Abstract

Digital transformation at the subnational level is essential for improving public services and supporting SDGs. Yet it still faces constraints, including infrastructure gaps, limited digital capacity, and weak intergovernmental coordination. This study conducts a bibliometric analysis of 106 Scopus-indexed articles published between 2015 and 2025 using PRISMA and Bibliometrix (RStudio) to map research development, citation trends, and major thematic clusters. Results show a 39.55% annual growth rate, involvement of 420 authors, 62 publication sources, and 20.75% international collaboration. The dominant keyword clusters include digital transformation, local government, e-government, digital readiness, and SDGs. Although global research increasingly links digitalization with sustainability goals, policy fragmentation and unequal technological preparedness remain significant barriers. The study emphasizes the need for coordinated, capacity-building, and inclusive digital governance strategies to strengthen the impact of digital transformation on regional sustainable development.

Abstract

This study aims to analyse how urbanisation and digital transformation processes affect economic inequality and the direction of inclusive social development. Using a qualitative approach based on a systematic literature review, this study reviews Scopus-indexed articles through the PRISMA approach and thematic analysis using NVivo 12 Plus. The results show that digitalisation in its early stages tends to widen income gaps, but in the long term, it can promote socio-economic integration through technology diffusion and increased human resource capacity. Indonesia dominates scientific publications on this topic, indicating the contextual urgency of addressing the challenges of urbanisation and inequality in the digital age. This study emphasises the importance of social development policies oriented towards digital inclusion and strengthening the capacity of local governments in managing sustainable urban transformation. The research recommendations are directed towards the development of digital literacy programmes, expansion of technological infrastructure, and increased cross-border academic collaboration to enrich social development studies in the digital era.

Abstract

This study employs a qualitative bibliometric approach to map research on digital technology adoption for sustainable development. Data were drawn from Scopus-indexed publications published between 2015 and 2025. The PRISMA flowchart was used to document the screening process, while VOSviewer and RStudio–Biblioshiny supported the analysis of publication trends, thematic structures, and research evolution. The findings show that scholarly output in this field was limited before 2020 but increased sharply thereafter, reflecting growing interest in sustainability-oriented digital transformation. Frequently occurring keywords such as sustainable development, digital transformation, sustainability, and digital technologies indicate a strong integration of policy and governance perspectives. Thematic analyses further reveal increasing attention to behavioural and institutional factors, with technology acceptance frameworks, particularly the Unified Theory of Acceptance and Use of Technology (UTAUT), emerging as an important but still underexplored research stream. Based on these mapped patterns, the study outlines a conceptually informed extension of UTAUT to highlight key sustainability-related adoption drivers identified in the literature. The framework is presented as an agenda-setting outcome of the bibliometric synthesis, intended to support future empirical research rather than to offer a validated theoretical model.
