Abstract

This research evaluates 20 mobile-government websites in Indonesia based on the evaluation framework consists of four aspects, namely General Characteristics, E-Content, E-Services and E-Participation. Based on the evaluation result, all the mobile-government websites focus on e-content and e-participation. The content here is updated regularly especially about news and information, however the low e-services scores provide evidence that the content and e-participation provided are one-way communication method only. Mobilegovernment implementation in Indonesia seems still in the first stage of e-government development model. Most of the mobile webs are only informational. It is suggested to improve and develop further to reach the transactional level where all the services are integrated. Abstract

Advantages of Cloud Computing (CC) is a new technology that has the characteristics of on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service, which promises efficiency and operational effectiveness of Information and Communication Technology (ICT) in the organization. CC Problems in supporting the performance of Government Institutions still have not been of particular concern. This article presents the results of CC-based data center migration (Virtual Private Data Center) is applied to the Indonesian Institute of Sciences (LIPI). The application of the model is expected to be a reference to other government agencies that have the characteristics and allied with LIPI and other government agencies in implementing ICT management to get more benefit from the CC so that the effectiveness and efficiency of ICT management can be achieved.Keywords: cloud computing; virtual private data center; government agencies; LIPI

Abstract

Fear strategy has been widely used to approach and persuade the target audience in various road safety campaign messages in Indonesia. However, the factor of how the message perceived by each individual gives a challenge to the effectiveness of this strategy. This thesis examined the influence of perceiving of fear strategy messages in Korlantas Polri road safety advertisements, which aim to motivate younger audience using its resonances. The causal relationship between the strategy and how the message perceived was analyzed using the EPPM model (extended parallel process model) using path analysis. The data collection carried out on 85 privatevocational high school (SMK) students using the one-shot case study experiment design. The results showed that the perceived threats from the advertisement impacts and motivates the students to follow the recommendations from advertising messages, as mediated by an efficacy message. This only found in a group of students who have the resonance, while the other group who did not have the resonance can only be influenced by the message of efficacy. Abstract

The Trend of e-commerce in Indonesia is growing and developing rapidly. It is driven from demographic trends that exist in Indonesia. If the electronic transaction business can be well managed business that will be a huge benefit to the economy. Currently e-commerce ecosystem in Indonesia is still unfavorable. One of the obstacles in electronic transactions, namely related payments. This problem arises because the consumer electronics business in Indonesia has yet to feel the ease and security in electronic transactions that affect their beliefs and attitudes. Related to this, online businesses have started offering payment solutions that enable customers. Therefore it takes an electronic transaction conducive ecosystem to support such solutions. In this case the Government is obliged to facilitate electronic transactions conducive ecosystem. In addition, the implementation of the strategy also needed institutional electronic certificate to encourage the growth Ecosystem transasksi Electronic System Operator reliability and performance as well as facilitate the Government in managing electronic certificate policy. This study aims to provide advice to the government in the form of an implementation strategy ecosystems electronic transactions. The study was conducted using Soft System. Results of this study provide advice to the Government related to the availability of infrastructure and institutional electronic certificates in electronic transaction systems ecosystem as well as focus on the enforcement of existing regulations.Keywords: Electronic Certificate, e-commerce, Soft System

Abstract

The development of information technology and communications gave rise to a new phenomenon as cybercrime. Based on the report of the State of The Internet in 2013 concluded that Indonesia has many records of crimes largest internet world and was second ranked the criminal case of cybercrime in the world’s. One of the most widely experienced cybercrime cases of Indonesian women is love scams (relationship of love by the internet). Communication patterns waged performer of cybercrime (scammers) who had known the victim was more credible than the direct communication of a person who has been known to be close. The purpose of this study was to describe the patterns of communication in the cybercrime. The method used is qualitative content analysis using Computer Mediated Communication (CMC) Models consisting of impersonal, interpersonal and hyperpesonal. This study concludes three patterns awoke in the case of love scams. The message source (scammers) have great control over they self and is in communication settings with the victims who did not know who they are. Because the scammers usually to convey the elements themselves are best personality, achievement, and appearance (photo)by internet channel. Message recipients (victims) who are lonely and looking for a mate usually flattered directly with messages of love and use feedback. Intense communication was established that the victim is tricked and lost hundreds of millions of rupiahs.Keywords: Communication patterns, cybercrime, love scams, scammers, Computer Mediated Communication (CMC).

Abstract

Cybering (cybersex) activities seem to be widely spread along with the countinuous development of the Internet and other online related-tools. This phenomenon confronts the existing traditional practice of sexuality and established culture and social norms, especially in eastern countries. This comparative study shows that there are no significant differences between Indonesian and German people in perceiving the ideas of sexuality and cybering. However, there is a quite difference in their acceptance on the cybering phenomenon if it will continuously exist in the future. It is revealed that Indonesians are more willing to accept the existence of cybering/cybersex activities in the future rather than Germans. Cultural and social aspects seem to be overshadowed with the more globalized society, which is also in line with the increasing penetration of the Internet and new media technology.
