Abstract

Kegiatan ini bertujuan menganalisis implementasi kebijakan Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK) di Kelurahan 20 Ilir D.1, Kecamatan Ilir Timur I, Kota Palembang, beserta kendalanya. LPMK merupakan lembaga yang dibentuk atas prakarsa masyarakat dan difasilitasi pemerintah untuk mendukung pembangunan serta menjadi penghubung antara pemerintah dan masyarakat. Penelitian menggunakan metode deskriptif kualitatif dengan pendekatan implementasi kebijakan. Hasil penelitian menunjukkan implementasi kebijakan LPMK berdasarkan teori Van Meter dan Van Horn telah berjalan cukup optimal pada enam dimensi, yaitu ukuran dan tujuan, sumber daya, karakteristik organisasi pelaksana, sikap pelaksana, komunikasi antar pelaksana, serta lingkungan ekonomi, sosial, dan politik. Namun, implementasi masih terkendala oleh keterbatasan sumber daya dan anggaran yang dimiliki LPMK.

Abstract

Political participation and literacy at the village level remain challenges, particularly in rural areas with limited access to information and political education. In Kamal Village, a low understanding of election stages and weak digital literacy hampered the quality of participation in the Regional Head Election. The program utilized a qualitative participatory approach involving residents, election organizers, and community leaders. Data was collected through interviews, observation, documentation, and group discussions, then analyzed using triangulation. The program increased residents' understanding of election stages, voter rights and obligations, and the role of electoral institutions. Digital education through WhatsApp, infographics, and short videos accelerated information dissemination. Resident participation increased in voter list verification, political discussions, and village election activities. The political culture shifted toward participatory participation. Community service in Kamal Village effectively increased political literacy and election participation through a combination of direct involvement and the use of simple digital media.

Abstract

This study conducts a bibliometric analysis of public service quality literature indexed in the Dimensions database over 2020–2024. A total of 390 documents were analyzed using VOSviewer to map publication trends, influential contributors, collaboration networks, and thematic evolution. Publication productivity peaked in 2023 with 111 documents, driven by growing academic interest following the COVID-19 pandemic. The United States dominated with 222 documents, followed by the Netherlands, the United Kingdom, and China. Co-authorship network analysis identified three major intellectual clusters, with Jeremy L. Hall as the most productive author. Keyword overlay visualization revealed a paradigmatic shift from bureaucratic representation toward evidence-based governance transformation.
