Abstract

This study aims to analyze the role of stakeholders through human resource management in improving school quality at SD No. 2 Tumbak Bayuh. It focuses on the planning, implementation, and evaluation of human resource management, as well as stakeholder involvement in improving school quality. This study employed a descriptive mixed-method approach. Data were collected through semi-structured interviews, SWOT-based observations, and questionnaires distributed to 10 teachers and educational staff. Qualitative data were analyzed through reduction, display, and conclusion drawing, while quantitative data used descriptive statistics (mean, median, mode, and standard deviation). The findings show that human resource management has been implemented based on the school’s vision and mission and supported by leadership and internal programs. Observation results indicate a good category (score 88), while questionnaire results show a mean of 89.5, also categorized as good. However, challenges remain, including limited professional development, inconsistent evaluation follow-up, and suboptimal stakeholder involvement. This study highlights the integration of stakeholder roles in human resource management, providing a comprehensive qualitative and quantitative perspective on improving school quality.

Abstract

This study was conducted due to the suboptimal implementation of character education strengthening in elementary schools caused by limited coordination between school principals and stakeholders. The study aimed to analyze the roles of the principal and stakeholders in strengthening character education at SD No. 11 Pedungan. The study employed a descriptive qualitative approach, and the data were collected through observation, interviews, and documentation. The findings showed that the principal had a strategic role in planning, implementing, supervising, and evaluating character education programs through various habituation activities. Stakeholders, including teachers, parents, school committees, and the community, also contributed to supporting the implementation of the programs. Although several obstacles were identified, such as limited resources, student discipline issues, and less effective communication, the character education programs produced positive impacts on students’ behavior. Abstract

This study aims to analyze the effectiveness of the implementation of School-Based Management (SBM) in improving the quality of education at SD Negeri 14 Padangsambian, viewed from the aspects of resource management, principal leadership, community participation, as well as curriculum and school program management. This study employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation, with the principal as the main informant, and were analyzed using the interactive model of Miles, Huberman, and Saldaña, which includes data collection, data condensation, data display, and conclusion drawing. The results indicate that the implementation of SBM has been carried out in various aspects, such as learning processes, management of facilities and infrastructure, and collaboration with external parties, supported by participatory principal leadership and stakeholder involvement, which contribute to improving the quality of learning. However, its implementation has not been fully optimal due to several constraints, such as the suboptimal execution of programs and the limited adjustment of some teachers to established procedures. The novelty of this study lies in its contextual analysis of SBM implementation at the elementary school level, emphasizing the relationship between participatory leadership, community participation, and the effectiveness of school programs in sustainably improving the quality of education.

Abstract

This study aims to analyze the impact of implementing the Acting Principal (Plt) system on the performance of school principals in conducting monitoring and evaluation at SDN 4 Sesetan. This research is motivated by the importance of leadership stability in schools to support the effectiveness of school-based management (SBM), particularly in the function of monitoring and evaluating school programs. The research method used is a qualitative approach with a descriptive research type. Data were collected through semi-structured interviews, observations, and documentation techniques with the research subjects being the acting principal (Plt) and teachers at SDN 4 Sesetan. The data were analyzed through stages of data reduction, data presentation, and drawing conclusions descriptively. The results of the study indicate that the implementation of the Plt system affects the execution of monitoring and evaluation at the school. The replacement of the school principal four times within a year has caused the implementation of monitoring to lack a structured schedule, program evaluation not to be conducted routinely, and the documentation of evaluation results to remain limited. In addition, the leadership changes that occur in a short period affect coordination among school members and the continuity of school programs.

Abstract

This study investigates the role of stakeholders in supporting education financing planning based on School-Based Management (SBM) principles at the elementary school level, with a focus on the challenges encountered and their implications for sustaining education quality improvement. A descriptive qualitative approach with a single case study design was conducted at SD Negeri 7 Sesetan, Denpasar. Data were collected through passive participatory observation and semi-structured interviews with eight informants, comprising the principal, teachers, school committee members, and parent representatives. Data analysis employed Miles and Huberman's model. The findings reveal that stakeholders contribute significantly in three key areas: participatory budget planning through school committee involvement in RKAS preparation, supervision and transparency of fund utilization, and community contributions in program implementation. However, stakeholder involvement remains largely formal due to limited stakeholder capacity, absent standard operational procedures for committee functions, and insufficient communication forums. Unlike prior studies focused on secondary school financing, this study specifically explores stakeholder participation dynamics at the elementary level and proposes a collaborative participatory model to build inclusive and sustainable financing governance that supports continuous education quality improvement.

Abstract

This study aims to analyze the role of monitoring and evaluation in the implementation of School-Based Management (SBM) and its effectiveness in improving the quality of education at SD Negeri 12 Sesetan. This research uses a naturalistic qualitative approach with data collection techniques through interviews, observations, and documentation. The research informants consist of the principal as the main informant, as well as teachers and education staff as supporting informants. The results show that the implementation of SBM has been carried out through planning, implementation, monitoring, and evaluation involving all school members. Monitoring is conducted through principal supervision, regular coordination, and oversight of program implementation, while evaluation is carried out at the end of activities as a basis for program improvement. Monitoring and evaluation contribute to improving the effectiveness of school management, the quality of learning, and student discipline. However, several challenges were still found, including limited facilities, time management issues, and inconsistent implementation of monitoring and evaluation.
