Abstract

Abstrak: Kinerja kelembagaan Bawaslu dalam mewujudkan tata kelola pemilu yang demokratis dan berkeadilan sangat ditentukan oleh efektivitas tata kerja serta pola hubungan antara komisioner dan aparatur pendukung kelembagaan. Namun, tumpang tindih kewenangan, lemahnya koordinasi, dan keterbatasan kapasitas sumber daya manusia masih menjadi tantangan utama dalam pelaksanaan pengawasan pemilu di tingkat daerah. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan pemahaman serta memperkuat tata kerja dan pola hubungan antara komisioner dan staf sekretariat Bawaslu Kabupaten Flores Timur guna mewujudkan pengawasan pemilu yang efektif, professional, dan akuntabel. Metode pelaksanaan meliputi penyampaian materi, studi kasus kelembagaan, dan dialog interaktif yang menekankan sinkronisasi peran serta pembagian kewenangan sesuai regulasi Bawaslu. Kegiatan ini melibatkan 21 peserta yang terdiri atas komisioner dan staf sekretariat. Evaluasi dilakukan melalui pre-test dan post-test menunjukkan peningkatan pemahaman pola hubungan komisioner–staf sekretariat sebesar 29,2%, prinsip tata kelola kelembagaan sebesar 28,8%, serta mekanisme koordinasi dan komunikasi kerja sebesar 28,6%. Hasil ini menegaskan efektivitas kegiatan dalam memperkuat kapasitas kelembagaan pengawasan pemilu di tingkat lokal.Abstract: The institutional performance of Bawaslu in realizing democratic and equitable electoral governance is largely determined by the effectiveness of work procedures and the pattern of relationships between commissioners and supporting institutional staff. However, overlapping authorities, weak coordination, and limited human resource capacity remain major challenges in the implementation of electoral supervision at the local level. This community service activity aims to enhance understanding and strengthen work procedures as well as the relationship patterns between commissioners and secretariat staff of the Flores Timur Regency Bawaslu in order to achieve effective, professional, and accountable electoral supervision.The implementation methods included the delivery of instructional materials, institutional case studies, and interactive dialogue emphasizing role synchronization and the division of authority in accordance with Bawaslu regulations. The activity involved 21 participants consisting of commissioners and secretariat staff. Evaluation through pre-test and post-test results showed an increase in understanding of Commissioner–Secretariat staff relationship patterns by 29.2%, principles of effective institutional governance by 28.8%, and work coordination and communication mechanisms by 28.6%. These findings confirm the effectiveness of the activity in strengthening the institutional capacity of electoral oversight at the local level.

Abstract

This study aims to analyze the strategy of integrating green and blue economy in sustainable development in Aewoe Village, Mauponggo District, Nagekeo Regency. Aewoe Village has great potential for land and sea natural resources, but faces various challenges in its management. The method used is a descriptive qualitative approach with data collection techniques through interviews with farmers, fishermen, and village officials. The results of the study indicate that the agricultural sector, especially cocoa commodities, has experienced a decline in productivity due to crop damage caused by climate change and lack of maintenance. On the other hand, the fisheries sector faces obstacles in the form of limited facilities, low human resource capacity, and administrative obstacles due to the population status of fishermen who are still registered as farmers. The strategy of integrating green and blue economy is carried out through local economic diversification, strengthening community institutions, and sustainable environmental education. This study recommends the need for revitalization of the agricultural sector based on environmentally friendly practices, updating population data, increasing the capacity of fishermen, and cross-sector collaboration to create an inclusive and sustainable village development ecosystem. The integration of these two approaches has proven to be able to improve community welfare while maintaining environmental sustainability, making Aewoe Village a model of village development that is resilient and adaptive to local challenges.
