Abstract

Background. Building Approval (PBG) is an official permit from the government that replaces the IMB, which must be obtained by building owners to build new, alter, expand, or maintain buildings, ensure compliance with technical standards and regional spatial planning for safety, comfort, health, and ease of use, and is managed through the SIBG online system. Aims. This study analyzes the implementation of the Building Approval (PBG) policy in Cirebon City using George C. Edwards III's theory. Method. This qualitative study seeks to capture the realities of the field through the voices of policymakers in DPMPTSP and DPUTR, as well as the experiences of community permit applicants. In addition, budget limitations and the number of personnel are 'sticking points' that hinder the speed of service. Results. There is a research gap indicating that PBGs offer a new approach to building licensing that focuses on meeting technical standards and professional responsibilities, in contrast to IMBs, which are administrative in nature. Conclusion. Coordination between institutions still feels complex and has not been fully integrated. Implementation: As a step forward, this research encourages strengthening human resource capacity, simplifying the digital system, and more grounded socialization to ensure that this policy is truly effective for the residents of Cirebon City.

Abstract

Background. The distribution and sale of alcohol are issues that have a significant impact on social, health, and community safety factors. To address this problem, the Cirebon City Government issued Local Regulation No. 4 of 2013, which prohibits the distribution and sale of alcoholic beverages pursuant to Article 3. Alcoholic beverages are classified into three categories based on their ethanol (C₂H₅OH) content: Category A with an ethanol concentration of more than 1% to 5%, Category B with an ethanol concentration of more than 5% to 20%, and Category C with the highest ethanol concentration, namely more than 20% to 55%; and other alcoholic beverages. Aims. The study aims to analyze the implementation and policy factors of the ban on the distribution and sale of alcoholic beverages, ranging from aspects of communication, resources, disposition, to bureaucratic structure, so as to provide a comprehensive overview and input for strengthening public policy in accordance with Local Regulation No. 4 of 2013, Article 3. Methods. This study employs a qualitative, descriptive approach. This study employs the implementation theory proposed by George C. Edwards III (Subianto, 2020:12). Result. The findings indicate that the dimensions of Disposition and Bureaucratic Structure have been effectively implemented, as evidenced by the high level of commitment among law enforcement officials and the execution of duties in accordance with Standard Operating Procedures (SOPs). However, the policy's effectiveness is still hampered by issues in the Communication and Resources dimensions, particularly uneven information dissemination across all segments of society, as well as limited personnel and operational support equipment. Conclusion. The study identified the primary constraints as a shortage of human resources and limited time available for enforcement operations.

Abstract

Background. Advances in communication technology have propelled social media into a primary space for information exchange and the formation of digital relationships. In this context, influencers play a strategic role in fostering interactions with their audience through communication patterns on Instagram. This study stems from the scarcity of research that specifically examines the communication styles of micro-influencers, particularly in their efforts to create sustainable interactions with followers. Aims. This study aims to examine communication styles and interaction forms, and to identify the most prominent communication style on the Instagram account @thifalislami. Methods. The method used is a descriptive qualitative approach with data collection techniques including in-depth interviews, non-participant observation, and documentation. Informants were selected through purposive sampling, involving the influencer as the primary informant and several followers as supporting informants. Data analysis was conducted using an interactive model encompassing data reduction, data presentation, and drawing conclusions. Result. The results of the study indicate that influencers employ communication styles that are friendly, open, relaxed, expressive, and animated, with the “open” style being the most dominant. Conclusion. Interactions are built through posted content, captions, comment sections, and the “Story” feature, which helps foster authentic and sustained relationships with followers.

Abstract

Background. Waste management remains a serious environmental issue in rural areas, including in Cimohong Village, Bulakamba Subdistrict, Brebes Regency. Low levels of public awareness and participation in waste management have led to waste accumulation and environmental pollution, negatively affecting the community's health and social conditions. Aims. This study aims to examine the level of public awareness and participation in waste management, identify the factors contributing to low community involvement, and analyze efforts to improve community-based waste management. This study employs Soetomo’s theory of community participation, which encompasses the dimensions of planning, implementation, utilization of results, and program evaluation. Methods. The research method used is a descriptive qualitative approach through interviews, observations, and documentation. The results indicate that public awareness remains low, as evidenced by the habit of indiscriminately discarding and burning waste, as well as by the lack of separation between organic and inorganic waste. Result. The contributing factors include sociocultural, economic, and educational factors, weak institutional capacity, limited waste collection facilities, and insufficient environmental education. Conclusion. Efforts undertaken include increasing public awareness, providing waste management facilities, and strengthening the role of village governments as well as community participation.

Abstract

Background. The development of digital technology has encouraged MSMEs to utilize social media as a primary marketing tool, particularly Instagram, which is visual and interactive. Aims. This study aims to analyze the digital marketing communication strategies on the Instagram account @ter.dimsum.dimsum in building the image of local culinary products. Methods. The method used is descriptive qualitative method, with data collection techniques of interviews with business owners, observation of Instagram content, and documentation. The data were analyzed through the stages of reduction, presentation, and drawing conclusions. Result. The results indicate that @ter.dimsum.dimsum primarily leverages visual content, simple narratives, and two-way interaction. From a digital marketing perspective, the "product" element is highlighted through appetizing food photos and videos; "price" is communicated transparently; "place" is realized through Instagram’s role as a digital space integrated with delivery services; and "promotion" is conducted organically via the feed, Stories, and Reels. Supporting factors include the product’s visual appeal, a communicative writing style, and responsiveness to consumers. Limiting factors include resource constraints, the absence of a structured posting schedule, limited content variety, and suboptimal follow-up promotion. Conclusion. This study concludes that digital marketing communication plays a significant role in building the image of local culinary products, but still requires strengthening in terms of planning and strategic consistency.

Abstract

Bullying is a phenomenon that has garnered significant media attention, both on social media and in other mass media. Bullying cases most often target school-aged children, particularly those aged 13–15, although they also frequently occur among college students or adults; consequently, bullying is most prevalent in schools. Therefore, persuasive communication between teachers—as educators—and students is essential to prevent bullying. The purpose of this study is to identify the barriers that arise in the process of persuasive communication, to determine the efforts made by teachers to overcome these barriers, and to analyze the forms of persuasive communication used by teachers to prevent bullying in schools. This study employs a qualitative approach using the case study method to understand the persuasive communication between guidance counselors and students. The results of the study show that when teachers engage in persuasive communication, they do so using a psychological approach, carefully selecting the messages to be conveyed to students so that they are easily accepted. Students are given the opportunity to actively participate in bullying prevention because, after all, they are the key actors in preventing bullying. The conclusion of this study is that persuasive communication between teachers and students can prevent bullying or violence in schools.

Abstract

“Community-Based Local Tax Data Collection Information System: Accurate and Convenient through Creative Technology” known as the “SIPENDA CANTIK” application is a digital innovation for local tax data collection, information dissemination, and payments developed by the Regional Revenue Management Agency (BAPPENDA) of Kuningan Regency. Increasing public awareness and compliance with tax obligations is the primary objective of this application’s creation. The objective of this study is to analyze public tax compliance awareness through the SIPENDA CANTIK communication platform and to identify supporting factors in its usage process. Through interviews and observations, this study employs a descriptive qualitative method. As the primary source of Local Original Revenue and an indicator of local government capacity, local taxes play a crucial role; thus, the use of the SIPENDA CANTIK digital innovation can significantly support this process. This study found that communication strategies have a significant impact on the effectiveness of SIPENDA CANTIK.

Abstract

Background. The issues surrounding the implementation of the Tobacco Excise Revenue Sharing Policy include the continued distribution of illegal excise goods in Cirebon Regency; the suboptimal implementation of the policy in promoting the destruction of illegal cigarettes; and a lack of public awareness regarding the dangers and negative impacts of illegal cigarettes. Aims. The objective of this study is to examine the implementation of the Tobacco Excise Revenue Sharing Fund (DBHCHT) policy in the destruction of illegal excise-taxed goods in Cirebon Regency. The research focuses on the implementation of law enforcement programs funded through the DBHCHT, particularly in efforts to eradicate the circulation of illegal cigarettes. Methods. The study employed qualitative methods through interviews, observations, and documentation at the Cirebon Regency Civil Service Police Unit (Satuan Polisi Pamong Praja), as the primary implementing agency. Data analysis utilized the Miles, Huberman, and Saldana model, while the policy implementation analysis framework was based on George C. Edwards III’s theory—namely, resources, dispositions, communication, and bureaucratic structure. Result. The study noted that the implementation of the DBHCHT policy in combating illegal excise goods has proceeded fairly well through information-gathering activities, public outreach, and joint operations with the Customs and Excise Office. In terms of communication, interagency coordination has been carried out routinely, although public awareness remains uneven. Regarding resources, DBHCHT budget support has contributed to program implementation, but its execution is constrained by limited personnel. Meanwhile, in terms of bureaucratic structure, a clear division of tasks is in place through interagency cooperation mechanisms, although operational coordination still needs improvement. Conclusion. The study concludes that the implementation of the DBHCHT policy in combating illegal excise goods in Cirebon Regency is fairly effective but not yet optimal. There is a need to increase resource capacity, strengthen interagency coordination, and enhance community participation in order to curb the circulation of illegal cigarettes in a sustainable and targeted manner.

Abstract

The performamace of village officials plays a crucial role in determining the quality of public services. Howerver, service delivery in Sinarancang Village still face various obstacles, such as the lack of Srandard Operating Prosedures (SOPs), suboptimal utilization of information tehnology, and inconsistent discipline among officials. This study aims to analyze the performance of Sinarancang Village officials in providing public services and identify the factors that influence them. The study used a descriptive qualitative approach with data collection techniques through interviews, abservation, and docymentation of eight purposively selected informants. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldana. The performance of village officials based on indicators of productivity, service quality, responsiveness, and accountability is quite good, but not optimal. The main obstacles include the absence of SOPs, inffective division of tasks, dependence on certain officials, limited information data constraints. Public service problems are interrelated and indicate that service governance is not yet integrated. This study emphasizes the importance of strengthening service governance through the development of standard operating procedures (SOPs), increasing discipline and digital capacity of devices, strengthening coordination, and optimizing information media to realize more effective, transparent, and accountable public services. Abstract

The Cirebon Regency Social Services Agency, as the agency responsible for social welfare services, is required to perform at an optimal level in supporting its operational activities and services to the community. Performance policies in public organizations are not only related to planning, monitoring, reviewing, and/or awarding incentives, but also require human resources capable of effectively leveraging that performance. Based on this assessment, in-depth research is needed to understand the role of employee performance and motivation in enhancing productivity at the Cirebon Regency Social Services Agency. This study is expected to provide insights into the relationship between performance, work motivation, and employee productivity, as well as generate strategic recommendations to improve organizational performance. Based on the results of the research conducted at the Cirebon Regency Social Services Office, it was found that performance and work motivation are closely linked to enhancing employee productivity. Employee productivity in public organizations is influenced not only by individual ability to complete tasks but also by work motivation, the organizational environment, leadership support, and the work systems implemented within the organization. This study employed a qualitative approach using in-depth interviews, observation, and documentation. The primary informant in this study was the Head of the Cirebon Regency Social Services Office, while supporting informants consisted of civil servants (ASN) and non-civil servants (Non-ASN) directly involved in public service activities.
