Abstract

A cell phone is no longer a necessity but has become a complete lifestyle. However, not least problems are posed, one is the establishment of cellular relay towers used to hold the Base Tranceiver Station (BTS). BTS is a major infrastructure support in telecommunications operations that require the availability of land, buildings and air space, so that if the establishment of tower is not controlled then it will have an impact on the balance-room layout and aesthetics of the surrounding area. This study aims toperformBTS demand planning and telecommunicationtowerssharing in capacity perspectiveandoptimizingthe placement oftower locationsusing genetic algorithmsby considering the existing towers and potential points of of spatial plans. For5 years later, Blitar totally need 754 BTS that are supported by 258 telecom-shared towers. Genetic Algorithm methods can be used to optimize the location of telecommunications towers. Keywords: Arrangement Of Tower, BTS, Capacity, Cell Planning, Genetic Algorithm, Spatial Plan.

Abstract

Around the world many countries have taken the initiative to encourage open data implementation. Policies are being developed and adapted as guidelines. The development is not seen to be balanced around the world because developing countries are still struggling with the formulation of usable policies and also the implementation. The question that needs to be answered is how comparing open data policies can help enhance the open data process. Another issue is whether or not a comparison is viable for the different characteristics of developed and developing countries. To answer this question a literature study is performed in the field of existing comparison frameworks and comparisons of e-government in developed and developing countries. From this study a framework can be derived to compare the open data policies of different countries and help overcome the difficulties that are faced in the open data process. Keywords : comparison framework, e-government, open data, open data policies, policy analysis
