Abstract

Micro, Small, and Medium Enterprises play a central role in Indonesia’s economy, yet many remain constrained by structural barriers that limit their growth beyond subsistence-level operations. In Garut Regency, despite the implementation of government-led mentoring initiatives such as the Wirahebat Program, business acceleration outcomes have remained uneven, indicating that assistance effectiveness depends on more than training delivery alone. This study aims to identify the key success factors of enterprise mentoring programs and analyze their structural relationships. A qualitative case study approach was employed involving government officials, mentors, academics, and program participants. The identified factors were analyzed using Interpretive Structural Modeling (ISM) and MICMAC analysis to determine their hierarchical and driving–dependence relationships. The findings reveal that enterprise mentoring effectiveness depends on an interconnected system rather than isolated interventions. Regional leadership, institutional coordination, and clear incubation design act as key driving forces, while participant selection, mentor relevance, coaching intensity, and post-program monitoring serve as critical linkage factors. Improved business competitiveness emerges as the main dependent outcome. This study highlights that sustainable mentoring requires alignment between policy, governance, program design, and participant readiness, offering a strategic framework for optimizing local enterprise development and strengthening inclusive small business ecosystems.

Abstract

Increasing market complexity requires stronger coordination across agricultural value chain activities. This study examined the integrated rice value chain developed through farmer cooperatives. The research focused on how production, processing, and marketing activities were coordinated within a cooperative-based rice agribusiness system. A qualitative case study approach was employed at Cooperative Produsen Citra Kinaraya and its farmer-owned enterprise, PT Tasbiha Mulia Tani (PT TMT). Data were collected through in-depth interviews, observations, and documentation involving cooperative managers, PT TMT management, and farmer members. The study applied the value chain mapping approach developed by ACIAR to analyze actors, product flows, information exchange, supporting services, and coordination mechanisms within the value chain. The findings revealed that the rice value chain was organized into three integrated stages: cultivation, processing, and marketing. PT TMT played a central coordinating role by linking farmers with market demand through production planning, processing management, and distribution networks. The study also identified several challenges, including unstable raw material supply, limited expansion of farmer partnerships, and declining partnership attractiveness following government grain pricing policies. Strengthening partnership arrangements and developing risk-sharing mechanisms were identified as important strategies to improve the sustainability of cooperative-based rice value chains.

Abstract

Banking stability is crucial to Indonesia’s financial resilience. Following the 2008 global crisis, Basel III was introduced to reinforce banks’ capital, leverage, and liquidity frameworks. This study aims to analyze the impact of the implementation of the Basel III framework on the financial performance of Indonesian banks, particularly on profitability and operational efficiency during the 2018-2024 period. This study uses secondary quantitative data obtained from the annual financial statements and published reports of publicly listed conventional commercial banks. The collected data include information related to Basel III implementation. Data processing methods used descriptive analysis and dynamic common correlated effects panel data regression analysis. The research data are sourced from financial reports officially published by each bank. The results show that the success of Basel III implementation depends not only on compliance levels but also on each bank’s ability to balance stability, efficiency, and growth. For banks, capital optimization, leverage management, and adaptive liquidity strategies are key. Regulators require proportional policy calibration and risk-based supervision. With the right approach, Basel III can be a strategic instrument for sustainably strengthening the competitiveness and resilience of the national banking system.
