Abstract

This study aims to examine and analyze the effect of Regional Original Income, General Allocation Funds, and Revenue Sharing Funds on Capital Expenditures and the effect of Regional Original Income, General Allocation Funds, and Revenue Sharing Funds with moderating economic growth on Capital Expenditures. This research was conducted at the Regency/City government in East Java Province. The sampling technique used is saturated sampling, and there are 36 districts/cities of East Java as the sample of this study. This study uses the APBD Realization Report and the GRDP Table for the 2013-2015 period as samples. The analytical method used to test the hypothesis in this study is Moderated Regression Analysis (MRA). The results of this study indicate that Regional Original Income, General Allocation Funds have an effect on capital expenditures in the Regency/City of East Java Province, but the Profit Sharing Fund variable has no effect on capital expenditures. The moderating variable (economic growth) is able to moderate the Profit Sharing Fund variable, but is not able to moderate the Regional Original Income and General Allocation Fund variables on capital expenditures.

Abstract

East Java as one of the National food barns has been able to contribute substantially in the fulfillment of National food needs through the development of food crops and horticulture sub-sector. With the potential and achievement of agriculture sector owned by East Java Province, it can improve competitiveness and improve farmer's income. But behind the potential of this great opportunity development in agroindustry in east java still leaves homework for the Government of East Java Province whether it is the problem from theexternal or internal. This research tries to identify problems in agroindustry development inEast java with Analytic Network Proccess (ANP) combined with Delphi method, including strategic solution that try to offer. ANP is a new supermatrix basedmodel developed by Saaty (2001) to map complex issues into a structured framework. Problems and strategies formed consist of several subcriteria related problems: 1) policy 2) market 3) finance 4) infrastructure 5) Research and Development and 6) Production and processing. The results show that the 3 main criteria that are key to agroindustry development in East Java are policy, infrastructure and finance. Therefore, all stakeholders including Bank Indonesia need to be concerned in these 3 issues, in order to achieve the competitive growth of East Java's global economy.

Abstract

Village fund programs have been implemented fairly well, except in the case of good governance practices need to be continuously strengthened. Teruta is related to the understanding of the village apparatus, especially BPD, against administrative guidelines for program implementation. Moreover, in reality, the village funding program is very much against the good governance practices and the spirit of poverty reduction. So the benefits received from village funding programs for the poor are very small compared to richer communities. Almost in all study villages, there is a decrease in poverty but the role of village funds in the reduction of poverty is not seen significantly by the citizens. Village funding programs are considered more indirect in reducing poverty, by improving public infrastructure to facilitate public access to public facilities. The creation of employment in village fund infrastructure projects is also not enough to help the poor. In addition to the very limited number of days and unnecessary workers from among the poor.

Abstract

The problem of unemployment is a problem that will never run out for discussion. Unemployed or jobless is a term for people who do not work at all, are looking for work, working less than two days during the week or someone who is trying to get the job .Uemployed generally caused due to the work force or job seekers are not proportional to the number jobs are there that are able absord. This research was conducted aimed to examine the effect of inflation and investment against unemployment in the province of Jawa Timur in 1992-2011. The data used is secondary data. The analysis technique used in this study is a multipleregression. The result is inflation partial significant positive effect on unemployment. Means that the high inflation, unemployment increased. Investment in partial significant negative effect on unemployment. Means that the higher investment, rising unemployment and inflation and Investment simultaneous effect on unemployment. Means the higher inflation, investment will decrease and unemployment will decrease. The result are excepeted to provide input to the government in order to maintain the stability of inflation and invesment that the unemployment rate decrease.

Abstract

Poverty and human development are big problems in the Madura region. The HDI of the four districts in the region is the lowest in East Java, and more than 21.46% of the population lives in poverty. On the other hand, the potential of the creative economy in this area is very potential, such as tourism development, agriculture, crafts, culinary, and performing arts. However, limited access to finance for business development makes the development of the creative economy slow. Therefore, innovation is needed, especially in terms of financing to support the economy in this region. Optimization of BUMDes with a sharia investment system (Village Sharia Investment System) is a new financing solution for the community and has the potential to be developed in the Madura area. The main purpose of writing this scientific paper is to provide a normative description of the potential of the village sharia investment system as a supporting system for the creative economy in the Madura region. This study uses a qualitative descriptive method to provide an overview of the object of research. The data used is secondary data with literature study techniques as a data collection tool. The result of this research is a village sharia investment system platform that has the potential to be developed in the Madura area and can be an economic booster. The conclusion obtained is that the concept of the village sharia investment system is able to encourage the economy of East Java by developing Madura as a potential economic area through a creative economy based on village sharia investment system financing.
