Abstract

AbstrakRendahnya literasi dan pemahaman hukum di kalangan peserta didik dapat memperbesar risiko keterlibatan mereka dalam perundungan, kenakalan remaja, penyalahgunaan media sosial, narkotika, judi daring, serta berbagai perilaku berisiko lainnya. Artikel pengabdian ini bertujuan menggambarkan pelaksanaan program Jaksa Masuk Sekolah (JMS) oleh Kejaksaan Negeri Mandailing Natal sebagai salah satu upaya peningkatan kesadaran hukum di lingkungan pendidikan. Kegiatan dilakukan dengan pendekatan deskriptif-dokumenter melalui tahapan perencanaan, koordinasi, penyuluhan, diskusi, dan evaluasi administratif. Data dikumpulkan dari laporan kegiatan, materi presentasi, notulen, foto dokumentasi, serta wawancara singkat dengan tim pelaksana. Program JMS dilaksanakan di sebelas lembaga pendidikan di Kecamatan Panyabungan, yang meliputi SMP, SMA/MA, SMK, dan perguruan tinggi. Materi penyuluhan mencakup perundungan, kenakalan remaja, bahaya narkotika, etika bermedia sosial, judi daring, pertambangan ilegal, serta isu malpraktik dan aborsi dalam perspektif kesehatan. Hasil pengabdian menunjukkan bahwa program JMS berjalan secara sistematis, komunikatif, dan adaptif terhadap kebutuhan peserta, meskipun menghadapi sejumlah hambatan administratif, teknis, dan penyesuaian jadwal lapangan. Kegiatan ini juga menghasilkan dokumentasi operasional yang dapat dijadikan rujukan dalam pengembangan model penyuluhan hukum serupa di tingkat lokal. Kata kunci: generasi muda; jaksa masuk sekolah; litreasi hokum; penyuluhan hukum. AbstractLow levels of legal literacy and legal awareness among students may increase their vulnerability to bullying, juvenile delinquency, social media misuse, narcotics abuse, online gambling, and other at-risk behaviors. This community service article aims to describe the implementation of the Jaksa Masuk Sekolah (Prosecutor Goes to School, JMS) program by the Mandailing Natal District Prosecutor’s Office as an initiative to strengthen legal awareness in educational settings. The program was carried out using a descriptive documentary approach through the stages of planning, coordination, legal outreach, discussion, and administrative evaluation. Data were obtained from activity reports, presentation materials, minutes of meetings, photographic documentation, and brief interviews with the implementation team. The JMS program was conducted at eleven educational institutions in Panyabungan Subdistrict, comprising junior high schools, senior high schools/madrasahs, vocational schools, and a university. The outreach materials covered bullying, juvenile delinquency, the dangers of narcotics, ethics in social media use, online gambling, illegal mining, and issues related to medical malpractice and abortion within a health-law context. The results show that the JMS program was implemented in a systematic, communicative, and responsive manner, although several administrative, technical, and field scheduling constraints were encountered. The program also produced operational documentation that may serve as a reference for the development of similar legal outreach models at the local level. Keywords: young generation; prosecutors in schools; legal literacy; legal education.

Abstract

ABSTRACT ENGLISHThis study analyzes the patterns and characteristics of violence against women and children in Mandailing Natal Regency during 2023–2024, focusing on sexual violence, domestic abuse, and homicide. The primary aggravating factors include poverty, gender inequality, early marriage, low educational attainment, and weak law enforcement. A criminological approach, drawing on Social Disorganization, Strain, Social Control, and Labeling theories, was employed to uncover root causes and propose prevention strategies based on economic empowerment, education, and legal reform. A qualitative methodology, utilizing literature review and content analysis, was applied to assess key themes in primary and secondary data sources, including books, scholarly articles, and local and national news reports. The findings reveal that sexual violence constitutes the most prevalent category, followed by domestic abuse often resulting in fatalities, and a rising incidence of child sexual exploitation, predominantly perpetrated by acquaintances of the victims. Factors such as gender disparity, poverty, limited educational opportunities, and inadequate law enforcement significantly exacerbate these conditions. Effective mitigation requires synergy among government agencies, community stakeholders, and related sectors, including strengthening legal frameworks, enhancing law enforcement capacities, and providing integrated support services. Community-based interventions and sustained educational programs, engaging religious and customary leaders—are expected to foster a safer, more inclusive environment. Cross-sector collaboration is identified as the key to reducing violence and bolstering public confidence in the justice system. ABSTRACT INDONESIANPenelitian ini menganalisis pola dan karakteristik kekerasan terhadap perempuan dan anak di Kabupaten Mandailing Natal pada periode 2023-2024, dengan fokus pada kekerasan seksual, penganiayaan domestik, dan pembunuhan. Faktor utama yang memperburuk situasi ini adalah kemiskinan, ketimpangan gender, pernikahan dini, rendahnya tingkat pendidikan, dan lemahnya penegakan hukum. Pendekatan kriminologi, dengan menggunakan teori Disorganisasi Sosial, Strain, Social Control, dan Labeling, diterapkan untuk menggali akar permasalahan dan menawarkan solusi pencegahan berbasis pemberdayaan ekonomi, pendidikan, serta reformasi hukum. Metode kualitatif dengan pendekatan studi literatur dan analisis konten digunakan untuk menilai tema-tema utama dalam data primer dan sekunder, termasuk buku dan artikel jurnal, serta laporan berita local dan nasional. Hasil penelitian menunjukkan bahwa kekerasan seksual adalah kasus dominan, diikuti oleh penganiayaan domestik yang sering berujung pada kematian, serta meningkatnya eksploitasi seksual terhadap anak, terutama oleh pelaku yang dikenal korban. Faktor-faktor seperti ketimpangan gender, kemiskinan, rendahnya pendidikan, dan lemahnya penegakan hukum berperan besar dalam memperburuk kondisi ini. Penanggulangan kekerasan memerlukan sinergi antara pemerintah, masyarakat, dan sektor terkait, termasuk penguatan regulasi, peningkatan kapasitas aparat penegak hukum, serta penyediaan layanan terintegrasi. Pendekatan berbasis komunitas dan edukasi berkelanjutan diharapkan dapat menciptakan lingkungan yang lebih aman dan inklusif, dengan melibatkan tokoh agama dan adat. Kolaborasi lintas sektor menjadi kunci dalam mengurangi kekerasan dan meningkatkan kepercayaan terhadap sistem hukum.

Abstract

This study examines the application of the death penalty in Indonesia from a human rights perspective, with a focus on legal reforms introduced through Law No. 1 of 2023 on the Criminal Code, and discusses whether the introduction of a 10-year probation period as an alternative to immediate execution can effectively protect the right to life while addressing ethical and justice dilemmas. This study uses a normative legal research method with a legislative approach. Primary legal materials were obtained from Law No. 1 of 2023, the Criminal Code, and other official legal documents, while secondary materials were obtained from credible legal and non-legal books and journals. Data collection was conducted through document study, and qualitative analysis was performed using a comparative and interpretative approach. The findings show that although the trial mechanism reflects progress in aligning criminal law with human rights values, there are still significant gaps, particularly regarding the risk of judicial error and unequal access to legal representation. These issues highlight the urgent need for harmonization of regulations with international human rights instruments, strengthening of institutional capacity among legal actors, and independent oversight mechanisms. This study concludes by recommending further interdisciplinary and empirical research to support more equitable and socially responsive criminal law reform that upholds the protection of human rights.
