Abstract

Guidelines for the Implementation of Educational Supervision Permendiknas Number 12 of 2007 concerning Standards for School/Madrasah Supervisors states that every education unit supervisor is required to have six competencies, namely personal competence, managerial and academic supervision competence, educational evaluation competence, research and development competence, and social competence. Two main competencies are directly related to supervisory activities in educational units: managerial and academic supervision. Managerial supervision is intended to improve the quality of school management, while academic supervision is intended to improve the quality of teaching, which ultimately improves the quality of graduates. This supervision is very important because management is the engine of the organisation that drives all school programmes, including leadership, curriculum, student affairs, facilities and infrastructure, budgeting, community relations, etc. The guidelines for educational supervision in terms of policy are explained in Law No. 20 of 2003 on the National Education System, Law No. 14 of 2004 on Regional Government, Law No. 5 on the Civil Service, Government Regulation No. 19 of 2005, amended by No. 13 of 2015, amended by No. 19 of 2015 on National Education Standards, Government Regulation No. 74 of 2008 on Teachers and Lecturers, Government Regulation No. 17 of 2010 on Discipline for Supervisors, Presidential Regulation No. 14 of 2015 Ministry of Education and Culture.

Abstract

Administration is often defined as the process of developing cooperative activities among a group of people to achieve predetermined goals, namely educational goals. Educational administration is a series or set of processes for controlling the cooperative efforts of a group of people to achieve educational goals in a planned and systematic manner within a specific environment, particularly formal educational institutions. Government Regulation No. 19 of 2005 concerning National Education Standards, Article 57, states that supervision, which includes managerial supervision and academic management supervision, is carried out regularly and continuously by supervisors or inspectors of educational units and heads of educational units. The National Education Standards Act explains that there are two types of supervision, namely managerial supervision and academic management supervision or academic supervision. The basic concepts of education administration and supervision explain the definitions of administration and supervision, the objectives and benefits of administration and supervision, the process of education supervision, and the approaches, techniques, and methods of education supervision. Learning supervision is a professional service that provides assistance, guidance, and simulation to teachers in order to improve the quality of their teaching and learning processes and their professionalism

Abstract

This thesis discusses general teacher strategies in learning Islamic religious education for deaf students at SDLB Negeri Sambas. The research has three objectives, namely: First, to find out the various strategies of general teachers in teaching Islam for Deaf Students at the Sambas State Elementary School during the Covid-19 Pandemic for the 2021-2022 Academic Year. Second, knowing the application of various general teacher strategies in teaching Islam for Deaf Students at the Sambas State Elementary School during the Covid-19 Pandemic. Third, find out the obstacles in learning Islam for deaf students at the Sambas State Elementary School during the Covid-19 pandemic. This research is a descriptive, qualitative study which aims to find out what strategies are used by general teachers in learning Islamic religious education for deaf students at SDLB Negeri Sambas. The subjects of this research were general teachers at SDLB Negeri Sambas. Data collection tool techniques are: observation, interviews, documentation. Meanwhile, the data analysis techniques used are data reduction, data presentation, verification and drawing conclusions. Then the data validity checking technique used is triangulation and member check. The results of this research are: First, general teacher strategies in learning Islamic religious education for deaf students, namely expository strategies, individual strategies, behavior modification strategies. Second, the application of general teacher strategies in learning Islamic religious education for deaf students consists of opening, core and closing activities. Third, the obstacles faced by general teachers in learning Islamic religious education for deaf students are in terms of internal factors, namely physiological factors, psychological factors, then finally, external factors including the social and non-social environment.
