Program Sekolah Rakyat merupakan kebijakan prioritas nasional yang didasarkan pada Instruksi Presiden Nomor 8 Tahun 2025, bertujuan memberikan pendidikan berasrama gratis bagi anak-anak dari keluarga miskin ekstrem. Penelitian ini mengkaji implementasi program SR di Sekolah Rakyat Menengah Atas (SRMA) 21 Surabaya yang berlokasi di Kelurahan Lidah Wetan, Kecamatan Lakarsantri, Kota Surabaya. Menggunakan pendekatan kualitatif deskriptif dengan kerangka analisis teori implementasi kebijakan George C. Edwards III (1980), penelitian ini mengevaluasi empat variabel: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Data dikumpulkan melalui wawancara mendalam dengan enam informan, observasi langsung, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa program berjalan cukup efektif meski menghadapi sejumlah tantangan. Komunikasi dari pusat ke pelaksana berlangsung melalui penunjukan personal tanpa sosialisasi terstruktur, sumber daya manusia dan fasilitas memadai namun masih bersifat sementara, disposisi para pelaksana sangat positif dan menjadi kekuatan utama program, sedangkan koordinasi lintas dinas masih mengalami fragmentasi yang mengakibatkan tumpang tindih bantuan. Penelitian ini merekomendasikan penguatan mekanisme komunikasi berjenjang, percepatan pembangunan gedung permanen, dan pembentukan forum koordinasi terpusat lintas instansi.

Bullying remains a persistent issue in school environments and has the potential to cause negative psychological, social, and academic impacts on students. Limited understanding of the forms, consequences, and prevention of bullying is one of the factors that may contribute to the occurrence of such behavior among students. This community service activity aimed to strengthen anti-bullying literacy through a bullying prevention socialization program for students of MTs Al-Qornis Pamarayan, Serang Regency. The program was conducted in April 2026 and involved students as the primary participants. The implementation methods included educational sessions covering the concept of bullying, various forms of bullying, the impacts experienced by victims and perpetrators, as well as strategies for preventing and addressing bullying within the school environment. The activity was also supported by interactive discussions and question-and-answer sessions to encourage active participation and improve students’ understanding. The results indicated that participants showed strong enthusiasm throughout the program. Students demonstrated improved awareness and understanding of bullying characteristics, the importance of creating a safe and supportive school environment, and their role in preventing and reporting bullying incidents. The activity contributed positively to increasing anti-bullying literacy and awareness among students. Therefore, similar educational and socialization programs should be implemented continuously as preventive efforts to foster a friendly, safe, and bullying-free school culture. The findings highlight the importance of collaborative educational interventions in promoting student well-being and strengthening positive behavior within school communities.

Public hospitals in industrial cities face simultaneous demands for service quality, patient safety, digital integration, financial sustainability, and preparedness for industrial emergencies. This study formulates policy priorities for the transformation of Cilegon City Regional General Hospital for 2025-2029 by translating its strategic plan into implementable policy packages. A qualitative policy analysis was conducted through document review, directed content analysis, and a priority matrix covering urgency, expected impact, implementation feasibility, and strategic alignment. The 2024 baseline shows that 74 percent of minimum service-standard indicators were achieved, 22 percent were not achieved, and 4 percent lacked data. Bed occupancy was 53.67 percent, below the ideal range, while gaps remained in specialist staffing, critical-care capacity, medical equipment, information systems, and BLUD governance. Five integrated priorities are proposed: a quality and patient-safety command system; interoperable digital data and patient-flow management; strategic workforce and teaching-hospital development; referral-capacity and industrial-resilience strengthening; and performance-based BLUD financing and collaboration. The recommendations are staged into stabilization, acceleration, and outcome consolidation so that the hospital can convert its strategic vision into measurable service improvements and accountable public value.
