Abstract

The transformation of public organizational culture has become a strategic issue in improving the responsiveness of public services amid increasingly complex and dynamic societal demands. This study aims to systematically examine the role of public organizational culture transformation in fostering more responsive, adaptive, and accountable public services. The research employed a Systematic Literature Review (SLR) of scholarly articles published between 2020 and 2025, sourced from Google Scholar. Data were analyzed using a content analysis approach to identify key themes and patterns across the literature. The findings indicate that public service responsiveness is shaped by civil servant professionalism, adaptive leadership, service innovation and digitalization, institutional change, and consistent regulatory and governance support. Organizational culture transformation extends beyond technological adoption to encompass changes in values, work ethics, and service orientation. This study concludes that transforming public organizational culture is a fundamental prerequisite for achieving public services that are citizen-oriented, transparent, and sustainable.

Abstract

Modern governance systems based on law place discretion as an important tool for state administrative officials, especially to ensure the continuity of public services in situations of legal vacuum or emergency. Previous studies have not comprehensively examined the relationship between legal basis, practical application, and ethical and accountability challenges in the use of discretion. This study aims to fill this gap by analysing the concept, legal basis, and implementation of discretion in Indonesian government administration.This study uses a normative legal research method with a legislative approach and is supported by a literature study from Google Scholar secondary data. The results show that although discretion has strong legal legitimacy, its implementation often causes irregularities due to weak oversight mechanisms and low ethical integrity among some public officials. The use of discretion without moral consideration and without upholding the principle of accountability has the potential to harm the interests of the community and reduce public trust.This study emphasises the importance of strengthening the integration between legal norms, ethical standards, and oversight systems so that the practice of discretion is in line with the values of justice, transparency, and responsible public service.

Abstract

This article examines the role of organizational culture in public sector development through innovative organizational practices. The public sector is increasingly required to improve performance, accountability, and service quality amid complex governance challenges. Organizational culture is widely recognized as a critical internal factor influencing organizational behavior and performance; however, it is often treated as a static supporting variable rather than a dynamic process of change. This study employs a qualitative approach using a critical literature review to analyze scholarly publications published between 2021 and 2025. The literature was sourced from national and international journals through databases such as Google Scholar, Scopus, and accredited SINTA journals. The analysis was conducted using a critical thematic approach to identify dominant themes, conceptual patterns, and limitations in existing studies. The findings indicate that organizational culture plays a significant role in shaping public sector performance, adaptability, and innovation capacity. Nevertheless, most studies have not fully integrated organizational culture as an embedded and transformative process linked to innovative organizational practices. This article highlights the need for a more holistic analytical framework that connects cultural change with sustainable innovation to support long-term public sector development.
