Abstract

This research is motivated by observations that uncovered a problem: the suboptimal role of the village government in improving the accessibility of the Citumang tourist attraction in Bojong Village, Parigi District, Pangandaran Regency. Problems persist in the modernization dimension, particularly in improving physical infrastructure. This is evident in the limited number of toilets, which directly impacts the emergence of significantly long queues, particularly during peak holiday periods, potentially reducing visitor comfort and satisfaction. The problem formulation in this study is "How is the Role of the Village Government in Improving the Accessibility of Citumang Tourist Attractions in Bojong Village, Parigi District, Pangandaran Regency?" The purpose of this study is to determine the role played by the village government in responding to the main problems and aims to analyze effective solutions to overcome the indicators of these problems. The theory used is Siagian (2018: 142-150) the role of the government consists of 4 dimensions, namely stabilizer, innovator, modernizer, pioneer, and implementer itself. The research design used is descriptive qualitative research method. The primary data source is 6 people who were interviewed. Data collection techniques in this study are literature studies, field studies (observation, interviews, and documentation). Data analysis/processing techniques in the study are data reduction, data presentation, and drawing conclusions. Based on the results of the study, problems are still found in 1 modernizer dimension in the indicator of improving physical infrastructure conditions, namely, the obstacles from the aspect of facilities and infrastructure that are currently available have not been able to keep up with the surge in visitor volume. Efforts that must be made include building additional toilets in Strategic points with a high radius of traffic, implementing a more intensive periodic duty system for cleaning staff during long holidays to ensure facilities remain adequate, as well as providing orderly waiting areas to improve order. Keywords: Accessibility, Role, Tourist Attractions, Village Government.

Abstract

Digital transformation in government governance requires comprehensive preparedness from public officials at the lowest administrative level, including urban villages (kelurahan). This article examines the extent to which capacity building has been enhanced to support the implementation of digital service and information systems in Maleber Urban Village, Ciamis District, Ciamis Regency. The study employed a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation involving six informants consisting of village officials and local community members. The analysis was conducted using Grindle’s capacity building framework, which encompasses three dimensions: human resource development, organizational strengthening, and institutional reform. The findings indicate that these three dimensions have not yet been implemented optimally. Training for officials remains entirely dependent on initiatives from the regency government, no specific Standard Operating Procedures (SOPs) for digital services have been established, coordination among units is still informal, and monitoring and evaluation mechanisms for digital programs have not been systematically implemented. These findings highlight the need for structured interventions, including independent training programs at the village level, the development of digital service SOPs, the strengthening of technological infrastructure, and the establishment of sustainable performance evaluation mechanisms. Abstract

This research was motivated by the fact that the implementation of the Population Data Center (Rumah Data Kependudukan) program by the Kertabumi Village Government (Cijeungjing District, Ciamis Regency) has not yet been optimal. The study aims to examine the implementation of this program by the Kertabumi Village Government. A qualitative research method was employed, involving seven informants. Data collection techniques included literature reviews, fieldwork (observation and interviews), and documentation analysis. Qualitative data analysis techniques were used to process findings from interviews and observations, enabling conclusions to be drawn that address the research problem. The results indicate that, while the implementation of the Population Data Center program by the village government has generally proceeded well, it is not yet fully optimal due to several obstacles: suboptimal data integration, delays in updating population data, limited supporting facilities, and low community participation in reporting data changes. Furthermore, inconsistent coordination and varying levels of understanding among implementers have affected the program's effectiveness. Nevertheless, the village government continues to make various efforts such as improving coordination, conducting public outreach, performing periodic data verification, and strengthening the roles of RT/RW officials, community cadres, and field officers (PLKB) to optimize the program's implementation.
