Abstract

Jakarta faces traffic congestion challenges due to its high population density and urban mobility demands, prompting the DKI Jakarta Provincial Government to develop an integrated public transportation system connecting MRT, LRT, and Transjakarta through the JakLingko program under Governor Regulation No. 68 of 2021. This study aims to analyze the level of public satisfaction with the integrated public transportation system in Jakarta and identify obstacles faced by users. The research employs a mixed-method approach with a sequential explanatory design, involving 125 active users of 2–3 integrated transportation modes through questionnaires, interviews, and field observations. The research instrument was developed based on SERVQUAL theory, measuring five service quality dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy, using the Guttman scale. Results show an overall satisfaction rate of 92.1%, with 78.4% of respondents being very satisfied. The Responsiveness dimension achieved the highest score with 100% officer alertness, followed by Tangibles and Empathy at 96% each. Main obstacles include Transjakarta fleet delays (45.6%), incomplete route coverage (40%), and limited fleet availability (26.4%). The study concludes that Jakarta's integrated public transportation system has achieved high satisfaction levels but requires continuous improvement in service frequency, route expansion, and payment system optimization.

Abstract

Indonesia, as a country with high disaster vulnerability, requires effective disaster management strategies that reach the lowest administrative level. One of the government’s efforts to strengthen community resilience is the Kelurahan Tangguh Bencana (KATANA) Program implemented by the Regional Disaster Management Agency (BPBD). This study aims to evaluate the implementation of the Katana Program in Semarang City using William N. Dunn’s policy evaluation framework and to analyze its impact on improving disaster mitigation capacity and community resilience. The research adopted a qualitative approach with data collected through in-depth interviews, participatory observation, and document analysis. The study focused on three kelurahan with different resilience levels Kelurahan Gajahmungkur (Utama level), Kelurahan Meteseh (unclassified), and Kelurahan Rowosari (Pratama level) as well as the BPBD of Semarang City. The findings reveal that the Katana Program has contributed to enhancing community knowledge, preparedness, and social cooperation. However, its implementation still faces several challenges, particularly limited funding, suboptimal coordination among stakeholders, and uneven community participation across kelurahan. This study concludes that although the program has laid a foundation for local resilience, strengthening institutional arrangements, improving human resource capacity, and optimizing community participation are necessary to make the Katana Program more effective, efficient, and sustainable in Semarang City.

Abstract

Although Indonesia has implemented the 30% quota policy for women's representation, the participation and electability of female legislative candidates (caleg) still face complex challenges. This research argues that these obstacles cannot be understood solely through a single-axis framework based on gender but must be analyzed through the lens of Intersectionality. The intersectional framework highlights how various identity categories— such as gender, political status (incumbent/non-incumbent), and geography (local/non-local origin)—converge to create unique experiences of subordination and multi-layered barriers for female candidates. This study aims to deeply identify and analyze the specific forms of intersectional obstacles encountered by female legislative candidates and to elaborate on the winning strategies designed to overcome these layered barriers. Employing a qualitative approach with a case study method, the research focuses on Amelia Anggraini in the DPR RI Central Java VII Electoral District, which covers Kebumen, Purbalingga, and Banjarnegara Regencies. Data were collected through in-depth interviews, observation, and analysis of campaign documents. The findings indicate that Amelia Anggraini faced specific intersectional obstacles, namely the combination of gender barriers (masculine political stereotypes), her non-incumbent status, and her non-local origin status. These barriers necessitated the formulation of a specific and unique winning strategy, which included: 1) A Communication Strategy that focused on a narrative of capacity and substantive issues rather than solely gender identity; 2) A Networking Strategy that transcended formal party structures by building horizontal, community-based alliances; and 3) a Resource Utilization Strategy focused on logistical efficiency to compensate for capital limitations compared to incumbent opponents. This research concludes that a successful winning strategy for female legislative candidates is one that consciously dismantles and transcends the multi-layered obstacles created by the intersection of various identities. Theoretically, this study reinforces the relevance of the intersectionality framework in Indonesian electoral politics, encouraging the analysis of affirmative action policies to move from mere candidacy quotas towards structural support capable of addressing layered injustice.

Abstract

The Personnel Management Information System (SIMPEG) is an e-Government accreditation that stores personnel data through digitization, SIMPEG supports the process of determining nominative talent scouting civil servants as the basis for determining prospective selection participants, so that the importance of the quality of personnel data that requires accurate, up to-date, and integrated data. This study uses a qualitative method with data collection techniques through interviews, observation and documentation. Data was analyzed with an approach based on the quality of SIMPEG information, namely timely, accurate, concise, relevant and complete, as well as analysis of supporting and inhibiting factors using e Government indicators, namely support, capacity and value. The results of this study show that SIMPEG has played an important role in accelerating the nominative determination process and providing structured data that meets the concise, relevant, and fairly complete aspects. However, there are obstacles related to timeliness due to limited server infrastructure, data accuracy that still depends on the discipline of ASN to update data, and uncertain budget availability for system development. The main supporting factors are the commitment of the manager's human resources and the perceived efficiency benefits, while the main obstacles are regulations that are not yet specific, limited budgets, and infrastructure that is not yet optimal. The conclusion of this study is that the implementation of SIMPEG has made a positive contribution in supporting the determination of nominative talent scouting, but there is still a need for improvement in the aspects of infrastructure, regulations, and data update mechanisms. The suggestions submitted include: (1) a structured and continuous supervision mechanism, such as the implementation of SOPs, periodic evaluation and auditing of personnel data, as well as the enforcement of ASN data update discipline (2) the implementation of a scheduled data update reminder mechanism.
