Abstract

Flooding is a common environmental problem in urban areas in Indonesia. Besides being influenced by high rainfall, flooding is also caused by human factors, such as reduced air absorption areas, inadequate drainage conditions, and suboptimal waste management. This problem also occurs on Jalan Beruang Gang Mushola RT 03, Sukamenanti Village, Kedaton District, Bandar Lampung City. This study aims to analyze the causes of flooding, its impacts, and mitigation efforts from a public policy perspective. This study uses a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. Data obtained from the RT Head and the local community were then analyzed descriptively to describe the flood conditions and mitigation efforts. The results show that flooding is caused by high rainfall, limited drainage capacity, narrowing of water channels, reduced absorption areas, and suboptimal waste management. The resulting impacts include disruption of community activities, economic losses, and environmental degradation. Mitigation efforts include community cooperation activities, drainage cleaning, waste management, and cooperation between the government and the community. However, these efforts still need to be enhanced through improvements to drainage infrastructure, additional air catchment areas, and strengthening community participation so that flood management can be more effective and sustainable.
