Abstract

Perencanaan tenaga kerja berbasis kompetensi berperan penting dalam meningkatkan efektivitas pengelolaan sumber daya manusia pada Usaha Mikro, Kecil, dan Menengah (UMKM). Penelitian ini bertujuan menganalisis penerapan perencanaan tenaga kerja berbasis kompetensi di UMKM Alpha Beta, Bandung, serta mengidentifikasi kendala dalam rekrutmen dan penempatan karyawan. Penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam terhadap pengelola usaha. Data dianalisis dengan reduksi data, penyajian data, penarikan kesimpulan, dan triangulasi. Hasil penelitian menunjukkan bahwa proses rekrutmen masih berfokus pada seleksi administratif tanpa standar kompetensi dan uji kemampuan yang terstruktur, sehingga terjadi ketidaksesuaian antara kompetensi karyawan dan kebutuhan pekerjaan yang berdampak pada rendahnya efektivitas penempatan serta produktivitas kerja. Penelitian merekomendasikan penerapan analisis kebutuhan tenaga kerja, pemetaan kompetensi, dan rekrutmen berbasis kompetensi sebagai upaya meningkatkan kualitas pengelolaan sumber daya manusia dan daya saing UMKM.   Competency-based workforce planning plays an important role in improving the effectiveness of human resource management in Micro, Small, and Medium Enterprises (MSMEs). This study aims to analyze the implementation of competency-based workforce planning at Alpha Beta MSME in Bandung and identify challenges in employee recruitment and placement. A descriptive qualitative approach was employed using in-depth interviews with business managers. Data were analyzed through data reduction, data display, conclusion drawing, and triangulation to ensure the credibility of the findings. The results indicate that the recruitment process relies primarily on administrative screening without structured competency standards or skills assessments, resulting in a mismatch between employee competencies and job requirements. This condition reduces the effectiveness of employee placement and overall productivity. The study recommends implementing workforce needs analysis, competency mapping, and competency-based recruitment to improve human resource management practices and enhance the competitiveness of MSMEs.

Abstract

Workforce planning plays an essential role in supporting effective human resource management, particularly in Micro, Small, and Medium Enterprises (MSMEs) experiencing business growth. This study aims to evaluate the effectiveness of human resource planning in reducing fraud and enhancing employee professionalism at Cireng Borojol MSMEs. A descriptive qualitative method was employed through direct interviews with the business owner. The findings show that Cireng Borojol, established in 2021, has developed from a simple food business into an MSME utilizing resellers, social media, and online marketplaces for marketing expansion. The company currently employs approximately 40 workers distributed across several operational divisions. Key challenges include employee unprofessional behavior, job placement mismatches, work fatigue, and financial reporting inconsistencies that may indicate potential fraud risks. To address these issues, the company applies periodic performance evaluations, prioritizes employee comfort, and implements a reward system based on performance achievement. The results indicate that human resource planning supported by evaluation and reward mechanisms contributes to improving employee professionalism and reducing potential fraud in operational activities.
