Abstract

Reform of the institutions of the state apparatus as well as the Indonesian National Police (Polri) can not be held separately from other state agencies. In practice, human resource development is needed in view of the function of the police is very important in the midst of society. Associated with the development of human resources, Lampung Regional Police or abbreviated as Lampung Police continues to make improvements related to the improvement and optimization of the performance of the Regional Police.The research method used is the analysis of qualitative data. Where researchers work directly spaciousness to obtain data from the beginning to the end of the study. Sources and types of data used are primary data and secondary data. Methods of data collection by library research, observation, interviews and documentation.The results of the study explained that the implementation of policies Lampung Police in human resource development is already quite good, but the awareness and interest of members of Lampung Police still need to be improved related to human resource development in Lampung Police.Keywords: The policy implementation Polda Lampung, Human Resources Development.

Abstract

Dinas Pertanian Tanaman Pangan dan Hortikultura is one of the areas that is supporting the task of head area which is led by a head of department, responsible to the governor through secretary, in charge of carrying out the affairs of Government in the field of agriculture. This research aims to analyze the factors that affect the performance of employees by the number of samples 44 people from all clerk Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Lampung.This research aims to find out how the influence of situational leadership style and capacity of employees on performance clerk at the Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Lampung. In this study the author using qualitative and quantitative data analysis. As for the technique of collecting data in this study are: observation, questionnaires and documentation.Based on the processing of the data, in general the results of this research are as follows: (1) Situational leadership style has a positive influence on performance clerk in the Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Lampung  it is visible from the correlation coefficient test results showed that the leadership style of situsional with the performance of the employees of the Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Lampung has the direction of the positive correlations and relationships both within the category of very high. (2) the capacity of the Employee has a positive influence on performance clerk in the Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Lampung, it terlihar of the correlation coefficient test results showed that the capacity of the employee with the employee's performance in the Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Lampung has the direction of the positive correlations and relationships both within the category of very high. (3) the style of leadership and a capacity of situsional employees on performance clerk has a strong and positive influence so that it can be drawn the conclusion that if the leadership style of situsional and the capacity of employees is not implemented properly then it will degrade the performance of employees.  Keywords: Situational Leadership Styles, Employee Performance, Capacity

Abstract

In the public administration study, the regulation of the state civil administrative ethics is often called the code of conduct  civil servants  is the provisions or standards that regulate moral behavior of the apparatus / PNS. State civil apparatus ethics contains moral teaching and principles of good conduct for officials / civil servants in the discharge of duties and perform the functions of office. This research aims to determine the role of ethics in the state civil officials in the public service of population and civil registration department (Disdukcapil) Bandar Lampung. The research method used in this study is a qualitative research method. Where researcher went to the field to obtain data from the beginning to the end of the study. Sources and types of data used are primary data and secondary data. Methods of data collection by library research, observation, interviews and documentation. The results of this research indicate that the application of ethics in the state civil apparatus of population and civil registration department (Disdukcapil) Bandar Lampung is considered good enough. This is because they are in the public service not yet fully apply the ethical and in accordance with established procedures that are still in need monitoring either of the organizers of public services as well as from the public as users of public services and the role of ethics in the conduct of public service in population and civil registration department (Disdukcapil) Bandar Lampung.Keywords: The role of ASN ethics, public service

Abstract

An Organization established because it has a goal to be achieved. Governmental organization founded with the purpose of providing services of civil rights and economic to every citizen optimally. Human resources is a central figure in the organization in achieving its expected goals. Management Order activities goes well, an organization must have the human resources knowledgeable and highly skilled and efforts to manage the organization as optimal as possible so that its performance is increased. The excellent performance is the optimal performance, the performance of the appropriate standards organization and support the achievement of organizational goals.Based on observations Employee performance Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung still low this can be seen from the popularity LAKIP (Government Performance Accountability Report) there are still some activity that has not reached 100%. In addition the level of employee discipline is still low. The phenomenon that occurred in the field of leadership style that is applied in the Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung yet more effective work environment that is uncomfortable and office facilities were inadequate, it will affect the productivity of employees. Based on this background, the authors are interested to raise the issue in the context of preparing a thesis entitled influence leadership style and work environment the performance of employees working at the Badan Kesatuan Bangsa dan Politik Daerah Provinsi. The purpose of this study is to analyze the influence of leadership style and work environment the performance of employees working at the Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung either partially or simultaneously. The technique of collecting data in this study is observation, interviews, questionnaires and documentation. The population in this study amounted to 80 employees of the Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung. In this study the authors used data analysis descriptive and inferential In general the results of this research are as follows: 1) The leadership style positively on the performance of employees at the Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung 2) Working Environment positive influence on employee performance at the Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung 3) style of leadership and Environment work together positive effect on employee performance at the Badan Kesatuan Bangsa dan Politik Daerah Provinsi Lampung. Abstract

The Government generally provides Operational Assistance Funds schools high school to realize the service quality and affordable education for all walks of life, the existence of government assistance provided so that frees school education costs or relieve the Bills school fees and also so that the quality of the learning process in schools will be increased. Based on the purpose of the research is to find out and menganalisi the influence of the implementation of the use of the operational grant School to quality high school 1 Blambangan Umpu Way Kanan.This research uses descriptive quantitative analysis design, with the implementation of the use of the operational grant School made an independent variable and the dependent variable as a quality education. The samples used in the study amounted to 50 respon dents with a random method of proportionally (proportional random sampling). The analysis used a test validity, reliability test and analysis of simple linear regression.Based on the results of the study can then note that: (1) implementation of the use of the operational grant School signfikan positive effect on quality High school 1 Blambangan Umpu Way Kananit looks from the supporting indicators or indicators with highest value i.e. the bureaucratic structure (bureaucratic structure) and the indicators are hampered or having the lowest score is the disposition (disposition). (2) aspects that become advocates and a barrier to the implementation of the use of the operational grant school to quality High school 1 Blambangan Umpu Way Kanan, among other things: (a) aspects that become advocates namely good sinergisitas between the school committee, the principal as well as educators in making the school budget plan and management of the operational grant school, (b) restricting aspects namely the hassle in the preparation of the report of the accountability, delay in disbursement, the decline in educational services in particular extracurricular activities and less pahamnya society    Keywords: School Operational Assistance, The Quality of Education

Abstract

An increase in discipline teacher will effect on improving the achievements of learners it is because the teacher's role in the management of teaching components used in the process of teaching and learning. In addition to the support from the teachers administration also strongly affect the achievements of learners it in power administration is claiming it's vital for the effectiveness of the institution. Based on the objectives in this research is to know and explore the strategy discipline teachers and administration personnel in improving the achievements of learners at State Senior High School  1 Regency Way Kanan Baradatu.The design used in this study is a qualitative research design, the techniques used in collecting data, among others, by way of observation, interview and documentation. Data analysis technique used is an interactive model of analysis that includes the reduction of the data, the presentation of data and verification.Based on the results of the study can then note that: (1) implementation of strategy discipline teachers and administration personnel in improving the achievements of learners is by the way teachers and administrative personnel have always included training and seminars, the principal always implement banding study, teachers require to participate in the activities of the administration in power and the subject teacher conference require to always join the managerial training (2) the Supervision is exercised through the principal always do coordination and see firsthand the State of teachers and administrative personnel in both learning activities as well as in implementation of management education (3) creativity of teachers and administrative personnel can be categorized already good enough this can be seen from the everyday life of teachers and administrative personnel who've been fullest use of media in learning and technology in the finalizing of the work keadministrasian (4) educators to develop educational and implementation strategies in optimizing discipline teachers and school administrative personnel then do some way as deliberation of teachers of subjects subject teacher conference , motivating teachers and administrative staff, provide the motivation to teachers to follow, require certification to follow the activities of the workshop as well as intensify the evaluation meeting every week. Key Words: Strategy Discipline, Improve Learner Achievements

Abstract

ABSTRACT Achievement of organizational goals is influenced by its employees. Employees should be given the motivation to work more diligently in order to produce a performance that is consistent with the objectives of the organization. Besides motivation, human resources plays a very important in an organization. For that I am keen to take the title Motivation Influence of Human Resources and Quality Companion Program Performance Against Family Hope Ministry of Social Affairs in East Lampung regency.This study aims to identify and explain 1) Effect of Motivation on Performance Companion Social Ministry of the Family Hope Program In East Lampung district ". 2) Effect of Human Resource Quality Companion Program Performance Against Family Hope Ministry of Social Affairs in East Lampung district ". 3) Motivation Influence of Human Resources and Quality Companion Program Performance Against Family Hope Ministry of Social Affairs in East Lampung regency. Methods of data collection in this study using observations, questionnaires and documentation. Data analysis techniques in this study using a qualitative analysis performed using the analysis tables while quantitative analysis is based on primary data obtained from questionnaires to the respondent, then the result of the respondents' answers are calculated by linear regression formula.Based on the research it is known that a significant effect Motivation Performance Against Companion Social Ministry of the Family Hope Program In East Lampung regency. Quality Human Resources Assistants have a significant effect on Performance of Social Ministry of the Family Hope Program In East Lampung regency. Motivation and Quality of Human Resources Assistants have a significant effect on Performance of Social Ministry of the Family Hope Program In East Lampung regency. The amount of influence motivation and quality of human resources to employee performance is 70.1%. The magnitude of these effects show that the contribution of motivation and the quality of human resources to employee performance is positive meaning that if the motivation and human resources be increased to better, it will improve the performance of staff and vice versa if a decreased motivation factors and human resources, there will be a decline in performance employees. Keywords: Motivation, Human Resources, employee performance.
