Abstract

Objectives to be achieved in this paper is to investigate the influence of locus of control, and role ambiguity on the effectiveness of the members in Lampung Police Ditlantas. The approach used is a quantitative by using survey method, which involves total population of 179 people and sample 119 people, 14 of them were not present, so that only 105 people as samples. Data collection techniques using questionnaires. Data analysis techniques using a test instrument (validity and reliability), the classic assumption test and test hypotheses. Based on the findings of research and discussion, conclusions: (1) the influence of locus of control is a positive and significant on the effectiveness of members work; (2) the effect of role ambiguity is significant to the effectiveness of members work; and (3) the influence of locus of control and role of ambiguity is significant to the effectiveness of members work. It is therefore recommended: (1) that the parties of organization or management making methods / guidelines are very clear for members, so members are not confused about what the organization wishes to members regarding their performance, (2) role ambiguity can be eliminated with the organizational structure along with a clear job description, giving a clear task information, so that members not only to fumble on the description of each task.Keywords: Locus of Control, Role Ambiguity, work effectiveness

Abstract

Blitar Police Station is one of the jurisdictions in East Java Province which has participated in securing the Governor's Election in 2018. Security is carried out in terms of managerial human resources, by minimizing the potential of existing security disturbances soas not to develop into real disturbances.The research objective was to analyze the effect of competence and motivation on the performance of members of the Blitar City Police Criminal Investigation Unit in securing the East Java Governor Election in 2018. Quantitative research approaches and survey methods. Data obtained from filling out questionnaires of 56 items by 73 respondents who were sampled. From the results of the analysis obtained a regression equation is Y = 15,028+0,250X1+0,313X2+e ; It was concluded that the competency variable was 0.250 and motivation was 0.313 with a significant value of 0.005 and 0,000 which partially affected the performance of members. Simultaneously, the variables of competence and motivation affect performance by 34.4%. Members can produce good performance if there is support for self-competence and motivation that is formed. This is inseparable from the role of the leader who gives members the opportunity to take part in training education, gives responsibility, maintains positive interactions so as to generate motivation that can spur members to complete predetermined work targets to produce good performance.

Abstract

The objective of the research was to compare item information function logistic model of two parameter by viewing forms of multiple choice test and scoring model. Independent variable of this research are correct score (CS) and punishment score (PS). And also Ordinary Multiple Choice Items (PGB) and Association of Multiple Choice Items (PGA). To see this comparison, the item information function are compared by µImax. For the student corrected by CS model compared between the group who answer Ordinary Multiple Choice Items and Association of Multiple Choice Items. For the student corrected by PS model compared between the group who answer Ordinary Multiple Choice Items and Association of Multiple Choice Items. While for the group of student doing test with Ordinary Multiple Choice Items compared beetwen the couple CS and PS and for the group of student doing test with Association of Multiple Choice Items compared beewen the couple CS and PS. The result of this research inidicate that, first, for students who were given about the form of PGA, students' answers are corrected with PS produced an average maximum value of the items information function is higher with students who corrected with CS. Second, for students who were given about the form of PGB, students are given a warning (PS) produced a mean maximum value of the item information function is higher than the average maximum value of the function item information of students who were not given warning (CS). Third, to answer students were given a warning (PS), students were given about the form of PGA produced a mean maximum value of information function item higher than students who were given about the form of PGB. Fourth, to answer the students who were not given warning (CS), students were given about the form of PGA produced a mean maximum value of information function items higher than students who were given about the form of PGB.

Abstract

As in any public institutions, police organizations are unique with their own characteristics. Previous studies showed that there were varied results which differed from the general assumption regarding the relationships between public service motivation (PSM), user orientation, affective commitment, and job performance among police investigators. Due to the importance of prior findings, our current study examines their underlying reasons and practical implications. We focus on two specific police investigators task: receiving crime report and conducting investigative interviews, both were analyzed in South Tangerang Police Criminal Investigation Division (CID). The PSM, user orientation, and afffective commitment relationship to performance may thus be more complex in police organization as discussed.

Abstract

His research aims to recommend a strategy to strengthen the ethical culture of traffic that is expected to provide output in the form of: The realization of security, safety, order, smooth traffic; Realizing the positive performance of the police institution; Improving the quality of life of the community. The results of the study are also expected to accelerate the integration between units in the traffic function in order to realize the optimization of police traffic performance, efficiency and effectiveness of traffic police performance and optimization of road safety so as to reduce: the number of traffic accidents, potential security and road safety and congestion disruptions traffic.The focus of the study includes: Traffic violations; Constraints to realizing Security, Safety, Order, Smooth Traffic (Kamseltibcarlantas); Strategies for strengthening the ethical culture of traffic to realize Kamseltibcarlantas. Various obstacles to realizing Security, Safety, Order, Smooth Traffic (Kamseltibcarlantas) cover several aspects, namely: regulation, availability of public transportation, databases and information technology. Some strategies that can be developed related to strengthening the ethical culture of traffic are: a) Determination of regulations related to reward and punishment of traffic violators; b) Provision and development of safe public transportation; c) Integration of data and systems; d) Integrated online police service development.Regulation of the Head of the Indonesian National Police (Perkap) Number 9 of 2012 concerning Driving Permits related to blocking as a police measure to mark Regident data Drivers who commit violations as temporary restrictions on the legitimacy of driving a motorized vehicle need to be applied consistently. The results of the study also recommended that the local government (Pemda) provide public transportation at affordable costs by the community and cover all of its areas (including remote areas) for school children, so that there were no obstacles in transportation from home to school. Besides that, it is necessary to integrate police service data with a uniform program and format so as to facilitate data synchronization between work units within the police institution and between institutions (eg population data with police data, police data with hospital or raharja service data, etc.). It is appropriate to develop an online police service in an integrated, not partial manner so that it is connected between regions throughout the jurisdiction of the Republic of Indonesia. Penelitia ini bertujuan merekomendasikan strategi penguatan budaya etik berlalu lintas yang diharapkan dapat memberikan output berupa: Terwujudnya keamanan, keselamatan, ketertiban, kelancaran lalu lintas; Terwujudnya kinerja positif institusi kepolisian; Peningkatan kualitas hidup masyarakat. Hasil penelitian juga diharapkan dapat mempercepat integrasi antar unit pada fungsi lalu lintas guna mewujudkan optimalisasi kinerja kepolisian bidang lalu lintas, efisiensi dan efektivitas kinerja kepolisian bidang lalu lintas serta optimalisasi keselamatan jalan sehingga menurunkan: angka kecelakaan lalu lintas, potensi gangguan keamanan dan keselamatan jalan serta kemacetan lalu lintas.Fokus penelitian mencakup: Pelanggaran lalu lintas; Kendala mewujudkan Keamanan, Keselamatan, Ketertiban, Kelancaran Lalu Lintas (Kamseltibcarlantas); Strategi penguatan budaya etik berlalu lintas guna mewujudkan Kamseltibcarlantas. Berbagai kendala mewujudkan Keamanan, Keselamatan, Ketertiban, Kelancaran Lalu Lintas (Kamseltibcarlantas) mencakup beberapa aspek, yaitu: regulasi, ketersediaan transportasi umum, database dan teknologi informasi. Beberapa strategi yang dapat dikembangkan terkait penguatan budaya etik berlalu lintas adalah: a) Penetapan regulasi terkait reward and punishment pelanggar lalu lintas; b) Penyediaan dan pengembangan transportasi umum berkeselamatan; c) Pengintegrasian data dan sistem; d) Pembangunan layanan kepolisian online secara terintegrasi.Peraturan Kepala Kepolisian Negara Republik Indonesia (Perkap) Nomor 9 Tahun 2012 Tentang Surat Izin Mengemudi terkait pemblokiran sebagai tindakan kepolisian untuk memberikan tanda pada data Regident Pengemudi yang melakukan pelanggaran sebagai pembatasan sementara terhadap legitimasi mengemudikan kendaraan bermotor perlu diterapkan secara konsisten. Hasil penelitian juga merekomendasikan Pemerintah Daerah (Pemda) setempat meyediakan transportasi umum berkeselamatan berbiaya terjangkau oleh masyarakat dan mencakup seluruh daerahnya (termasuk pelosok) untuk anak-anak sekolah, sehingga tidak ada kendala transportasi dari rumah menuju sekolah. Selain itu perlu dilakukan pengintegrasian data layanan kepolisian dengan program dan format yang seragam sehingga memudahkan sinkronisasi data antar satuan kerja dilingkungan institusi kepolisian dan antar institusi (misalnya data kependudukan dengan data kepolisian, data kepolisian dengan data instansi rumah sakit atau jasa raharja dan lain sebagainya). Selayaknya pembangunan layanan kepolisian online secara terintegrasi, tidak parsial sehingga terkoneksi antar wilayah diseluruh wilayah hukum kepolisian negara Republik Indonesia.

Abstract

The purpose of this research is to examine and analyze the effect of affective commitment on police performance, cognitive commitment on police performance and normative commitment on police performance. This type of research is quantitative research using a survey method or approach. simple random sampling. Data analysis using the Structural Equation Modeling (SEM) method with SmartPLS 3.0 software tools will be used in the model and hypothesis testing. Data were obtained by distributing online questionnaires designed with a Likert scale of 1 to 5. The stages of data analysis in this study were testing the validity, reliability and testing the hypothesis. The findings of this study are that affective commitment has a positive and significant effect on police performance, commitment cognitive has a positive and significant effect on police performance and normative commitment has a positive and significant effect on police performance.

Abstract

Manajemen sumber daya manusia yang baik merupakan salah satu faktor kunci dalam meningkatkan kinerja organisasi termasuk di dalam Kepolisian. Pendidikan merupakan salah satu strategi untuk meningkatkan kualitas sumber daya manusia dan manajemen di dalam Kepolisian. Tujuan dari penelitian ini adalah untuk menganalisis peran pendidikan dalam meningkatkan manajemen sumber daya manusia di Kepolisian serta strategi dan implementasinya.Penelitian ini menggunakan metode kualitatif dengan pendekatan konseptual dan kepustakaan. Hasil penelitian menunjukkan bahwa pendidikan dapat meningkatkan kemampuan dan keterampilan manajemen sumber daya manusia di Kepolisian. Pendekatan yang tepat dalam strategi pendidikan seperti pelatihan dan pengembangan, pendidikan formal, dan program sertifikasi dapat meningkatkan kualitas sumber daya manusia di Kepolisian. Strategi pendidikan yang efektif dapat meningkatkan kualitas sumber daya manusia di Kepolisian dan implementasinya harus didukung oleh kebijakan dan dukungan organisasi yang memadai. Hal ini menunjukkan bahwa pendidikan dan manajemen sumber daya manusia harus menjadi prioritas di Kepolisian untuk meningkatkan kinerja organisasi dan keamanan masyarakat.

Abstract

Transportasi publik memainkan peran penting dalam memfasilitasi aksesibilitas pendidikan bagi masyarakat. Ketersediaan transportasi publik yang andal dan terjangkau dapat memungkinkan siswa dan mahasiswa untuk mengakses pendidikan secara lebih mudah dan terjangkau. Studi ini merupakan penelitian kualitatif dengan pendekatan deskriptif analitis yang bertujuan untuk menggali dan memahami dampak transportasi publik terhadap akses dan partisipasi pendidikan. Hasil penelitian menunjukkan terdapat beberapa faktor yang dapat meningkatkan partisipasi dan aksesibilitas siswa dalam menggunakan transportasi publik, antara lain keamanan dan kenyamanan, lingkungan yang ramah anak, informasi yang akurat dan mudah diakses, serta infrastruktur yang mendukung transportasi publik. Oleh karena itu, diperlukan kerja sama antara pemerintah, institusi pendidikan dan masyarakat untuk meningkatkan ketersediaan, keandalan dan kualitas transportasi publik dalam memfasilitasi aksesibilitas pendidikan yang lebih baik.

Abstract

Numerous experts recommend the adoption of evidence-based policy concepts to ensure the high quality of policy decisions and practices. Research plays a crucial role in this context, serving as an instrumental process to inform policy decisions at various levels. In contrast to some countries that have established independent, autonomous, and decentralized research institutions, Indonesia's recent shift towards centralization through the creation of the National Research and Innovation Agency has raised concerns about potential politicization of research. This article seeks to analyze the risk of research politicization and explore prospects for future research management to support the implementation of evidence-based policies. Employing a qualitative approach, this study relies on a thorough literature review, drawing from reputable journals, books, and other credible references. The results indicate that the existence of the National Research and Innovation Agency offers a dual perspective: while it enables government control over research implementation aligned with political agendas, it also opens avenues for utilizing research findings in diverse policy decisions and practices. Emphasizing objectivity is essential as research must remain impartial. Therefore, future research management should prioritize objectivity, and the format of the National Research and Innovation Agency presents an opportunity to promote evidence-based policies and policy practices grounded in unbiased research outcomes.
