Abstract

Oligarchic practices constitute one of the major challenges to social welfare and equitable economic distribution within a nation. From an Islamic perspective, the concentration of wealth and power in the hands of a limited elite is inconsistent with the broader objectives of justice and public welfare. This study examines the Qur’anic stance on oligarchic practices through an analysis of QS. al-Ḥasyr: 7 using Abdul Mustaqim’s maqāṣidī interpretation framework. Employing a qualitative library research method, this study analyzes classical and contemporary Qur’anic commentaries and evaluates their interpretations through the lens of maqāṣidī exegesis. The findings demonstrate that QS. al-Ḥasyr: 7 promotes a fair distribution of wealth and explicitly rejects economic concentration among a privileged minority. From a maqāṣidī perspective, the verse reflects the objectives of ḥifẓ al-māl through the realization of economic justice and ḥifẓ al-daulah through the protection of public welfare and social stability. Therefore, oligarchic practices are incompatible with the Qur’anic vision of justice, as they undermine equitable wealth distribution and marginalize broader societal interests. This study concludes that the maqāṣidī interpretation of QS. al-Ḥasyr: 7 provides a normative foundation for criticizing oligarchic structures and promoting a more inclusive and welfare-oriented socio-economic order.
