Abstract

Pemantauan pertumbuhan balita merupakan upaya penting dalam mendeteksi dini masalah gizi dan tumbuh kembang anak. Kader Posyandu memegang peran sentral dalam kegiatan ini, khususnya melalui pengukuran antropometri. Namun, keterbatasan pemahaman dan keterampilan teknis sering menjadi kendala dalam pelaksanaan pemantauan yang akurat dan berkelanjutan. Program Kemitraan Masyarakat dalam bentuk pelatihan kader ini bertujuan guna mengembangkan kemampuan kader Posyandu di Desa Kamangta dalam pelaksanaan pengukuran antropometri yang akurat. Kegiatan Pengabdian ini telah dilaksanakan pada tanggal 5 September 2025 di Gedung Balai Desa Kamangta bekerja sama dengan Tim Penggerak Pemberdayaan dan Kesejahteraan Keluarga Desa Kamangta. Pelatihan ini meliputi pemberian materi teori, praktik langsung pengukuran antropometri, serta evaluasi pengetahuan melalui kuesioner pre-test dan post-test, disertai penilaian keterampilan kader berdasarkan tingkat kesesuaian praktik pengukuran dengan Standar Operasional Prosedur (SOP) yang telah ditetapkan. Hasil evaluasi pre-test dan post-test mengindikasikan terdapat perbedaan skor jawaban peserta pada pre-test dan post-test, sehingga dapat disimpulkan bahwa pelaksanaan pelatihan ini memiliki pengaruh yang signifikan terhadap peningkatan kompetensi kader dalam pengukuran antropometri balita secara akurat.

Abstract

Health policy is an important part of public policy that plays a role in improving public health through the planning, implementation, and evaluation of health programs. In developing health policies, the involvement of various stakeholders such as the government, health workers, academics, community organizations, the private sector, and communities is essential for the resulting policies to be effective and on target. However, in its implementation, various challenges are still encountered, such as unequal access to health services, low community participation, conflicts of interest between actors, and government dominance in the decision-making process. These conditions can affect the quality and success of health policies in the community. Research objectives: to analyze health policy development and the role of stakeholders in supporting the creation of effective, inclusive, transparent, and sustainable health policies. Methods: This study uses a literature review method by collecting and analyzing various scientific articles related to health policy development and stakeholders. The literature search was conducted through the Google Scholar and PubMed databases using the keywords "Health Policy Development" and "Stakeholders". The articles used were published in 2022–2026 and were selected based on the suitability of the research topic. The data obtained were then analyzed descriptively to identify similarities, differences, and interrelationships between studies addressing the role of stakeholders in the health policy development process. Results: The study shows that the government remains the most dominant actor in the health policymaking process. However, the involvement of other stakeholders, such as health workers, academics, community organizations, the private sector, and communities, plays a crucial role in improving the effectiveness, quality, transparency, and success of health policy implementation. The collaborative governance approach is considered capable of strengthening cross-sectoral coordination and increasing the participation of various parties in the decision-making process. However, several obstacles remain in its implementation, such as sectoral egos, low transparency, limited public participation, conflicts of interest, and the suboptimal use of evidence-based policy in health policy formulation. Conclusion: Health policy development requires strong, transparent, and evidence-based cross-sectoral collaboration to ensure effective and sustainable implementation. The active involvement of all stakeholders is a crucial factor in creating inclusive, responsive, and equitable health policies that improve the quality of public health services.

Abstract

The National Health Insurance Program (Jaminan Kesehatan Nasional/JKN) in Indonesia has achieved a significant milestone by covering 98% of the population as of 2024. However, this quantitative expansion has not been optimally matched by improvements in service quality, health facility readiness, and financial sustainability. Within this ecosystem, the monitoring and evaluation (M&E) function plays a strategic role as a control mechanism in the development of evidence-based policies. Objective: This study aims to comprehensively analyze macro, administrative, clinical, and community-based control functions in the implementation of JKN, as well as to identify gaps in the current M&E system. Methods: This research employs a literature review method of 21 scientific articles published over the past 10 years, sourced from Google Scholar and PubMed databases. Results: The findings indicate that the control functions of JKN currently face challenges such as high institutional fragmentation, inaccuracies in validating data for participants in the informal sector, and increased workload and financial pressures on healthcare facilities due to suboptimal capitation and INA-CBGs tariffs. Additionally, a significant gap was identified in which M&E remains biased toward administrative and quantitative achievements (UHC targets) and has not yet been optimized as a tool for policy learning. Conclusion: The control function of the JKN program needs to transition from a quantity-oriented approach to one focused on equitable service quality. An integrated, information technology-based M&E system orchestrated by cross-sectoral institutions is required, along with strengthened bottom-up, community-based control to ensure the sustainability of the national health system.
