Abstract

Pre-construction cost control in hospital ward completion projects requires a systematic approach capable of identifying cost concentration before construction begins because healthcare rehabilitation works involve complex interations among MEP-HVAC, sanitation, air-conditioning systems and functional building components. This study aims to develop a novel pre-construction cost control framework by integrating the Work Breakdown Structure (WBS), Pareto-ABC analysis, Area Cost Index (ACI) and a newly proposed Control Priority Index (CPI) for the A-KRIS Hospital Building completion project at RSUD Hj. Anna Lasmanah Banjarnegara. A quantitative descriptive case study was conducted through Bill of Quantity (BoQ) validation, WBS mapping, cost aggregation by work zone and sub-work, area cost index calculation, Pareto-ABC classification, and CPI formulation. The project cost was IDR 930,571,644 (including 11% VAT), with an area cost index of IDR 606,093/m2. Cost distribution was highly concentrated in Teratai Ward (60.18%) and Soka Ward (39.10%) accounted for 78.78% of the total project cost. The proposed CPI further differentiates priority among high-cost work items by integrating cost contribution, zone dominance, ABC classification, and optional technical risk, enabling more targeted prioritization of AHU isolation, air-conditioning, sanitation, piping, aluminium works and nurse station components. Unlike conventional Pareto-ABC analysis, which prioritizes work items solely based on cumulative cost, the proposed WBS-Pareto-ABC-CPI framework provides a structured decision-support model that links cost concentration with managerial control priorities during the pre-construction stage. The framework contributes to construction management by transforming conventional BoQ data into a practical and replicable tool for preventive cost, procurement, quality, schedule and safety control that can be applied tohospital rehabilitazion and other public-building projects.

Abstract

Environmental roads are essential infrastructure that supports community mobility, public services, and local socio-economic activities. However, limited community understanding of construction engineering often results in inadequate planning and implementation, reducing the quality and sustainability of road infrastructure. This community service program aimed to enhance community capacity in planning and implementing environmental road construction in RT 02 RW 04, Wangon Village. The program employed a participatory approach consisting of problem identification, field surveys, technical measurements, work volume calculations, preparation of the Bill of Quantities (BOQ) and Cost Estimate (RAB) based on the 2026 Standard Unit Price (SSH), technical assistance, and evaluation. The program resulted in technical planning documents, including work volume calculations and a cost estimate, while improving participants' understanding of construction planning, material selection, quality control, and road maintenance. Furthermore, the program strengthened community capacity in understanding technical construction documents, thereby supporting more effective, efficient, transparent, and sustainable environmental road development.

Abstract

Sidewalk construction is an essential component of urban infrastructure development that supports pedestrian safety, comfort, and accessibility. However, in practice, discrepancies are often found between the installed work volumes and the planned calculations, mainly due to limited technical understanding, insufficient accuracy in field measurements, and a lack of technical assistance. These conditions may lead to quality issues, cost overruns, and disputes during project implementation. This Community Service activity aims to provide technical assistance to partners in measuring and verifying sidewalk construction volumes so that the execution process becomes more accurate, transparent, and compliant with applicable technical standards. The implementation methods include delivering basic material on construction volume measurement, conducting hands-on field measurement practices, and facilitating discussions and evaluations of the measurement results in a participatory manner. Through this activity, partners are expected to improve their understanding and skills in properly measuring sidewalk construction volumes, thereby minimizing calculation errors and enhancing the quality and sustainability of construction work control.

Abstract

Cost planning is a crucial aspect in the implementation of residential construction projects, especially for structural work which absorbs the largest portion of costs. The accuracy of cost estimates is greatly influenced by the unit price analysis method used. This study aims to analyze and compare the costs of residential structural work based on the 2025 Work Unit Price Analysis (AHSP) with the actual calculation approach in the field. The scope of structural work analyzed includes foundation work, sloof, columns, beams, and floor slabs. The research method used is a quantitative descriptive method with data collection stages in the form of working drawings, technical specifications, work volumes, and material prices and labor wages. Next, the Cost Budget Plan (RAB) was calculated using AHSP 2025 and compared with costs based on the contractor's calculation method or previous standards. The results of the study show a difference in costs. The cost of concrete structural work using the manual method was obtained at Rp. 148,066,698.96, using the semi-mechanical method at Rp. 147,807,726.06 and using the ready-mix method at Rp. 141,875,406.73. The percentage of concrete work using the semi-mechanized method compared to the manual method can save 0.17%, while the ready-mix method can save 4.18%. This research is expected to provide a reference for planners, contractors, and academics in improving the accuracy of cost estimates and understanding the implications of implementing AHSP 2025 in residential projects.
