Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis proses pengelolaan aset desa berdasarkan Peraturan Menteri Dalam Negeri Nomor 1 Tahun 2016 pada Desa Lerepako Kabupaten Konawe Selatan dan faktor-faktor penyebab proses pengelolaan aset desa tidak berjalan optimal. Penelitian ini menggunakan metode deskriptif kualitatif dengan data yang digunakan bersumber dari data primer berupa wawancara dan data sekunder melalui dokumentasi. Hasil penelitian ini menunjukkan bahwa proses pengelolaan aset desa pada Desa Lerepako Kabupaten Konawe Selatan sudah baik, tetapi belum sepenuhnya sesuai dengan Peraturan Menteri Dalam Negeri Nomor 1 Tahun 2016 tentang Pengelolaan Aset Desa. Sedangkan faktor-faktor penghambat pengoptimalan proses pengelolaan aset desa pada Desa Lerepako Kabupaten Konawe Selatan disebabkan karena kompetensi SDM yang masih kurang baik, kurangnya komunikasi tentang penerapan regulasi pengelolaan aset desa, beberapa aset desa belum memiliki kepastian hukum kepemilikan aset, pelaksana yang belum patuh pada aturan pengelolaan aset desa, serta adanya pihak lain yang mengklaim tanah secara sepihak, keahlian pengelola kegiatan dalam proses penatausaahan aset desa, serta serta komitmen organisasi belum berjalan dengan maksimal. This research aims to identify and analyze the village asset management process based on the Regulation of the Minister of Home Affairs Number 1 of 2016 in Lerepako Village, South Konawe Regency, and the factors causing the village asset management process to not run optimally. This research uses a qualitative descriptive method with data sourced from primary data in the form of interviews and secondary data through documentation. The results of this study indicate that the village asset management process in Lerepako Village, South Konawe Regency, can be considered good but not fully in accordance with the Regulation of the Minister of Home Affairs Number 1 of 2016 concerning Village Asset Management. The inhibiting factors for optimizing the village asset management process in Lerepako Village, South Konawe Regency, are due to the still inadequate competence of human resources, lack of communication about the implementation of village asset management regulations, some village assets lacking legal certainty of ownership, the implementers' non-compliance with village asset management regulations, as well as other parties unilaterally claiming land. Additionally, the expertise of activity managers in the village asset administration process and the organizational commitment have not been fully maximized.

Abstract

Penelitian ini berangkat dari permasalahan Core Values “AKHLAK” (Amanah, Kompeten, Harmonis, Loyal, Adaptif, Kolaboratif) yang diperkenalkan oleh menteri BUMN yaitu Erick Tohir pada Tahun 2020 yang digunakan oleh seluruh insan BUMN. Tujuan penelitian ini adalah untuk mengetahui penerapan Core Values AKHLAK dalam mendukung kinerja PT Jaminan Kredit Indonesia Cabang Kendari. Metode penelitian yang digunakan adalah deskriptif kualitatif. Menggunakan instrumen utama yaitu peneliti sendiri, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan triangulasi data. Hasil penelitian ini menunjukkan bahwa penerapan Core Values ”AKHLAK” pada PT Jaminan Kredit Indonesia Cabang Kendari dalam proses menuju optimal, dengan beberapa hambatan yang perlu di atasi. Secara keseluruhan, penerapan AKHLAK telah membantu menciptakan lingkungan kerja yang baik dan berdampak positif pada peningkatan kinerja karyawan. Hal ini dibuktikan dengan penghargaan yang diterima PT Jaminan Kredit Indonesia Cabang Kendari sebagai Kantor Cabang Terbaik Tahun 2022 Sekanwil IX Makassar. This research departs from the issue of Core Values “AKHLAK” (Amanah, Kompeten, Harmonious, Loyal, Adaptive, Collaborative) introduced by the minister of BUMN, Erick Tohir in 2020 which is used by all BUMN personnel. The purpose of this study was to determine the application of AKHLAK Core Values in supporting the performance of PT Jaminan Kredit Indonesia Kendari Branch. The research method used is descriptive qualitative. Using the main instrument, namely the researcher himself, with data collection techniques through observation, interviews, and documentation. Data analysis techniques using data triangulation. The results of this study indicate that the application of Core Values “AKHLAK” at PT Jaminan Kredit Indonesia Kendari Branch is in the process of being optimal, with several obstacles that need to be overcome. Overall, the implementation of AKHLAK has helped create a good working environment and has a positive impact on improving employee performance. This is evidenced by the award received by PT Jaminan Kredit Indonesia Kendari Branch as the Best Branch Office of the Year 2022 Sekanwil IX Makassar.
