Abstract

This study discusses the economic growth paradox without security in the Bangka Belitung Islands Province, where reported crimes have increased by 37.6 (1,566 to 2,155 cases) over the period between 2021 to 2023, despite the 12.8 growth in MSMEs amid an economic transition not based on tin mining. The study dwells on the police-local government cooperation in the empowerment of MSMEs as a Crime Prevention Through Social Development (CPSD) measure. Using qualitative case study research approach and interviewing the stakeholders of ABCGM (Academy, Business, Community, Government, Military/Police) by using in-depth interviews and focus groups, this study develops the Community-Based Empowerment Model (Model BBM). The results illustrate the multidimensional aspect of MSMEs in security, which constitutes surveillance networks, economic stabilization, social capital formation, and situational crime prevention. The BBM Model works out Bhabinkamtibmas (community police officers) as ecosystem orchestrators in five functions: assessment, bridging, capacity-building, governance, and monitoring. The paper is an addition to the theoretical synthesis of procedural justice developed by Tyler, community policing developed by Bayley and economic criminology, as it provides a practical road map of the 17,000 Indonesian island communities shifting to extractive ones.

Abstract

This quantitative study investigates the impact of work stress on the mental health and subsequent behavior of Indonesian police officers. Utilizing a survey method with a sample of 400 officers, the research employs a structural equation modeling (SEM) approach to examine the relationships between work stress, mental health, and police behavior. The findings reveal a significant direct effect of work stress on both mental health and police behavior. Importantly, mental health mediates the relationship between work stress and behavioral outcomes. High work stress significantly predicts poorer mental health, which, in turn, is strongly associated with less effective police behavior. The study utilizes established scales to measure these constructs, including indicators related to emotional, intellectual, physical, and interpersonal responses to stress, alongside measures of mental health encompassing self-image, mood, relationships, and future outlook, and police behavior assessed through dimensions of legitimate force, adherence to procedures, and community interaction. While the initial SEM model exhibited fit issues, modifications improved the model fit, strengthening the key relationships. This research underscores the critical role of mental health in influencing police conduct and highlights the need for interventions aimed at mitigating work stress and improving the mental well-being of Indonesian law enforcement personnel. Such interventions should include coping skills training, emotional intelligence development, workload management, and improvements to organizational support systems.

Abstract

Leadership effectiveness and the quality of the work environment are central determinants of the operational performance of police officers. This literature review synthesizes empirical and conceptual research published between 2015 and 2025 to clarify how leadership behaviors and organizational work conditions interact to shape operational outcomes such as response times, arrest accuracy, procedural justice adherence, use of force incidents, and overall task performance. Drawing on a purposive sample of peer reviewed studies, program evaluations, and practitioner reports, the review integrates findings across quantitative surveys, qualitative case studies, and implementation evaluations. Evidence indicates that transformational, servant, and coaching leadership styles increase officer motivation, psychological safety, and discretionary effort which in turn improve operational performance measures when work environment factors such as role clarity, adequate resources, supervisory support, and fair policies are present (Mulyana, 2024; Damayanti, 2025). Conversely, high job stress, bureaucratic rigidity, unclear performance criteria, and resource scarcity attenuate leadership effects and can produce negative operational outcomes (Sihombing et al., 2022; Karimullah, 2024). The review highlights mediating mechanisms perceived organizational support, job satisfaction, and psychological safety and moderating conditions such as organizational culture, external oversight, and workload. Practical recommendations include investing in leadership development with explicit coaching skills, improving work environment design through resource allocation and procedural clarity, embedding continuous feedback systems, and aligning performance metrics with community oriented policing goals. The paper concludes with a research agenda that calls for longitudinal and multi site evaluations to establish causal pathways between leadership, environment, and operational performance in policing contexts. Abstract

The development of social media and online games has transformed the pattern of radicalism, spreading from conventional methods to digital radicalism, which is more hidden, interactive, and difficult to monitor by conventional legal systems. Children are a vulnerable group to exposure to radical ideology due to the high intensity of digital space use, weak digital literacy, and the influence of social media algorithms and online game virtual communities that form echo chambers and soft radicalization. This study aims to analyze the legal problems in preventing and handling child victims of exposure to digital radicalism through social media and online games, and to formulate an ideal legal reconstruction and reform from the perspective of child protection in Indonesia. This study employs a normative juridical method with statutory and conceptual approaches through an analysis of various regulations related to child protection, cyber law, and the eradication of terrorism. The results show that the Indonesian legal system is still partial and does not have specific regulations regarding the protection of children from exposure to digital radicalism, including weak supervision of digital platforms, the absence of a national early detection system, and the dominance of a repressive approach in handling children exposed to radicalism. Therefore, legal reform is needed through reformulating digital-based child protection regulations, strengthening the legal responsibility of social media and online gaming platforms, establishing a national digital early warning system, harmonizing child protection laws with cyber and criminal law, and developing a child-specific deradicalization model based on psychological rehabilitation and social reintegration. These legal reforms are expected to build a child protection system that is preventive, rehabilitative, humane, and responsive to developments in digital technology in Indonesia.

Abstract

The development of Artificial Intelligence has given rise to new forms of cybercrime through deepfake-based digital content manipulation, voice cloning, synthetic media, and AI-generated content, which are used as a means of political crime and cyber fraud in Indonesia. This study aims to analyze problems in law enforcement, weaknesses in the Indonesian National Police’s strategy, and legal reforms in addressing artificial intelligence (AI)-based digital content manipulation through strengthening smart policing and cyber resilience. This study employs a normative juridical method with a legislative and conceptual approach, through the analysis of various regulations, legal theories, and doctrines related to cybercrime, artificial intelligence, and national cybersecurity. The results reveal that law enforcement against AI-based digital content manipulation still faces several weaknesses, including the absence of specific legal norms related to AI crimes and political deepfakes, limited capacity in cyber policing and digital forensics, weak coordination between institutions, and low public digital literacy. The Indonesian National Police's strategy is still reactive and has not been optimal in implementing artificial intelligence-based predictive policing. Therefore, legal reform is needed through the establishment of specific regulations for Artificial Intelligence Crime, strengthening AI forensic and cyber intelligence units, developing an integrated cybersecurity system, and developing smart policing and cyber resilience to create an adaptive, responsive, and sustainable cyber law enforcement system in the era of digital transformation.
