Abstract

The purpose of this article is to analyze the impact of the implementation of Spending Review using Performance-Based Budgeting (PBB) on the APBD (Regional Budget Revenues and Expenditures) of West Sumatra province the year  2018. This article uses the qualitative method to identify and interpret the Spending Review context that needs to be thoroughly identified. The result data were drawing through data codification, data presentation, and the result of data research. This research showed that the condition of the West Sumatra province's regional spending budget for the year  2018 was increasing. However, judging from the indirect expenditures budget of West Sumatra province was declining. Further, on the review of allocation result that has been done against the realization of regional expenditures budget, there were budget savings from the year  2017 – 2018.  Then for indicator and performance review through health and education services showed an increased value of human development. Further on, the need deviation analysis showed that within two years of the government budget of West Sumatra province, i.e., the year  2017-2018, it has the rate level of need deviation with the allocation of spending budget 15.56%.

Abstract

In August 2018 DKI Jakarta Province recorded an unemployment rate which decreased by 6.24 percent from the previous March 2017 of 7.14%. The proportion of workers with worker/employee status has decreased while the status of self-employed has increased. The increasing percentage of self-employed people indicates that the interest in entrepreneurship in the population of DKI Jakarta has increased, in line with the intense socialization of the Integrated Entrepreneurship Development program that began with a community movement called OK OCE. The purpose of this study is to analyze the quality of Integrated Entrepreneurship Development services in the Cooperative Micro Small Medium Enterprises (CMSME) Implementing Unit in Jatinegara District and determine what factors affect the quality of Integrated Entrepreneurship Development services. This research uses a descriptive method with a qualitative approach, this research was conducted by observation, interview, and documentation techniques. The theory used in this study is the theory of Zeithaml (1990) with 5 indicators of service quality measurement, namely tangible dimensions, reliability, responsiveness, assurance, and empathy. Every dimension has indicators to measure service quality. In this study, triangulation was used to check the validity of the research data. The results showed that the Integrated Entrepreneurship Development service quality of the five dimensions measured was still relatively Good.

Abstract

Successful elections have an important objective in the quality of holding an election. millennials have political power that makes a significant contribution to the candidates. The many millennials will determine how much they will contribute to the 2019 elections in Indonesia. This is so as a reference in the objectives of benchmarks for the next election as well as for political parties and candidates. Thus, political participation will increase if millennials use their voting rights as a form of contribution to the success of the 2019 elections in Indonesian. Thus the researchers used a qualitative method with Nvivo 12 plus descriptive analysis techniques using the Crosstab Analysis, Cluster Analysis, Concept Map and Project Map Analysis, and Discourse Analysis features. There are three stages of the process, the first is Ncapture website and article, the second stage is analyzing with Nvivo 12 plus to read text and content that has the same meaning, words, and context that make interrelations between the website and article; the third stage of the discourse analysis is the analysis and meaning of a relevant website and article content. The conclusion of this study is knowing the contribution of millennials to the success of the 2019 elections in Indonesia.

Abstract

This paper aims to explain how to do and by what manner hadramis politics succeed in gaining influence in the local election in Pekalongan. The power of Hadrami in this city can be observed from three periods of local election in which they become the winner for city Mayor. That achievement can be easily understood due to their dominant power in religion, economics, education, civil society organization (Al Isryad), and health institution. Hadramis gained many strategic positions and had a considerable effect on society. Traditionally, Arabs lineage is identically Al Irsyad, which was affiliated with Golkar since the New Order. Also, the role of socio-economic development has become a habitus to this Arab lineage since the 19thcentury. As a result, the influence of Hadrami clerics is so apparent. Therefore, the position of this Hadrami can mobilize voters quickly politically and psychologically. It became the most critical modality component to explain how Pierre Bourdieu's theory can be employed. By doing field research and doing a series of interviews in a qualitative approach, this paper aims to dig deeper to answer how the politics of Hadrami works. The findings are that the Hadrami community successfully combines modalities such as religious identity dominance, an enormous power in economic capital, social networks, and public service. Those capitals have transformed into political support toward electoral democracy. This opportunity is strongly influenced by social infrastructure as a well-established plural community. However, Hadramis itself is not a single and trustworthy entity in the political field to be so dynamic in reality toward a local election.
