Abstract

By 2045, Indonesia aims to become the fourth-largest economy in the world, with a projected value of USD 8.89 trillion. Achieving this target requires integrating local wisdom into economic strategies, reflecting the nation’s cultural heritage and sustainability goals. This study examines the gap between these national aspirations and ground realities, focusing on the role of local wisdom in supporting sustainable economic growth. Using a combination of literature review, secondary data, and interviews with key informants, the research explores the role of the “Tri Hita Karana” philosophy, which emphasizes harmony between humans, nature, and spirituality, as a foundation for economic development. The findings indicate that, despite government policies such as the Regional Action Plan for Bali and green economic initiatives that align with local traditions, significant challenges remain, including regulatory inconsistencies, coordination gaps, limited access to capital, and human resource shortages, which hinder effective policy implementation. The study also emphasizes the importance of aligning national strategies with local potential, particularly in regions like Bali, where the creative economy is closely linked to cultural heritage. Unlike previous studies, this research provides a comprehensive analysis of how local wisdom can bridge the gap between policy ambitions and on-the-ground realities, offering practical recommendations to strengthen MSMEs, attract investment, and support the green economy. This approach enhances the competitiveness of local economies while preserving cultural identity.

Abstract

Penelitian ini bertujuan untuk menganalisa integrasi reformasi birokrasi berbasis kearifan lokal sebagai strategi dalam mendukung implementasi SDGs di Bali. Reformasi birokrasi dipandang sebagai elemen krusial untuk memperkuat tata kelola pemerintahan yang bersih, akuntabel, dan responsif terhadap dinamika sosial, ekonomi, serta budaya. Di Provinsi Bali, integrasi ini diwujudkan melalui visi “Nangun Sat Kerthi Loka Bali” yang menekankan keseimbangan pembangunan berbasis harmoni manusia, alam, dan spiritualitas. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui observasi partisipatif, wawancara mendalam dengan enam informan (pejabat birokrasi, tokoh masyarakat, dan pelaku industri kreatif). Analisis dokumen, yang kemudian dianalisis menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa nilai-nilai kearifan lokal seperti menyama braya, tatwam asi, dan Tri Hita Karana memperkuat tiga dimensi reformasi birokrasi: sistem, struktur, dan budaya kerja. Reformasi sistem tercermin dari penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) dan aplikasi Si GENTING yang meningkatkan trasnparansi dan pelayanan publik. Reformasi struktural diwujudkan melalui penyederhanaan organisasi, sedangkan reformasi budaya dilakukan melalui pembentukan agen perubahan serta program partisipatif untuk mendorong mindset inovatif ASN. Perpaduan reformasi birorasi dengan kearifan lokal ini menciptakan lingkungan kebijakan yang kondusif bagi pengembangan industri kreatif berbasis budaya. Dukungan regulasi, legitimasi melalui Warisan Budaya Tak Benda (WBTB), serta fasilitas pemasaran memperkuat posisi komunitas lokal, seperti penenun gringsing dan endek. Dengan demikian, reformasi birokrasi berbasis kearifan lokal tidak hanya menjaga identitas budaya, tetapi juga secara langsung mendukung pertumbuhan ekonomi kreatif, perbedayaan sosial, dan pencapaian SDGs di Bali.
