Abstract

Urbanization and population growth in Medan City have driven residential expansion that reduces the availability of public green open space in Medan Johor District. Within the regulatory framework of Law Number 26 of 2007, urban areas are required to provide at least 30% green open space (RTH) of the total area, consisting of 20% public RTH and 10% private RTH. This study aims to analyze the pattern and magnitude of residential expansion, its impact on public RTH availability, and the implications for environmental indicators and spatial services, focusing exclusively on the achievement of the 20% public RTH target. A quantitative approach with a descriptive-analytical method is applied through overlay analysis of 2015 and 2025 land use maps using Geographic Information Systems, complemented by demographic and spatial planning data. The findings show that residential land increased from 1,080.35 ha to 1,207.80 ha, while green open space declined from 596.08 ha to 432.15 ha, indicating a substantial reduction in public green space effectively serving the population. The proportion of total RTH decreased from 35.15% to 25.83% of the district area, which implicitly suggests that the share of public RTH falls below the mandated 20% target within the 30% policy framework. This decline has consequences for environmental quality, including reduced water infiltration capacity, higher surface temperature, and diminishing public space for social interaction, recreation, and sports. The results highlight the need to strengthen spatial regulation and land conversion control to restore and increase public RTH towards the 20% standard required by national spatial planning policy.

Abstract

The Integrated Utility Network Facility (SJUT) is a strategic urban policy to reorganize utility infrastructure, improve road-work safety, and enhance urban aesthetics. Yet, its implementation strongly depends on cross-sector coordination involving local government, state-/region-owned enterprises, telecommunication operators, and private partners. This study assesses the effectiveness of cross-sector coordination in Medan's SJUT implementation, identifies key barriers, and proposes coordination-strengthening strategies based on polycentric governance and an integrated utility GIS. A sequential explanatory mixed-methods design was used: a survey (n=100) of stakeholders and corridor users followed by in-depth interviews and policy document review. Findings indicate moderate perceived coordination effectiveness (mean 3.47; SD 0.92), with notable weaknesses in policy awareness/socialization and data-sharing mechanisms. Pearson correlation shows a very strong relationship between coordination and implementation effectiveness (r=0.92; p<0.01). Qualitative evidence highlights three critical issues: the absence of a shared utility map, sectoral ego, and unclear partnership governance (KSO), leading to delays and limited implementation scope. The study recommends establishing a permanent coordination forum, standardizing utility data, and developing an integrated utility GIS as prerequisites for holistic SJUT integration.

Abstract

This study examines the existing conditions of a coastal informal settlement in Pagurawan, Batu Bara Regency, with emphasis on housing quality, basic infrastructure, and environmental sanitation, and formulates an appropriate, context-sensitive upgrading strategy for a fishermen community. A qualitative case-study design was used, combining field observations, document review, and community/stakeholder inputs. The findings indicate multiple, interacting drivers of deprivation: limited access to safe water and sanitation, inadequate drainage and solid waste services, high exposure to coastal hazards (tidal flooding and abrasion), insecure tenure, and constrained household livelihoods. Building on recent evidence from community-based sanitation and slum-upgrading practices in Batu Bara and North Sumatra, the paper proposes a staged upgrading framework: rapid WASH improvements and waste management, climate-adaptive access infrastructure, incremental tenure arrangements, ecosystem-based coastal protection, and livelihood strengthening through cooperative-based value addition. The proposed strategy highlights the need for collaborative governance that aligns municipal programs, community organizations, and private/CSR support to ensure both technical suitability and long-term operation.

Abstract

The rapid development of digital technology has encouraged public sector organizations to adopt digital-based training as a strategic instrument in improving the quality of human resources. In addition to playing a role in improving employee competence, digital-based training is also expected to be able to influence employee attitudes, especially job satisfaction and employee loyalty. This study aims to analyze the effect of digital-based training on employee loyalty with job satisfaction as an intervening variable at the Sidikalang District Office, Dairi Regency. This study uses an associative quantitative research design. The research population includes all employees of the Sidikalang District Office which totals 47 people. Using census techniques (saturated sampling), as many as 40 employees were designated as research respondents. Data was collected through a structured questionnaire and analyzed using the Structural Equation Modeling method based on Partial Least Squares (SEM-PLS) with the help of SmartPLS software version 3.3.3. The results of the study show that digital-based training has a positive and significant effect on employee loyalty, which indicates that an effective digital training program is able to directly strengthen employee commitment and attachment to the organization. In addition, digital-based training has also been proven to have a positive and significant effect on job satisfaction, which shows that flexibility, ease of access, and suitability of training materials with job needs can increase employees' positive perception of their work. However, job satisfaction does not have a significant effect on employee loyalty. Furthermore, job satisfaction has also not been shown to mediate the relationship between digital-based training and employee loyalty, suggesting that the influence of digital-based training on employee loyalty is directly dominant. The findings of this study indicate that in public sector organizations, employee loyalty can be directly increased through the design and implementation of effective digital-based training programs without having to rely on job satisfaction as an intervening mechanism. This research makes a theoretical and practical contribution to the development of human resource management by emphasizing the strategic role of digital-based training in strengthening employee loyalty to local government institutions.

Abstract

The increasing integration of digital technology in public-sector organizations has emphasized the importance of digital leadership and employee welfare in improving organizational outcomes. This study aims to examine the effects of digital leadership style and employee welfare on employee performance, with job satisfaction serving as an intervening variable, at the Food Security and Agriculture Office of Binjai City. This research employed a quantitative associative design to analyze both direct and indirect relationships among the variables. The research population consisted of all 40 employees of the institution, and a saturated sampling (census) technique was applied, involving all employees as respondents. Data were collected through structured questionnaires and analyzed using Structural Equation Modeling based on Partial Least Squares (SEM-PLS) with SmartPLS version 3.3.3. The results reveal that digital leadership style has a positive and significant effect on job satisfaction, indicating that leadership practices oriented toward digital adaptation, communication, and technology utilization enhance employees’ satisfaction levels. Employee welfare is also found to have a positive and significant effect on job satisfaction, highlighting the importance of adequate compensation, social security, and work facilities in shaping positive employee attitudes. However, digital leadership style does not have a significant direct effect on employee performance. In contrast, employee welfare shows a strong and significant direct influence on employee performance, demonstrating that welfare fulfillment is a dominant factor in improving productivity and work outcomes. Furthermore, job satisfaction does not have a significant effect on employee performance and does not mediate the relationship between digital leadership style and employee performance, nor between employee welfare and employee performance

Abstract

This study aims to examine the influence of Leadership and Organizational Behavior on Employee Performance with Job Satisfaction as an intervening variable in the Sidikalang District Office, Dairi Regency. This study uses a quantitative approach with the Structural Equation Modeling method based on Partial Least Squares (SEM-PLS). Data was collected through the distribution of questionnaires to employees, then analyzed using SmartPLS software version 3.0. The results of the direct influence analysis showed that Leadership (X2) had a positive and significant effect on Employee Performance (Y) with a path coefficient of 1.060, a T-Statistics value of 19.053 (> 1.96), and P-Values = 0.000. Meanwhile, Organizational Behavior (X1) had no significant effect on Employee Performance, with a path coefficient of 0.134, a T-Statistics value of 1.596 (< 1.96), and P-Values = 0.117. In addition, Leadership also has a positive and significant effect on Job Satisfaction (Z) with a path coefficient of 1.060, a T-Statistics value of 19.053, and P-Values = 0.000, while Organizational Behavior has no significant effect on Job Satisfaction, with a path coefficient of -0.110, a T-Statistics value of 1.585, and P-Values = 0.120. Furthermore, the results of the study show that Job Satisfaction has a positive and significant effect on Employee Performance, with a path coefficient of 1.118, a T-Statistics value of 4.911, and P-Values = 0.000. The results of the indirect influence analysis (mediation) showed that Job Satisfaction was able to significantly mediate the relationship between Leadership and Employee Performance, with a path coefficient of 1.185, a T-Statistics value of 4.340, and P-Values = 0.000. However, Job Satisfaction was not able to mediate the influence of Organizational Behavior on Employee Performance, with a path coefficient of -0.123, a T-Statistics value of 1.341, and P-Values = 0.186. Based on these findings, it is suggested that the Sidikalang District Office focus more attention on improving the quality of leadership and employee job satisfaction as an effort to improve employee performance. Improvements in the aspect of Organizational Behavior alone are not enough to have a significant impact on improving employee performance.

Abstract

This study aims to analyze the existing conditions of environmental roads before development, assess the impact of development on community mobility and economic activities, and identify supporting factors, inhibitions, and sustainability strategies for road construction in Padang Cermin Village, Lalat Regency. The method used is a descriptive qualitative approach, with data collection through field observations, interviews with the community and village officials, and documentation. The results of the study show that before construction, the condition of the environmental roads in Padang Cermin Village was still in the form of dirt and was heavily damaged, thus hampering the mobility of residents and economic activities. After development, there was a significant increase in accessibility, a decrease in transportation costs, an increase in the number of MSMEs, and an increase in community participation in economic activities. The construction of environmental roads plays an important role in supporting the development of the Langkat Regency area, especially in accelerating local economic growth and strengthening inter-regional connectivity. Key supporting factors include government support, community participation, and institutional collaboration. The recommended sustainability strategies are improving the quality of infrastructure, periodic maintenance, community empowerment, and integration of development with regional economic development plans. Thus, the construction of environmental roads in Padang Cermin Village has been proven to provide significant economic, social, and spatial benefits for the sustainable development of the Langkat Regency area.
