Abstract

This research seeks to answer the question: "Whether the trade creation emerges in demand of Indonesian manufacture industry import during the years of 1980-2005 as the impact of ASEAN economic integration?" By using time series analysis of variables import values of manufacture industry, GDB, and volatility of exchange rates, the result shows that there is no trade creation toward the demand of manufacture industry import. This is due to no significant influence of GDB on the demand of manufacture industry import.Keywords: economic integration, manufacture industry, trade creation

Abstract

Many factors of labor migration from agricultural to non agricultural sector could be accounted for. This research aims to predict what the main factors of such migration phenomenon are for housewife workers in a small district Singosari, Malang regency. There are five factors those directly influence on the migration of housewife workers from agricultural to non agricultural sector: (a) non agricultural wage, (b) household income level, (c) number of family members, (d) educational level, and (e) land area held by household.Keywords: labor migration, non-agricultural wage, household income

Abstract

Decentralization theory states that the higher degree of centralization will increase local economic growth, because local government will create public sector efficiently, so it will increase more local economic growth than central government. The implementation of Decentralization Law No. 23 & 33, 2004, and the balance of finance between the central and local government as the manifestation of the theory is expected to increase affectivity and efficiency of local government performance through the delegation process from the central government to the local government. This research was conducted to evaluate 5 years of fiscal decentralization of 29 districts and 9 cities in East Java with fixed effect model (fem) analysis. The result of this research are: (a) decentralization of expenditure has significant positive impact on economic growth, (b) decentralization of expenditure has significant positive impact on inefficiency of public expenditure, and (c) inefficiency of public expenditure has significant negative impact on economic growth.Keywords: decentralization of expenditure, inefficiency of public expenditure, economic growth

Abstract

Since the introduction of the dualistic labor market by Arthur W. Lewis in the 1954, the dualism hypothesis in the segmentation of labor market is still controversy and the impact of minimum wage policy only directly positive to the highly skilled and productive workers - the best workers. Abstract

The objective of this study is to analyze the correlation of tax compliance on the balance budget transfer in East Java Province. The variables of this research are: (a) tax compliance with the indicator compliance of tax report (SPT) submission, and (b) balance budget transfer with the indicator tax sharing. The research population consists of all 38 regencies/cities within the East Java Province. Data used in this study is six years time series secondary data from year 2001 to year 2006. Following the Law of Local Autonomy, tax is considered as part of the balance budget transfer to be included in the tax sharing component. The tax collection effectiveness is directly related to the public awareness to comply with its tax obligation. The high level of public awareness or compliance is required to sustain the state income. This high level of public awareness will drive more people to list themselves as tax payer, to report and pay the taxes correctly, thus, perform their moral duty as citizen as well as part of the nation. The analysis result shows that the degree of tax compliance shows under satisfaction average. Most public tend to behave non compliance. It means that East Java public tax compliance does not have fully correlated on tax sharing in balance budget transfer. This is due to the fact that tax compliance indicator is not part of the tax sharing indicator policy. Furthermore, it may conclude that tax sharing does not include all of tax item.Keywords: tax compliance, balance budget transfer, tax sharing, local autonomy

Abstract

This paper is intended to explore the significance of intersectoral linkage in determining the growth path of developing economies. It is commonly believed that intersectoral linkages among firms and industries is importance since it provides the positive externalities that enables firms or industries to gain the increasing return to scale. Increasing return to scale is the characteristic that drives the process of growth. The paper describes the source of increasing return to scale, the relation between externalities and sectoral linkages, and the link between sectoral linkages and growth path in developing economies. The analysis of the paper is based on the literatures review. All the models reviewed suggest the importance of sectoral linkages from various points of view, and come to the similar conclusion that the weak or absence of sectoral linkages could lead developing economies to be trapped in low equilibrium economy and low growth path. The conclusion is how the government able to release the developing economies from the historical trap of low equilibrium economy and low growth path by establishing a rational policy.Keywords: increasing return to scale, externalities, sectoral linkages, growth path
