Abstract

The transformation of economic opportunities in Indonesia from agriculturalto industrial sector, causes rural communities lost their opportunity towork. Industrial sector needs well-educated workers, while rural communitiescan not compete because they have poor education. That is why ruralcommunities prefer to work abroad and become Indonesian migrant workers(TKI). Different types of problem always follow ever since their departure tohost countries. One of the problem is improper procedure or illegal migrant.One of case studies that depict this situation is migrant workers smuggling inthe border area of Entikong, West Kalimantan. The purpose of this researchis to examine the role of West Kalimantan Government in terms of addressingand handling the illegal migrants smuggling at the border area ofEntikong. This research employs concepts such as paradiplomacy,transnational crimes and international cooperation. The method used isqualitative using descriptive analysis through literature studies and deepinterviews. This research finds that the role of West Kalimantan Governmentas an actor of international relations by implementing previous centralgovernment policies as result of the cooperation between Indonesia andMalaysia. The local government has been conducting various strategiesranging from deportation to repatriation of the Indonesian illegal migrants.

Abstract

The purpose of this study was to determine the driving factors behind the smuggling of firearms during the conflict, fire arms smuggling patterns that happened, and the government'sefforts in addressing the issue. In conducting this study, researcher used qualitativeresearch methods in explaining the variables of research to answer the essence ofsmuggling SALW arms during the GAM conflict. This research finds that there are 7factors that encourage the smuggling of weapons by GAM during the conflict in Aceh.Those are, the geographical factor, abuse of authority, a lack of legal mechanisms, lack ofcoordination, a lack of supporting infrastructure, high price of the weapons, and increasingGAM membership.

Abstract

Transboundary haze pollution is one of environmental problem in ASEAN countries thathad caused essential impact toward some countries in the region, include Singapore. Thisproblem was caused by illegal conflagration of deforestation by company and citizen inIndonesia. Due to failure of Indonesian government in controlling the forest and landconflagration has encouraged Singapore to do securitization against haze issue. Thisresearch aims to give explanation about haze securitization plot by Singapore governmentin 1997-2014. This research is using Barry Buzan theory about securitization. Thisresearch is using a qualitative method with the explanative type by using interviewsresearch technique and literature reviews. The result of this research is the hazesecuritization in Singapore successfully conducted by Singapore goverment with variety ofsecuritization efforts, such as sending memorandum to Indonesian government, ratificationof ASEAN Agreement on Transboundary Haze Pollution, bilateral cooperation with thepurpose to overcome the haze problem and officially confirmed the Transboundary HazePollution Act.The successful haze securitization was motivated by a big number of citizenrespons toward the problem and the accumulation of total disadvantage suffered bySingapore government. However, haze securitization by Singapore government doesn’tinfluence Indonesia and Singapore bilateral relations. Until now, the relations between theboth countries is maintained well.

Abstract

International Telecommunication Union (ITU) is an organization founded in 1865 with thegoal of developing the technology and Informatics. Indonesia is one country that has anoffice member of ITU since 1984 as a coordination center in the Southeast Asia regionworking together to develop and secure ICT in the countries of Southeast Asia. Thisresearch seeks to analyze the role of ITU in combatting cyber crime rate in Indonesia in2011 - 2013, at which time the level of criminal activity in Indonesia cyber crime hasincreased. By using the method descriptive study, researchers found that the ITU has beeninstrumental in making every effort to develop and secure ICT in Indonesia, but there arefactors that make cyber crime in Indonesia has increased in 2011 - 2013. However afterfurther testing through a variety of data and a pooled analysis, the researchers concludedthat there are barriers that keep cyber crime in Indonesia increased despite the ITU hasbeen instrumental in Indonesia.
