Abstract

Penelitian ini menganalisis pengaruh ketegangan geopolitik global terhadap pergeseran rantai pasok internasional serta implikasinya terhadap keamanan energi dan bahan baku strategis. Kajian dilakukan melalui pendekatan kualitatif dengan analisis literatur mengenai persaingan geopolitik, transformasi rantai pasok global, industri semikonduktor, dan mineral kritis. Hasil penelitian menunjukkan bahwa sistem rantai pasok global mengalami pergeseran dari orientasi efisiensi biaya menuju ketahanan strategis akibat meningkatnya rivalitas geopolitik, pandemi, dan konflik internasional. Semikonduktor dan mineral kritis seperti nikel, litium, dan kobalt menjadi instrumen utama dalam persaingan ekonomi dan teknologi global. Indonesia memiliki posisi strategis sebagai pemilik cadangan nikel terbesar di dunia dan berpeluang menjadi pusat industri energi hijau melalui kebijakan hilirisasi mineral. Namun, tantangan berupa ketergantungan teknologi, dominasi investasi asing, serta isu lingkungan dan sosial masih menjadi hambatan utama. Oleh karena itu, diperlukan penguatan industri nasional, penguasaan teknologi, diversifikasi kerja sama internasional, dan peningkatan kapasitas sumber daya manusia untuk memaksimalkan manfaat perubahan tatanan ekonomi global.

Abstract

The Free Nutritious Meals Program (MBG) is one of Indonesia’s strategic policies aimed at improving nutritional status and strengthening human capital development. Beyond its primary objective of improving nutrition, the program has significant potential to stimulate regional development through enhanced food security and local economic growth. This study analyzes the relationship between the MBG program, regional food security, local economic growth, and human development. Using a qualitative descriptive approach through a literature review, this study examined academic publications, international reports, and policy documents related to school feeding programs, food security, and regional development. The findings indicate that MBG generates multidimensional impacts. First, MBG strengthens regional food security by creating stable demand for local agricultural products. Second, it generates economic multiplier effects through increased income for farmers, micro and small enterprises, and supporting sectors. Third, it contributes to human development by improving nutritional status, health outcomes, and educational performance. This study developed the MBG Local Development Cycle Model to explain the relationship between MBG, food security, local economic growth, and sustainable regional development. The findings demonstrate that MBG should be viewed not only as a social assistance program but also as a strategic instrument for regional development and the achievement of the Sustainable Development Goals (SDGs).

Abstract

This study aimed to analyze bureaucratic constraints on public accountability in regional development and their implications for community economic conditions. The research was based on the problem of limited bureaucratic effectiveness, characterized by hierarchical organizational structures, complex administrative procedures (red tape), and weak performance-oriented work cultures. This study employed a descriptive qualitative approach through a literature review using thematic analysis of academic and policy sources. The findings indicated that bureaucratic constraints significantly reduced public accountability, particularly in terms of transparency and performance accountability. This condition resulted in inefficiencies in regional development implementation, increased economic transaction costs, and declining public trust in local governments. The downstream impacts were reflected in weakened community economic competitiveness, particularly among Micro, Small, and Medium Enterprises (MSMEs), as well as reduced regional investment attractiveness. The study concluded that a consistent causal relationship existed among bureaucratic constraints, public accountability, development performance, and community economic conditions. Therefore, bureaucracy reform based on accountability principles, digital governance transformation, and strengthened oversight systems are essential prerequisites for improving regional development effectiveness.
