Abstract

Abstrak: Pemuda Karang Taruna Wahana Bhakti di Kelurahan Sukahati memiliki potensi tinggi untuk terlibat dalam usaha produktif, namun menghadapi kendala keterampilan teknis budidaya serta minimnya kapasitas manajerial dan kesadaran legalitas usaha. Program pengabdian ini bertujuan memberdayakan pemuda melalui sociopreneurship budidaya lobster air tawar berbasis legal compliance agar mampu membangun usaha yang profesional dan berkelanjutan. Kegiatan dilaksanakan menggunakan metode Participatory Rural Appraisal (PRA) melalui sosialisasi, pelatihan teknis, workshop manajemen usaha, pendampingan praktik, serta edukasi perizinan NIB. Mitra terdiri dari 25 anggota Karang Taruna. Evaluasi dilakukan melalui pre test–post test sejumlah 25 soal, observasi praktik, dan monitoring. Hasil menunjukkan peningkatan kemampuan teknis dan manajerial yang signifikan: 84% peserta mampu menjelaskan tahapan budidaya, 80% mampu melakukan praktik secara mandiri, survival rate benih mencapai 84%, dan 86% populasi tumbuh hingga >4 inch dalam dua bulan. Sebanyak 84% peserta mampu menyusun laporan keuangan sederhana, dan satu akun OSS aktif dengan NIB dalam proses penerbitan. Program ini meningkatkan produktivitas, kepatuhan hukum, serta kesiapan pembentukan unit usaha.Abstract: Youth members of Karang Taruna Wahana Bhakti in Sukahati Village have potential to engage in productive activities but face limited technical skills in aquaculture, weak managerial capacity, and lack of legal awareness in business administration. This program aims to empower youth through freshwater lobster sociopreneurship based on legal compliance to build a professional and sustainable economic unit. The program applied the Participatory Rural Appraisal (PRA) method through socialization, technical training, workshops, hands-on practice, and business licensing education (NIB). The partners consisted of 25 youth-participants. Evaluation was conducted through pre test–post test with 25 questions, practical observation, and monitoring. The program resulted significant improvements: 84% participants understood lobster cultivation stages, 80% performed technical practices independently, the survival rate reached 84%, and 86% of lobster grew beyond 4 inches within two months. Additionally, 84% participants mastered simple financial recording, and an OSS account was activated with a NIB under processing. The program strengthened productivity, legal compliance, and readiness for enterprise development.

Abstract

National legislation is the requirement established by the International Seabed Authority (ISA) for each country sponsoring Deep-seabed Mining (DSM) and criminal provisions and sanctions are an inseparable part of it. A total of 38 states are listed as sponsoring states, while Indonesia, with its potential as a maritime country and member of UNCLOS 1982, has not participated in DSM activities. This article aims to explore and compare the criminal provisions in the national legislation of sponsoring states that have been approved by the ISA so that the formulation of sanctions in Indonesian national legislation can be illustrated in order to prepare Indonesia's contribution as a sponsoring state for DSM activities in the International Seabed Area. The research method used is normative juridical with a statute and comparative approach. The research results show that the majority of sponsoring states in their criminal provisions stipulate criminal sanctions in the form of fines as well as the possibility of imprisonment and several administrative sanctions. Based on the results of this comparative study, it can be concluded that the formulation of sanctions that can be regulated in Indonesian national legislation is a maximum fine of more than 100 billion Rupiah and a maximum prison sentence of not less than 5 years, as well as additional criminal penalties and administrative sanctions in the form of termination or revocation of DSM activity permits, confiscation of profits resulting from illegal DSM acquisition, and compensation for environmental damage caused by DSM activities.
