Abstract

Police discretion is central to community policing, influencing how law enforcement officers interpret and apply the law in everyday interactions. In Harare Metropolitan Province, police discretion is particularly visible in informal market areas and at urban roadblocks, where enforcement practices often appear inconsistent. Although statutory frameworks guide police authority, a gap remains between legal expectations and the practical application of discretion, contributing to community mistrust and weakened police legitimacy. This research examines: (1) the nature of discretionary policing in Harare, (2) the institutional and socio-political factors influencing discretionary decision-making, and (3) the effects of discretionary practices on police–community relations. Understanding these dynamics is important for strengthening democratic policing and promoting public trust. A qualitative research design was adopted, utilizing secondary data from academic literature, legal documents, policy reports, and recent empirical studies relevant to policing in Zimbabwe. Findings show that police discretion is shaped by resource limitations, weak oversight mechanisms, and socio-political influences. In areas such as Mbare Musika, Machipisa, and major commuter routes within Harare Metropolitan Province, police discretionary decisions frequently lack consistency and transparency, leading to perceptions of selective law enforcement and diminished community cooperation. Discretionary policing practices have significant implications for public trust and the effectiveness of community policing. Strengthening accountability systems, improving law enforcement officers' training, and enhancing collaborative police–community engagement are recommended to restore legitimacy and support safer community environments.

Abstract

Tujuan penelitian ini adalah untuk menganalisis pola penyelundupan ganja yang berasal dari Tailan ke Indonesia, meliputi pola peredaran, modus operandi, serta karakteristik jaringan yang terlibat dalam kasus yang ditangani oleh Badan Narkotika Nasional; Untuk mengevaluasi strategi yang telah diterapkan oleh Badan Narkotika Nasional (BNN) dalam penanggulangan penyelundupan ganja yang berasal dari Tailan ke Indonesia; serta Untuk menyusun strategi apa yang perlu dikembangkan oleh BNN agar penanggulangan peredaran ganja asal Tailan dapat dilakukan secara lebih efektif. Penelitian ini menggunakan jenis penelitian kualitatif dengan tipe penelitian adalah studi kasus Pola penyelundupan ganja asal Tailan ke Indonesia menunjukkan kejahatan transnasional yang terorganisasi. Jaringan memanfaatkan jalur kargo udara, dokumen impor yang tampak sah, badan hukum sebagai penerima, serta pembagian peran antaraktor. Modus penyamaran dalam bed cover dan adanya indikasi pengiriman lanjutan menegaskan bahwa Indonesia tidak hanya menjadi tujuan, tetapi juga berpotensi sebagai negara transit. Strategi BNN dinilai efektif pada level operasional, terbukti dari keberhasilan deteksi awal, controlled delivery, kolaborasi dengan Bea Cukai, pengembangan perkara, dan pembuktian laboratorium. Namun, strategi ini masih memiliki keterbatasan dalam integrasi intelijen, jangkauan terhadap aktor luar negeri, serta kecepatan membaca modus baru. Ke depan, strategi BNN perlu diarahkan pada model terpadu berbasis intelijen, deteksi dini, profiling risiko, integrasi data, pengawasan badan hukum, penindakan berbasis jaringan, dan kerja sama internasional, sehingga penanggulangan tidak berhenti pada pelaku domestik tetapi mampu memutus jaringan transnasional secara menyeluruh

Abstract

Immigration law enforcement in Indonesia requires human resources (HR) that are optimally distributed throughout the region to face increasingly complex dynamics and challenges. This article aims to explore the strategy of optimizing human resources in the Immigration Civil Servant Investigator Officer (PPNS) using a spatial approach, in order to increase organizational resilience in immigration law enforcement. A spatial approach was applied to analyze the distribution of PPNS Immigration human resources in various regions by considering geographical factors, population density, as well as the intensity of immigration activities and potential violations of the law. By utilizing spatial analysis, this study identifies areas that need to increase the number or quality of human resources, as well as formulate a more effective human resource distribution strategy. The findings of this study are expected to provide strategic recommendations for the government to strengthen organizational resilience and the effectiveness of immigration law enforcement through more efficient and spatial data-based human resource management.an abstract must accompany each manuscript; This abstract must be completely consistent on its own (eg, without numbers, tables, equations or reference citation), not exceeding 250 words and written as a paragraph. Abstract

According to a survey by the Indonesian Political Indicator Survey Institute, public trust in the National Police decreased from 79.8% in 2019 to 72% in 2020. Despite this decline, data from Puslitbang Polri suggests that public trust is expected to increase from 69.35% in 2022 to 76.40% in 2023. This study aims to improve Polri performance by optimizing human resource development and implementing talent scouting strategies. The research method used is a qualitative method with a literature review approach. The results show that efforts need to be made to optimise the development of Polri human resources towards Polri performance, namely big data development by developing the SIPP application, talent management police by looking for Polri talents in the field of intelligence, technology development by developing a supervisory system through microlearning learning, and job design is needed as a mapping of each task force. The results of the implementation of talent scouting strategies to improve the quality of Polri performance on Polri personnel are carried out by developing interests and talents in the field of intelligence in order to achieve precision Polri. Thus, it can be concluded that the development of Polri human resources is able to have a positive influence on Polri performance, so that public trust in Polri performance is increasing. In addition, Polri's performance has increased significantly and has been running well, so that Baintelkam Polri is able to obtain talented officers because they have good expertise and quality in the field of intelligence.
