Abstract

Background. The “Sinyaman Dinsosku” website was launched by the Kuningan Regency Social Affairs Office to optimize digital-based public services. This innovation has benefited the community, as services that previously took days to complete can now be completed in minutes or hours. Aims. The objective of this study is to identify the barriers and corresponding mitigation strategies, drawing on Everett M. Rogers' (2003) innovation theory in his book *Diffusion of Innovations*, which encompasses the following characteristics: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. Methods. The method used in this study is a descriptive qualitative approach implemented through observation, interviews, and documentation with the Head of the Social Empowerment and Poverty Alleviation Division of the Kuningan Regency Social Services Agency, the Social Services Agency Operations Manager, the Village Coordinator, and the residents of Linggamekar Village, Kuningan Regency. Conclusion. Research indicates that the “Sinyaman Dinsosku” website has been effectively implemented, both in terms of time and cost efficiency, and significantly simplifies the public's process of managing administrative applications for social assistance. Although this website has demonstrated adequate accessibility, several challenges hinder the optimization of public services, including vulnerability to hacking, internet connectivity disruptions, uneven distribution of human resources (HR), and miscommunication among the Social Affairs Office, village operators, and the public, which affect the effectiveness of e-government.

Abstract

Background. Digital transformation is driving the government to provide licensing services that are faster, more accountable, and more transparent through the Online Single Submission Risk-Based Approach (OSS RBA) system. However, at the local level, the implementation still faces numerous challenges. Aims. This study has the aim to analyze the implementation of the OSS RBA policy at the DPMPTSP of Cirebon City using the policy implementation theory by George C. Edward III, which puts an emphasis on the aspects of resources, communication, disposition, as well as bureaucracy. Methods. A qualitative approach is used in this study. The study’s results reveal that internal communication functions fairly well, personnel and facility resources are adequate, and implementers' attitudes show a commitment to service. The bureaucratic structure is also supported by clear Standard Operating Procedures (SOPs). Result. The implementation, however, has not been optimal due to ongoing technical disruptions in the centralized system, limited public digital literacy, and the need for coordination with other technical agencies. Conclusion. This study concludes that the success of public service digitalization requires a stable national system, enhanced staff capacity, and ongoing public support.

Abstract

The performamace of village officials plays a crucial role in determining the quality of public services. Howerver, service delivery in Sinarancang Village still face various obstacles, such as the lack of Srandard Operating Prosedures (SOPs), suboptimal utilization of information tehnology, and inconsistent discipline among officials. This study aims to analyze the performance of Sinarancang Village officials in providing public services and identify the factors that influence them. The study used a descriptive qualitative approach with data collection techniques through interviews, abservation, and docymentation of eight purposively selected informants. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldana. The performance of village officials based on indicators of productivity, service quality, responsiveness, and accountability is quite good, but not optimal. The main obstacles include the absence of SOPs, inffective division of tasks, dependence on certain officials, limited information data constraints. Public service problems are interrelated and indicate that service governance is not yet integrated. This study emphasizes the importance of strengthening service governance through the development of standard operating procedures (SOPs), increasing discipline and digital capacity of devices, strengthening coordination, and optimizing information media to realize more effective, transparent, and accountable public services.
