Abstract

The development of digital technology has significantly transformed efforts to preserve local culture, including within linguistically distinctive communities such as the Kolok community in Bengkala Village, Buleleng Regency. This community uses Kata Kolok, a natural sign language that functions not only as a means of communication but also as a cultural identity as well as a medium for social and religious expression. This study aims to analyze the role of communication digitalization in preserving local culture, strengthening social inclusion, and sustaining the religiosity of the Kolok community amid digital transformation. This research employs a qualitative descriptive approach, with data collected through participatory observation, in-depth interviews, documentation, and literature review. The informants include members of the Kolok community, customary leaders, religious leaders, village officials, and Bengkala residents. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing, supported by source and method triangulation. The findings show that digitalization through the LETSIGN application, audiovisual documentation, and social media plays an important role in preserving Kata Kolok and expanding cross-group learning access. Digital tools also enhance social inclusion by improving communication between Kolok and non-Kolok residents, thereby reducing interaction barriers in social and customary activities. In addition, digital technology supports the documentation of cultural and religious practices, including traditional ceremonies and performing arts, which strengthens the community’s collective identity. However, challenges remain in understanding cultural context, which cannot be fully represented through digital media alone. In conclusion, communication digitalization serves not only as a documentation tool but also as a strategic instrument for cultural preservation, social inclusion enhancement, and the sustainable maintenance of the Kolok community’s religiosity in an adaptive response to ongoing technological development.

Abstract

The element of service officer behavior in the Public Satisfaction Index of motor vehicle testing services needs specific attention when other service elements have reached the very good category. This study aims to analyze the effect of Tri Kaya Parisudha implementation on the Public Satisfaction Index, particularly the behavior element of service officers at the Department of Transportation of Buleleng Regency. The study uses a quantitative evaluative approach with a pre-post implementation design. Data were collected through questionnaires, observation, and service documents involving 200 service users and 20 service officers. The independent variable is Tri Kaya Parisudha, consisting of manacika, wacika, and kayika, while the dependent variable is the Public Satisfaction Index on the behavior element of service officers. Data were analyzed using descriptive statistics, Public Satisfaction Index conversion, comparative pre-post analysis, and simple regression. The results show that before implementation, the behavior element obtained an index value of 82.35 and was categorized as good, while the other service elements were categorized as very good. Regression analysis shows that Tri Kaya Parisudha has a positive contribution to service officer behavior and public satisfaction. The study concludes that Tri Kaya Parisudha can function as a local ethical framework to improve communication, responsibility, professionalism, and public satisfaction in culturally grounded public services.

Abstract

The Ngiringang Ida Bhatara Pengulu Mesucian ritual is a sacred tradition practiced by the Catur Desa Adat Dalem Tamblingan community in Buleleng Regency, Bali. This ritual reflects the community's belief in the sanctity of water as the source of life, a medium of purification, and a manifestation of divine power that sustains the balance of nature. This study aims to analyze the reasons for performing the ritual, describe its ritual system, and examine its implications for the community. The research employed a qualitative approach from religious and cultural perspectives. Data were collected through observation, interviews, documentation, and literature review, and were analyzed using descriptive qualitative methods. The findings reveal that the ritual is grounded in theological beliefs regarding the sacredness of water and the existence of Ida Bhatara Pengulu as the guardian of cosmic balance. The ritual system consists of four stages: preparation, the Ngiringang procession, the Mesucian purification ceremony, and communal prayers involving both upstream and downstream communities as an integrated spiritual entity in maintaining harmony. The ritual affirms the sacred value of water as a vital source of life that must be preserved while strengthening the relationship between humans, God, fellow human beings, and nature. Its implications include the enhancement of sraddha (faith) and bhakti (devotion), the reinforcement of social solidarity among the Catur Desa Adat Dalem Tamblingan community, and the development of collective awareness regarding water resource conservation and environmental sustainability. This study concludes that the Ngiringang Ida Bhatara Pengulu Mesucian ritual is not merely a ceremonial activity but a ritual system embodying theological, philosophical, social, and ecological values that remain relevant to supporting the sustainability of community life.
