Abstract

Penelitian ini bertujuan untuk menguji dan menganalisis secara empiris pengaruh audit kinerja dan sistem pengendalian internal terhadap pencegahan fraud pada instansi pemerintah daerah, dengan fokus studi pada Inspektorat Daerah Kabupaten Konawe Selatan. Fenomena fraud yang marak terjadi di sektor publik menegaskan urgensi penguatan fungsi pengawasan aparat pengawas intern pemerintah (APIP). Pendekatan penelitian yang digunakan adalah kuantitatif kausal dengan mengumpulkan data primer melalui penyebaran kuesioner terstruktur kepada pegawai Inspektorat Kabupaten Konawe Selatan. Pemilihan sampel dilakukan melalui teknik purposive sampling dengan kriteria tertentu, menghasilkan total sampel akhir sebanyak 45 responden yang terdiri dari fungsional Auditor dan Pengawas Penyelenggaraan Urusan Pemerintahan di Daerah (PPUPD). Teknik analisis data menggunakan Analisis Regresi Linear Berganda yang diolah berbantuan perangkat lunak SPSS versi 26. Hasil analisis statistik deskriptif menunjukkan tingkat pemahaman yang tinggi terhadap tata kelola audit. Hasil pengujian hipotesis secara simultan (Uji F) menunjukkan bahwa audit kinerja dan pengendalian internal secara bersama-sama memiliki pengaruh signifikan terhadap efektivitas pencegahan fraud (p = 0,000). Secara parsial (Uji t), audit kinerja terbukti memiliki pengaruh positif dan signifikan terhadap pencegahan fraud (t = 4,385, p = 0,000). Begitu pula dengan pengendalian internal yang menunjukkan pengaruh positif dan signifikan yang sangat kuat terhadap pencegahan fraud (t = 5,061, p = 0,000). Nilai Koefisien Determinasi (R Square) yang diperoleh sebesar 0,672, menandakan bahwa 67,2% variabilitas variabel pencegahan fraud dapat dijelaskan oleh variasi tindakan audit kinerja dan keandalan sistem pengendalian internal organisasi, sedangkan sisanya sebesar 32,8% dipengaruhi oleh variabel lain yang tidak dimasukkan dalam model penelitian ini. Hasil riset ini memberikan kontribusi teoretis pada penguatan Agency Theory dan Hexagon Fraud Theory, serta kontribusi praktis bagi pembuat kebijakan daerah dalam merumuskan strategi preventif anti-korupsi.Kata Kunci: Audit Kinerja, Pengendalian Internal, Pencegahan Fraud, Sektor Publik, Kebijakan Preventif. ABSTRACT This study aims to examine and empirically analyze the influence of performance audit and internal control systems on fraud prevention within local government agencies, with a case study on the Regional Inspectorate of South Konawe Regency. The phenomenon of widespread fraud in the public sector underscores the urgency of strengthening the oversight function of the government internal supervisory apparatus (APIP). The research approach used is causal quantitative by collecting primary data through structured questionnaires distributed to employees at the South Konawe Regency Inspectorate. Sample selection was conducted using a purposive sampling technique based on specific criteria, yielding a final sample of 45 respondents comprising functional Auditors and Regional Government Affairs Supervisors (PPUPD). The data analysis technique utilized Multiple Linear Regression Analysis processed using SPSS version 26 software. The results of the simultaneous hypothesis testing (F-test) indicate that performance audit and internal control together exert a significant effect on the effectiveness of fraud prevention (p = 0.000). Partially (t-test), performance audit is proven to have a positive and significant effect on fraud prevention (t = 4.385, p = 0.000). Similarly, internal control demonstrates a very strong positive and significant influence on fraud prevention (t = 5.061, p = 0.000). The Coefficient of Determination (R Square) obtained is 0.672, indicating that 67.2% of the variability in the fraud prevention variable can be explained by variations in performance audit practices and the reliability of the organizational internal control system, while the remaining 32.8% is influenced by other variables not included in this research model. These findings contribute theoretically to strengthening Agency Theory and Hexagon Fraud Theory, as well as practically for local policymakers in formulating preventive anti-corruption strategies.Keywords: Performance Audit, Internal Control, Fraud Prevention, Public Sector, Preventive Policy.
