Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis daya dukung wisata di Taman Wisata Alam (TWA) Batu Angus, Kota Bitung, sebagai dasar pengelolaan pariwisata berkelanjutan. Penelitian ini menggunakan metode kuantitatif dan kualitatif dengan teknik pengumpulan data primer melalui observasi, survei, dan wawancara. Pengumpulan data sekunder dilakukan melalui studi literatur, peraturan perundang-undangan, data statistik, dan sumber relevan lainnya. Analisis daya dukung wisata dilakukan menggunakan formula Tourism Carrying Capacity (Cifuentes, 1992) untuk menentukan kapasitas maksimum pengunjung yang dapat diterima kawasan tanpa menimbulkan tekanan terhadap lingkungan maupun penurunan kualitas pengalaman wisata. Hasil penelitian menunjukkan bahwa daya dukung fisik (Physical Carrying Capacity/PCC) kawasan TWA Batu Angus sebesar 2.057 orang per hari, daya dukung riil (Real Carrying Capacity/RCC) sebesar 838 orang per hari, dan daya dukung efektif (Effective Carrying Capacity/ECC) sebesar 586 orang per hari. Rata-rata kunjungan harian wisatawan masih berada di bawah batas daya dukung efektif, namun pada bulan Mei tercatat 802 orang per hari dan pada bulan Juni 668 orang per hari tahun 2022, jumlah tersebut melampaui batas yang ditetapkan. Kondisi ini berpotensi menimbulkan tekanan terhadap sumber daya lingkungan dan menurunkan kenyamanan pengunjung. Oleh karena itu, diperlukan strategi pengaturan arus kunjungan, peningkatan fasilitas pendukung, serta pengawasan kapasitas kawasan agar aktivitas wisata di TWA Batu Angus dapat berlangsung secara berkelanjutan. Kata Kunci: TWA Batu Angus, Daya Dukung Wisata, Tourism Carrying Capacity, Pengelolaan Berkelanjutan ABSTRACT This study aims to analyze the tourism carrying capacity of Batu Angus Nature Tourism Park (TWA Batu Angus) in Bitung City as a basis for sustainable tourism management. The research employs both quantitative and qualitative methods, with primary data collected through observation, surveys, and interviews. Secondary data were obtained from literature reviews, regulations, statistical data, and other relevant sources. The analysis of tourism carrying capacity was conducted using the Tourism Carrying Capacity formula proposed by Cifuentes (1992) to determine the maximum number of visitors that can be accommodated without causing environmental degradation or reducing the quality of visitor experience. The results show that the Physical Carrying Capacity (PCC) of the Batu Angus Nature Tourism Park is 2,057 visitors per day, the Real Carrying Capacity (RCC) is 838 visitors per day, and the Effective Carrying Capacity (ECC) is 586 visitors per day. The average daily number of visitors remains below the effective carrying capacity limit; however, during May (802 visitors/day) and June (668 visitors/day) of 2022, visitor numbers exceeded this threshold. This condition potentially exerts pressure on environmental resources and decreases visitor comfort. Therefore, strategies for regulating visitor flow, improving supporting facilities, and monitoring the site’s capacity are required to ensure that tourism activities in TWA Batu Angus can be managed sustainably. Abstract

ABSTRAK              Proyek renovasi bangunan komersial skala kecil-menengah di daerah menghadapi ketidakpastian yang tinggi karena kondisi eksisting yang baru terungkap sepenuhnya selama pelaksanaan, keterbatasan pasokan material lokal, kebutuhan mempertahankan operasi bisnis selama konstruksi, serta perubahan lingkup pekerjaan. Metode pengendalian mutu yang kompleks dan berbasis data intensif seringkali tidak proporsional bagi kontraktor perseorangan berskala kecil. Penelitian ini bertujuan mendeskripsikan dan mengevaluasi penerapan siklus Plan-Do-Check-Act (PDCA) sebagai pendekatan pengendalian mutu yang ringan dan adaptif pada studi kasus renovasi ruko menjadi kafe (Rumah Kopi Tanjung Batu, Tomohon) yang tetap beroperasi selama masa konstruksi sekitar empat bulan. Metode penelitian bersifat studi kasus kualitatif-deskriptif, memanfaatkan dokumentasi proyek, catatan pelaksanaan pekerjaan interior dan fasad, serta perbandingan konseptual PDCA dengan empat metode alternatif (Root Cause Analysis, Six Sigma/DMAIC, Total Quality Management, dan Failure Mode and Effects Analysis) berdasarkan kriteria kebutuhan sumber daya, keahlian, biaya, integrasi keselamatan dan kesehatan kerja (K3), serta kesesuaian skala proyek. Hasil penelitian menunjukkan bahwa PDCA dipilih karena kesederhanaan penerapan, biaya rendah, sifat iteratif yang sesuai dengan dinamika lapangan, serta kemampuannya mengintegrasikan pertimbangan K3 pada tahap perencanaan dan pemeriksaan. Pemanfaatan pemodelan tiga dimensi sederhana turut mendukung koordinasi dan mengurangi ambiguitas desain. Penelitian ini menyimpulkan bahwa PDCA dapat diposisikan sebagai mekanisme pembelajaran organisasi yang ringan bagi kontraktor kecil dalam mengelola ketidakpastian renovasi, meskipun klaim efektivitasnya masih bersifat deskriptif dan memerlukan indikator terukur pada penelitian lanjutan. ABSTRACT              Small-to-medium-scale commercial renovation projects in regional areas face substantial uncertainty arising from existing building conditions that are only fully revealed during construction, limited availability of local materials, the need to sustain business operations throughout construction, and mid-project scope changes. Complex, data-intensive quality management methods are often disproportionate to the resource capacity of small, individually owned contracting firms. This study aims to describe and evaluate the application of the Plan-Do-Check-Act (PDCA) cycle as a lightweight and adaptive quality-control approach in a case study of a shophouse-to-cafe renovation (Rumah Kopi Tanjung Batu, Tomohon) that remained operational throughout an approximately four-month construction period. A qualitative descriptive case-study method was employed, drawing on project documentation and interior and facade work records, and comparing PDCA conceptually against four alternative methods, Root Cause Analysis, Six Sigma/DMAIC, Total Quality Management, and Failure Mode and Effects Analysis, using criteria of resource requirements, expertise, cost, integration of occupational health and safety (OHS), and suitability for project scale. The results show that PDCA was selected for its ease of implementation, low cost, iterative nature suited to dynamic site conditions, and its capacity to integrate OHS considerations within the Plan and Check phases. The use of simple three-dimensional modelling further supported coordination and reduced design ambiguity. The study concludes that PDCA can be positioned as a lightweight organizational-learning mechanism for small contractors managing renovation uncertainty, although claims of effectiveness remain descriptive and require measurable indicators in future research.

Abstract

Sustainable tourism areas require spatial environments that protect ecological resources while producing a distinctive and memorable destination identity. This study analyzes the role of urban elements in shaping sustainable tourism area identity in an emerging coastal destination. A descriptive qualitative design was employed through field observation, semi-structured interviews, documentation, and literature review. The analysis focused on eight urban elements: land use, building form and massing, circulation and parking, open spaces, pedestrian pathways, supporting activities, signage, and environmental preservation. The findings show that the identity of the tourism area is shaped most strongly by coastal landscapes, natural open spaces, mangrove and coral reef ecosystems, and community-based activities. These elements strengthen sense of place, visual attractiveness, ecological value, and the authenticity of visitor experience. However, pedestrian facilities, wayfinding systems, parking management, and architectural design control remain insufficiently integrated with sustainability principles. The study formulates an Urban Elements-Based Tourism Area Identity Model, which positions spatial-physical, socio-cultural, visual-legibility, and ecological elements as interconnected determinants of sustainable destination identity. The model offers a conceptual framework for planners and policymakers seeking to balance tourism competitiveness, environmental conservation, and local identity.
