Abstract

This study examines the effectiveness of the Technical Implementation Unit of the Personal Funding and Operational Education Service Center (P4OP) in supporting the implementation of the Jakarta Smart Card in East Jakarta. The purpose of this study is to examine and analyze the effectiveness of the Technical Implementation Unit of the Personal Funding and Operational Education Service Center (P4OP) in supporting the implementation of the Jakarta Smart Card in East Jakarta. This study uses a qualitative approach with a case study method. The analysis of this study uses the implementation theory approach according to Richard M. Steers in Tangkilisan (2005), which has three indicators: (1) Goal Achievement, (2) Integration, (3) Adaptation. Based on the analysis, the conclusion of this study indicates that the effectiveness of the Technical Implementation Unit of the Personal Funding and Operational Education Service Center (P4OP) in supporting the implementation of the Jakarta Smart Card in East Jakarta is not yet fully effective. It is undeniable that problems still occur in its implementation, such as problems with beneficiary data verification, the process of resolving technical obstacles is often slow, information is uneven, and input from parents has not been fully accommodated in the program evaluation process.
