Abstract

Pengabdian ini menjelaskan partisipasi masyarakat Halmahera Utara pada pemilihan Bupati tahun 2019, dengan melihat data objektif dari KPU untuk mengkoraliskan antara teori dan data lapangan. Penelitian ini mengunakan jenis penelitian deskrptif dengan teknik analisis data kualitatif. Sebagaimana teknik penelitian deskriptif pada umumnya dalam pengumpulan data penulis mengunakan obsevasi, wawancara (interview) dan dokumentasi. Penilitian ini mengunakan dua jenis sumber data, yakni data primer yang dijumpai melalui observasi lapangan dan wawancara beberapa informan kunci informan utama serta data sekunder yang diperoleh melalui buku-buku teks/pustaka yang berkaitan dengan fokus masalah. Sedangkan analisis data dipergunkan analisa deskriptif dimana masalah ini dikaji lebih mendalam dengan membangun narasi sesuai tahapan reduksi data, penyajian data hingga menemukan kesimpulan akhir dari penelitian ini. Berdasarkan hasil penilitian menunjukan bahwa tinggkat partisipasi masyarakat Halmahera Utara pada pemilihan Bupati dan Wakil Bupati 2019 menunjukan tingkat partsipasi atau wujud partsiapasi politik berdasarkan semangat yang sama melalui wujud partisipasi.

Abstract

The performance of the village government in managing the Village Fund, which is so large in amount, is expected to be utilized as much as possible in improving development and community welfare. However, the reality in the field does not match the expectations of the community. Some programs that have been proposed and agreed upon between the village government and the community are not implemented optimally. Therefore, the purpose of this study is to describe the accountability of the village government in managing village funds in Gorua Village, North Tobelo Sub-district. This research was conducted using qualitative research with a descriptive approach, where the author will explain social phenomena, from a number of field information related to the problem under study. Data collection techniques used were observation, interview and documentation. While the data analysis technique uses three stages, namely data reduction, data presentation, and conclusion. The results obtained from this study are (1) openness in presenting fund program information has not been fully implemented. This can be seen from several development programs that have not been completed but there is no information disclosure through budget and program accountability reports. (2) The lack of community participation in village development programs is due to the fact that the community has never been given information related to the progress of programs and budgets carried out.

Abstract

This article explores interdisciplinary collaboration between state administration and agribusiness in local economic development based on local wisdom in Ternate City, North Maluku. Ternate City has abundant natural resource potential, particularly the agribusiness (spice) sector, which in 2021 contributed 18.5% of GDP. This collaboration is considered crucial for maximizing potential and addressing resource management challenges. The role of state administration includes creating supportive policies, providing infrastructure, and providing training and extension programs to build farmer capacity. Data shows that extension programs have successfully increased clove yields. Agribusiness, on the other hand, must integrate local wisdom, such as traditional agricultural practices (e.g., the use of organic fertilizers or intercropping systems), which have been proven to increase farmer productivity and income. Furthermore, this collaboration supports cultural preservation through the promotion of local products, such as through the Ternate Clove Festival. Despite challenges such as a lack of coordination, integrated collaboration between the government, community, and private sector, based on local wisdom, holds significant potential for improving product competitiveness and the well-being of the Ternate community.
