ended with research instrument development. The datacollection was conducted using observation, documentation and interviewmethods. Then, the technique of analyzing data used included ordering thedata, organizing them into some pattern, category, and basic elaboration unit.Thus the interpretation could be made, giving significant meaning to analysis,explaining the elaboration pattern, and looking for the relationship betweenelaboration dimensions.Keywords: Role of headmaster, teacher quality Improvement, proffessionalcompetency.

Slamet Riyadi University, Thesis, unpublished.This research aimed to describe the role of village head in empowering thecommunity of Karangturi Village in Gondangrejo Sub District of KaranganyarRegency. The research method employed descriptive qualitative. thetechniques of collecting data used observation, interview and documentation.The sampling technique employed purposive sampling. Data validation wascarried out using data triangulation. The technique of analyzing data usedinteractive analysis model. Considering the result of research, the followingconclusions could be drawn. 1) The role of village head in communityempowerment included a) The role of village head in building constructionsector by reviving the mutual cooperation spirit among the members of society,and in religious activity by means of celebrating religious holiday andconducting monthly routine pengajian. The role of head village in buildingconstruction sector was also undertaken through village administrative buildingactivity, in which the village head routinely examine the village financialadministration in the objective of minimizing deviation and making the expenseconsistent with what specified in village budget and then reporting it to the BPD(Village Representative Assembly). Village economic sector development wasalso conducted by means of utilizing and managing the agricultural potential.The head village also gave the private the opportunity of developing thevillage’s potency in order to improve the village economy. b) The role of villagehead in coordinating development. The role of village head in coordinating thedevelopment, in which the village head always coordinated with the villageapparatus in conducting every activity. In addition to making coordination withhis/her subordinate, the village head always coordinated with his/her superiorlike camat (head of sub district) and local government. The head of villagealways invited the members of society to discuss either formally or informally.He/she did it to stimulate the villagers to participate actively in developmentprocess. The role of government, particularly head of village, was as thefacilitator of development. The head of village never discriminated his/herpeople. So that, no jealousy occurred among the members of society leading tosocial conflict. 2) The factors inhibiting the governmental organizationaldevelopment in Karangturi Village of Gondangrejo Sub District of KaranganyarRegency included: internal and external factors. The internal factor consisted ofhuman resource aspect in this case the poor quality and quantity of executiveapparatus, inadequate work infrastructure, low quality of human resource (theapparatuses of village government graduated from Senior High School only, onthe average), limited fund and the head of village’s attitude seeming to putothers’ interest superior to village development project. The external factorincluded the public participation in complying with the Village rule, and interstatusrelationship.Keywords: Village Head’s role, community empowerment building construction sectoreconomic sector development.

Slamet Riyadi University, Thesis, unpublished.The government of Betoambari Sub District as a Local Apparatus Work Unit ofBaubau City has devised some strategies poured into Renstra (Strategic Plan)of 2013-2018 to help to realize the vision of Baubau Mayor and to establishannual performance including strategic targets as specified in the achievementof target indicator specified in the annual performance stipulation ofBetoambari Sub District Government particularly in 2013 that in reality has notachieved the maximum target with the successfully gain category of 78.23%.For that reason, the measure taken to accomplish the strategic plan ofBetoambari Sub District government in the form of analysis on the BetoambariSub District’s strategic management-based Strategic Plan based on internaland external environment to identify strength, weakness, opportunity, andthreat of Betoambari Sub District government becomes a must to do as thedevelopment of alternative strategic issues in establishing the annualperformance strategy of Betoambari Sub District. The establishment of annualperformance strategy existing in Strategic Plan so far focused only on thestakeholders’ perspective while the focus on internal analysis of businessprocess (the improvement of internal organization capacity) has not been themain indicator of performance. The objective of research was to analyze thestrategic plan of Betoambari Sub District of Bau-bau City. The theoryemployed was Bryson’s theory on strategic planning fro social organization,while the technique of analysis employed in this research was Wahyudi’smatrix SWOT analysis concerning the combination of matrix-cross strategy, tofind out and to establish the appropriate choice of strategy for determining theannual performance strategic target of Betoambari Sub District government.This research provided an alternative strategic formulation the government ofBetoambari Sub District can develop in determining the strategic target ofannual performance in strategic plan period: (1) intensifying the existingpotency, (2) preparing adequate Human Resource and infrastructure insupporting the achievement of governmental duties, (3) enacting the mentalcharacter building, discipline, job motivation, and employees’ conception ontheir main duty and function, and (4) encouraging the community’sability/participation and independency in contributing actively to thegovernmental organizing process.Keyword: Strategic plan, annual performance strategy, matrix-cross strategy.

Slamet RiyadiUniversity, Thesis, unpubllshed.The improvement of teachers’ performances is desirable in the attempt ofsupporting the achievement of high-quality education. The problem occurringin elementary schools in Education Office Technique Service Unit (UPTD) ofSangia Wambulu Sub District is that the overall teachers’ performances havenot met expectation, as indicated by the students’ lower learning outcome andthe teachers’ poor performance assessment result. Ermaya Suradinata statedthat performance is defined as the work outcome affected by background,cultural environment, skill and knowledge. For a teacher, a good work cultureenvironment can strengthen his/her motivation to achieve maximumperformance. To achieve the higher performance, the headmaster’sleadership in guiding, directing, and governing a school is a part of jobmotivation necessary to have. The teachers’ job satisfaction is a veryimportant factor to get optimum performance. The teachers’ organizationalcommitment is also a very important element of work attitude. The higher theorganizational commitment, the higher is the teachers’ sense of belonging tothe school and the higher is their performance. This research aimed to findout: (1) the effect of headmaster’s leadership upon teacher performance, (2)the effect of job satisfaction upon teacher performance, (3) the effect oforganizational commitment toward teacher performance, and (4) the effect ofheadmaster leadership style, job satisfaction, and organizational commitmentsimultaneously on the teacher performance. The samples of research werethe teachers of Elementary Schools in Education UPTD of Sangia WambuluSub District of Buton Regency, consisting of 43 respondents. Technique ofcollecting data used was questionnaire that had been tested for its validity andreliability. Technique of analyzing data used included partial correlational, t-,multiple correlation, and F-tests. The result of hypothesis testing showed that(1) there was a positive significant effect of headmaster leadership style onteacher performance; (2) there was a positive significant effect of jobsatisfaction on teacher performance; (3) there was a positive significant effectof organizational commitment on teacher performance; and (4) there was apositive significant effect of headmaster’s leadership style, job satisfaction,and organizational commitment simultaneously on teachers’ performances.The implication of research finding was that the performance of ElementarySchool teachers in Sangia Wambulu Sub District would be improved whenthere were good headmaster leadership style, higher job satisfaction andorganizational commitment.Keywords: leadership style, job satisfaction, organizational commitment, teacherperformance.

Slamet RiyadiUniversity, Thesis, unpublshed.This research aimed were firstly to describe the implementation of governmentalproduct and service provision policy in Public Work Service of Buton Regency,and secondly to analyze the factors inhibiting the implementation of governmentalproduct and service provision policy in public sector in the Public Work Service ofButon Regency. The perspective employed in this study was descriptivequalitative using descriptive explorative approach. It means that this studydescribes and explored the so far undisclosed reality and then explained andapplied in order to get an actual description. The research model employed waspublic policy analysis framework referring to Van Meter and Van Horn’sperspective seeing that the implementation of policy is necessary to find out therelationship between policy implementation and other factors. The effectivenessof product and service procurement is the government attempt in meeting thepublic need. This research made an observation on policy substance(Presidential Regulation No.70 of 2012), resource and social-economic condition.The sample taken was consisted of: (1) the product and service provisioncommittee of Regency’s Public Work Service, (2) contractor, and (3) Nongovernmentalorganization/society. The instruments used were: (1) in-depthinterview, aiming to guide and to facilitate the author in directing the interview,and (2) document study in order to confirm the result of interview with theinformant, particularly pertaining to the data of product and service provisionpolicy implementation in Buton Regency’s Public Work Service. Result ofresearch suggested that the implementation of product and service provisionpolicy in Buton Regency’s Public Work Service showed the less optimum result,as indicated by the less successfully provision of high-quality and useful facilityfor the public, and the discriminative process and mechanism. The inhibitingfactors in the implementation of product and service provision policy wereuncertain weather that influence the implementation of activity was sufficientlydistracted by uncertain weather condition and relatively short time of budgetchanging activity implementation.Keywords: policy Implementation, product and service provision, product and serviceprocurement.

Slamet Riyadi University, Thesis, unpublished.PUSKESMAS as the first-order healthcare service is expected to provide aholistic, comprehensive, and sustainable service. When patient needsintermediate service, he/she should be referred to second-order healthcareservice provider. Puskesmas provides healthcare service to general society,either JAMKESMAS member or non-JAMKESMAS member patients.PUSKESMAS plays an important part in the implementation of JAMKESMASservice because in PUSKESMAS, the patient can obtain health servise freely.The objective if research was to find out the implementation of JAMKESMASProgram in PUSKESMAS Geyer of Grobogan Regency in the attempt ofsatisfying the basic need for the poor and for the disadvantaged communitymember. This study was a qualitative research taken place in PUSKESMAS IGeyer Grobogan Regency. The sampling technique employed was purposivesampling. The types of data were primary and secondary data. Techniques ofcollecting data were interview, documentation and observation. Technique ofdata analysis used was an interactive model analysis. The result of researchindicated that the implementation of JAMKESMAS Program in PUSKESMAS IGeyer Grobogan Regency had run well. It could be seen from theimplementation of Edward III’s policy implementation model has been alreadyconsisted of communication, resource, attitude disposition, and bureaucracystructure. The internal communication had run well but the external one stillneeded to be improved. The human resource had been able to implement theJAMKESMAS Program policy well. The facility existing in PUSKESMAS hadbeen sufficiently complete and for certain cases, the PUSKESMAS referred thepatients to hospital. The employees had commitment and honesty in helpingimplement the JAMKESMAS program. Bureaucracy structure had beenconsistent with respective duties. The work atmosphere also supported theimplementation of JAMKESMAS Program and the cooperation among thoseinvolved in Puskesmas had also run well.Keywords: policy implementation, communication, resource, attitude disposition,bureaucracy structure.

Slamet Riyadi University,Surakarta, Thesis, unpublished.This research aimed to find out (1) the effect of teacher professionalism onstudents’ learning achievement, (2) the effect of teacher performance onstudents’ learning motivation, (3) the effect of students’ learning motivationon learning achievement, and (4) the effect of teacher professionalism,teacher performance and students’ learning motivation on students’ learningachievement. The sample of research consisted of the graders of XI.IPA 1-3and XI.IPS 1-3 of SMA N 1 Kradenan, containing 60 respondents. Technique ofcollecting data used questionnaire through validity, reliability, and normalitytests. Technique of analyzing data used was path analysis, the combination ofcorrelation and regression, including product moment correlational, F- andmultiple regression tests. Research result indicated that (1) There is asignificant effect of teacher professionalism on students’ learningachievement, indicated by the correlation coefficient of 0.324 (low level ofrelationship) and p < 0.05. (2) There was a significant effect of teacherprofessionalism on students’ learning motivation, indicated by the correlationcoefficient of 0.317 (low level of relationship) and p < 0.05. (3) There was asignificant effect of teacher performance on students’ learning motivation,indicated by the correlation coefficient of 0.456 (medium level of relationship)and p < 0.05. (4) There was a significant effect of teacher performance onstudents’ learning achievement, indicated by the correlational coefficient of0.314 (low level of relationship) and p < 0.05. (5) There was a significant effectof students’ learning motivation on learning achievement, indicated by thecorrelational coefficient of 0.643 (high level of relationship) and p < 0.05. (6)There was a significant effect of teacher professionalism, teacherperformance and students’ learning motivation simultaneously towardstudents’ learning achievement, indicated by the multiple correlationcoefficient of 0.655 (high level of relationship) and p < 0.05. To improve thestudents’ learning achievement in SMA N 1 Kradenan, the students’ learningmotivation should be improved supported by the improvement of teacher’sperformance and professionalism.Keywords: teacher professionalism, teacher performance, student learningmotivation, student learning achievement.
