Abstract

The advancement of information technology has driven the transformation of medical record systems from paper-based records to Electronic Medical Records (EMRs). The implementation of EMRs provides various benefits, including improved operational efficiency, data accessibility, and healthcare service quality. However, digitalization also presents challenges related to patient data confidentiality and security, including the risks of data breaches, unauthorized access, and cyberattacks. This study aims to explore the evolution and challenges of medical record confidentiality in storage systems during the digitalization era. A qualitative research method with a phenomenological approach was employed. Informants were selected using a non-probability sampling technique through purposive sampling. The results showed that, from the man aspect (human resources), the competence and readiness of personnel in maintaining the security and confidentiality of medical records were adequate, although the availability of information technology personnel remained insufficient. From the money aspect, funding requirements for maintaining the security and confidentiality of medical records were proposed through the hospital planning department. Regarding the material aspect, the facilities and infrastructure supporting EMR implementation at X Hospital Pekanbaru were almost fully available. From the method aspect, the hospital had established standard operating procedures (SOPs) related to electronic medical records. Meanwhile, the machine aspect indicated that the implementation of technology and equipment supporting the security and confidentiality of medical record data, both manual and electronic, had been carried out relatively well. Therefore, strengthening information technology human resources, enhancing staff capacity, and continuously optimizing digital security systems are recommended to maintain the confidentiality and security of medical record data in the digital era.

Abstract

The implementation of Electronic Medical Records (EMR) is an essential component of digital transformation in healthcare services and has become mandatory for all healthcare facilities in Indonesia. One of the key elements supporting EMR implementation is medical record digitization, which aims to improve the efficiency of patient data management and facilitate timely access to health information. This study aimed to analyze the implementation of medical record digitization in Electronic Medical Record activities at RSIA Budhi Mulia Pekanbaru. This study employed a descriptive qualitative approach. Four informants participated in the study, consisting of the head of the medical record unit, registration officers, and medical record processing staff. Data were collected through observation, in-depth interviews, and documentation, and analyzed using qualitative methods. The findings revealed that medical record personnel involved in the digitization process possessed appropriate educational qualifications and had received training related to EMR implementation. Standard Operating Procedures (SOPs) for EMR implementation were available and consistently applied. Supporting facilities and infrastructure, including computer equipment and internet networks, were considered adequate. However, a weakness was identified in the system security aspect, namely the absence of an automatic account-locking feature, which may increase the risk of unauthorized access to medical record data. The study concludes that the implementation of medical record digitization at RSIA Budhi Mulia Pekanbaru has generally been well implemented in terms of human resources, SOPs, and supporting infrastructure. Strengthening system security through the development of account protection features is recommended to enhance the confidentiality and integrity of electronic medical record data.
